PUBLIC HEARING ON 2008 BUDGET, TOWN ELECTORS MEETING AND TOWN BOARD MEETING

The Town Board of the Town of Sun Prairie met on Monday, November 26, at 7:00 P.M. at the Town Hall, 5556 Twin Lane Road, Marshall, Wisconsin.

Call to Order.   The chairman, Lyle Updike called the Public Hearing on the 2008 Budget to order at 7:00 P.M.   Supervisors Vernon Pogue and Doug Yelk, clerk Claudia Quick, treasurer Cindy Yelk and highway patrolman Dennis Farrell were present.  Jerry Bradley also attended the meeting.

Statement of Public Notice.   The chair directed that the minutes show that notices of the Public Hearing on the 2008 proposed budget of the Town of Sun Prairie and Special Town Meeting were posted on the three town bulletin boards on November 9, 2007.  The same notice was published in the November 15 and 22, 2007 issues of The Star.

Public Hearing on Proposed 2008 Budget.   All in attendance received a summary copy of the 2008 budget.  Chairman Updike opened the public hearing for comment asking if anyone would like a detailed description of the budget.  Jerry Bradley inquired about the lawsuit with the Madison Builders Association that concerns the Conservation Easement requirement that the Town has.  He questioned to what monetary length the Town would go.  The chair indicated that the Town’s insurance is covering the costs of the suit to date.  Mr. Bradley indicated that the suit would be covered to a certain level and the remainder would be the Town’s responsibility.  He questioned to what level the Town would go with taxpayer money.  Mr. Bradley made a motion that no part of the $50,000 in the contingency fund be used in that lawsuit.  Second by Claudia Quick, motion carried.

SPECIAL TOWN MEETING OF THE ELECTORS OF THE TOWN OF SUN PRAIRIE, DANE COUNTY

Notice is hereby given of a Special Town Meeting of the Electors of the Town of Sun Prairie on Monday, November 26, 2007.  This Special Town Meeting will follow the completion of the Public Hearing on the Proposed 2008 Town Budget, which begins at 7:00 P.M. at the Sun Prairie Town Hall, 5556 Twin Lane Road.  The Town Board calls this Special Town Meeting of the Electors pursuant to Section 60.12 (1)(b) of Wisconsin Statutes for the following purposes:

To approve the total 2008 Highway Expenditures pursuant to Section 81.01 (3) of Wisconsin Statutes   Moved by Claudia Quick, second by Dennis Farrell to approve the 2008 Highway Expenditures of $316,135 which is consistent with the budget summary pursuant to Section 81.01 (3) of Wisconsin Statutes.  Motion carried.

Authorize Town Borrowing pursuant to Section 60.10 (1)(a) of Wisconsin Statutes

Moved by Vernon Pogue, second by Cindy Yelk to allow the Town Board to borrow up to $30,000 over the total budget amount without authorization of the electorate.  (A larger amount would require the approval of the electors of the Town at a Town Meeting.)   Motion carried.

Any other items as allowed by the electors at a Special Town Meeting, pursuant to Section 60.10 (1) and (2)  No new items were brought to the chair for consideration.

To adopt the 2007 Town Tax Levy to be paid in 2008 pursuant to Section 60.10 (1)(a) of Wisconsin Statutes   Moved by Doug Yelk, second by Vernon Pogue to adopt the 2007 Tax Levy of $607,141.  This sets the mill rate for the Town of Sun Prairie at 3.55133.   Motion carried.

Adjournment   There being no other business for the Special Town Meeting of Electors the meeting adjourned.

TOWN BOARD MEETING

Call to Order.   Chairman Updike called the regular meeting to order at approximately 7:45 p.m.

Statement of Public Notice.   The chair directed that the minutes show that notice of the Town Board meeting was published in the November 15 and 22 issue of The Star.  The agenda was also faxed to the Capital Times.  Copies were posted on the three town bulletin boards located at the Town Hall, the intersection of CTH TT and CTH N and the intersection of Lonely Lane and CTH N on November 9, 2007.

Approve Minutes of Previous Meeting.   Moved by Vernon Pogue, second by Doug Yelk to approve the minutes of the November 12, 2007 meeting as presented.

Voting NAY:  None

Absent:  None

Motion carried.

Presentation from the Public.   No one spoke.

Consider and Take Action re: Fees for Town Services Resolution. The Board reviewed the Fee Resolution. Moved by Doug Yelk, second by Vernon Pogue to leave the Fee Resolution as it is.

Motion carried.

Consider and Take Action re:  Amendments to proposed 2008 Budget.   The following amendments were made to the proposed 2008 budget:

Revenue:

  • Increase Miscellaneous Revenue from $31,900 to $33,000
  • Decrease Cash Balance applied to reduce levy from $21,817 to $19,372
  • Cash Balance of $100,000 applied to additional Highway Loan Payment
  • Cash Balance of $50,000 applied to Contingency

Expenditures:

  • Reduce Public Safety expenditures from $125,046 to $120,901
  • Increase Capital Outlay from $43,939 to $45,639.
  • Increase Debt Service from $159,997 to $259,997

Moved by Doug Yelk, second by Vernon Pogue to approve the amendments for the 2008 budget.

Consider and Adopt 2008 Town Budget.   Moved by Doug Yelk, second by Vernon Pogue to adopt the 2008 Town Budget Summary as presented to the electors with the amendments stated above.

Correspondence

  • The clerk received a petition for direct annexation from Donald Esposito, for VH Land LLC, annexation from the Town of Sun Prairie to the City of Sun Prairie. The petition encompasses 72.341 acres and includes zero population and zero electors. The land is located at the NW corner of State Highway 19 and Town Hall Drive, with a portion being north of the railroad tracks. The City has not acted on this petition as of yet.
  • The clerk also handed out the final statement of assessment for 2007. The aggregate assessed value for the town is $170,961,700. The assessment ratio is .700692205.
  • The clerk also shared a notice of training letter sent by the Wisconsin Department of Revenue to the assessing firm. The DOR will be requiring the assessing company to participate in training. Our major classes of property have been out of compliance for 5 years. The Town has scheduled a revaluation for 2008.

Set Next Meeting Date. The next Town Board meeting was set for Monday, December 10, 2007 at 7:30 P.M.
