Town Board Minutes for September 23, 2002

Call to Order. The meeting was called to order at 7:30 P.M. by chairperson Lyle Updike. Supervisors Vernon Pogue and Doug Yelk, clerk Claudia Quick, deputy clerk Joan Rademacher and Highway Patrolman Dennis Farrell were present. One additional person attended the meeting.

Statement of Public Notice. The chair directed that the minutes show that notice of the Town Board meeting was published in the September 19, 2002 issue of The Star. The agenda was also faxed to the Capital Times. Copies were posted on the two town bulletin boards and temporarily at Buckshot’s Hwy. N on September 20, 2002.

Approve Minutes of Previous Meeting. Moved by Vernon Pogue, second by Doug Yelk to approve the minutes of the September 9, 2002 meeting. Motion carried.

Presentation from the Public Dennis Farrell reported that part of Ridge Road is very slippery when wet. Residents in the area have stated that there have been numerous vehicles that have slid off the road. This area is about 3200 feet in length and is where the S curve is in the road. It needs to be seal coated at a cost of approximately $3500.00. Consensus of the Board was to proceed with this project and if possible stay in budget.

Consider Preliminary Plans by R. Coppernoll, 5577 Twin Lane Road to change the zoning to allow parking of a semi tractor/trailer on his lot, section 14 No one showed up to speak about this issue. Report/Any action necessary by P. Duffy concerning use of Twin Lane Road Pat Duffy reported that due to the delay in the State Hwy.19 construction project he needs to find alternate routes to Duffy Grain, Inc. at 6107 Twin Lane Road. He presented a letter from G. Derr, chairman of the Town of Bristol, stating that on a temporary basis the 10-ton weight limit on Twin Lane Road would be lifted. The weight limit would be reinstated beginning March 1, 2003. P. Duffy requested the board allow the ½ mile of Twin Lane Road from Berlin Road north to his facility be added to the Agreement Regarding Twin Lane Road. Dennis Farrell commented that Berlin Road and Twin Lane Road should hold up with the additional traffic expected.

Duffy’s intent is to work with the Town on the road issue now and in the spring. The board will revisit this issue in the spring and a permit process will be agreed upon.

Moved by Doug Yelk, seconded by Vernon Pogue to amend #13 of the Agreement Regarding Twin Lane Road as follows: “During the time period until March 1, 2003 Duffy will be allowed similar fully-loaded use as set forth above of Berlin Road from Hwy. VV to Twin Lane Road and Twin Lane Road from town line to State Hwy. 19. For such time period as State Hwy. 19 is being rebuilt, all terms and conditions of this agreement shall apply to said portions of Berlin Road and Twin Lane Road described in this paragraph.” Motion carried.

Lyle Updike, for the Town and Patrick Duffy for Duffy Grain, each initialed the contract.

Consider and Take Action concerning the Intergovernmental Agreement between the City of Sun Prairie, Towns of Burke, Bristol and Sun Prairie re: the Fire Dept. Lyle Updike reported that the agreement is incomplete at this time.

Consider and Take Action concerning the Contract for Fire Protection with the Sun Prairie Volunteer Fire Department. Moved by Vernon Pogue, seconded by Doug Yelk to approve the contract for fire protection with the Sun Prairie Volunteer Fire Department. Motion carried.

Consider and Take Action re: County Ordinance Amendment #11 concerning the storage of racing vehicles. Moved by Vernon Pogue, seconded by Doug Yelk to approve County Ordinance Amendment #11. Motion carried.

Consider and Take Action re: Zoning Petition #8276 by Northwestern College as amended by the Town Board. Moved by Doug Yelk, seconded by Vernon Pogue to approve Petition #8276 as amended by the Town Board. Motion carried.

Consider and Take Action re: Zoning Petition #8499 by Ted Krisher as amended by the Town Board. Moved by Doug Yelk, seconded by Vernon Pogue to approve Petition #8499 as amended by the Town Board. Motion carried.

Tentatively adopt the following Ordinances:

  • Enforcement of Code Moved by Vernon Pogue, seconded by Doug Yelk to tentatively adopt the
  • Enforcement of Code Ordinance. Motion carried.
    Split Shifts of Election Workers Moved by Vernon Pogue, seconded by Doug Yelk to tentatively adopt the Split Shifts of Election Workers Ordinance.

Motion carried.

Audit and Pay Bills. Moved by Vernon Pogue, second by Doug Yelk to pay the bills as presented along with the convention expense. Motion carried.

Old Business/New Business

  • The clerk, Claudia Quick, stated she had talked to S. Drunasky about his land divisions. He has received mixed messages from the City of Sun Prairie as to what would be allowed. Consensus of the board is he needs to bring an updated plan to the Town Board.
  • Chairman Updike stated that he; Chairman Derr and Chairman Viney presented former Chief Arnie Kleven with a $100 gift certificate at the celebration in his honor for 30 years of service as a volunteer with the Sun Prairie Volunteer Fire Department.
  • Supervisor Pogue stated that all bills with the EMS building have been paid. Also, personnel issues are progressing.

Correspondence

  • Received an Identification of Hazards Request for the proposed adult family home (CBRF) that Koua and Dia Vang are starting.
  • Fire Commission Meeting on October 9, 2002
  • Dennis Midthun sent a copy of a letter he sent to the Wis. Dept. of Natural Resources stating the Savannah Valley Homeowners Association would be responsible for the long-term stormwater management facilities.

Set Next Meeting Date/Adjournment. The next meeting date was set for Monday, October 7, 2002 at 7:30 P.M. Moved by Vernon Pogue, second by Doug Yelk to adjourn the meeting. Motion carried. The chairman declared the meeting adjourned at 9:55 P.M.
