Notice of Fermented Malt Beverages and Liquor License Hearing and Town Board Meeting at 5556 Twin Lane Road, June 23, 2008 at 7:30 P.M.

Notice is hereby given that a Public Hearing will be held on Monday, June 23, 2008 at 7:30 P.M. regarding the issuance of fermented malt and liquor licenses. The following applications have been filed at the office of the Town Clerk for the sale of fermented malt beverages and intoxicating liquors, in said Town and for such licenses and such premises respectively, as indicated after the name of the applicant:

No one spoke either in favor or opposition to the licenses. The chair closed the public hearing.

Town Board Meeting

The Town Board of the Town of Sun Prairie met on Monday, June 23, 2008 at 7:30 p.m. at the Town Hall, 5556 Twin Lane Road, Marshall, WI.

Chairperson, Lyle Updike called the meeting to order at approximately 7:35 p.m. Supervisors Vernon Pogue and Doug Yelk and clerk, Claudia Quick were present. Nine people, other than board members, also attended the meeting.

Statement of Public Notice. The chair directed that the minutes show notice of the Licensing Hearing was published in the June 20, 21 and 23, 2008 issue of Wisconsin State Journal. Notice of the Regular Board meeting was posted on the three town bulletin boards on June 20, 2008.

Pledge of Allegiance. Doug Yelk led the pledge.

Presentation from the Public. Member of the public inquired regarding dates for construction on I94.

Consider and Take Action re: Applications for Class A and B liquor and Beer Licenses. Moved by Doug Yelk, second by Vernon Pogue to approve class “B” combination liquor and malt beverage licenses for Kerry F. Blaska, Buckshots (Circle B Saloon), 5508 CTH N, Sun Prairie and John G. Blaska, The Oaks Golf Course, 4740 Pierceville Road, Cottage Grove and a Class “A” combination license to Jitin Agarwal for Cottage Grove Citgo at 4711 CTH TT, Sun Prairie,

Consider and Take Action re: Applications for Operator Licenses. The Board reviewed the applications submitted by The Oaks Golf Course (John Blaska). Moved by Doug Yelk, second by Vernon Pogue to grant operator licenses to John M. Blaska, Allison Olson, Andrea Parks, Benjamin Scott, Megan Barta, Elizabeth Becker, Jessica Blaska, Shaun Finey, Krista Hove, Megan Kiehl, Lisa Klein, Andrea Machtan and Erin Schmidt.

Voting NAY: None

Consider and Take Action re: Applications for Operator Licenses. Applications for operator licenses were presented to the Board for review and action. The Board reviewed the applications submitted by Buckshots (Kerry Blaska). Moved by Doug Yelk, second by Vernon Pogue to grant operator licenses to Sherri Blaska, Susan Hasey, Jillaine Hughey, Lenne Millard, Christine Rezza, Jeffrey Shefchik, and Ruth Yelk.

Consider and Take Action re: Applications for Operator Licenses. Applications for operator licenses were presented to the Board for review and action. The Board reviewed the applications submitted by Jitin Agrawal, Cottage Grove Citgo & TT Liquor. Moved by Doug Yelk, second by Vernon Pogue to grant operator licenses to Jitin Agrawal, Iqbal Singh. Application submitted by Manjesh Agrawal was not approved, the history check revealed applicant was involved in sale/encouragement to minors.

Allow Public Comment – Consider and Take Action re: Petition #9903 by Jay Freitag to change the zoning from A-1 Ex Ag to A-2 on 13.8 acres to separate the farm buildings and house from the remainder of the farm at 3205 Bailey Road, section 19. Moved by Doug Yelk, second by Vernon Pogue to approve the zoning change.

Allow Public Comment – Consider and Take Action re: Petition #9921, Request by Duane Riley to divide an existing residential lot, 2877 Bailey Road, into two lots, changing the zoning from R1A to R-1 on each lot, sec. 17. The petitioner explained that he would like to build a retirement home on the newly created vacant lot. Moved by Doug Yelk, second by Vernon Pogue to approve the zoning change and to allow a variance from lot size of 40,000 sq ft and variance from lot width at the building line. The motion also included the condition that there be only one access per lot.

Allow Public Comment – Consider and Take Action re: Petition #9927 Request by Tony Krebs to reconfigure lot lines and change the zoning on parcel 1 from RH-1 to R-1A and parcel 2 from R-1A to RH-1 on two existing lots. sec. 14. Moved by Doug Yelk, second by Vernon Pogue to approve the zoning change and restrict each lot to one driveway.

Presentation re: flooding – M. Berkowitz, 2711 Bomkamp Circle, section 32. Four residents of the Bomkamp subdivision were present. Mr. Berkowitz reported to the Board that he was flooded as were two other homes during the recent rains. He is not happy with the drainage in the area. The item will be placed on the next agenda, to allow people to gather plat maps, road and drainage plans.

Consider and Take Action re: EMS Arbitration Issue. The committee of Town Chairs and Village President continue to meet.

Audit and Pay Bills. The clerk presented the list of invoices to be paid. Moved by Vernon Pogue, second by Doug Yelk to pay the invoices for the month.
