Public Hearing and Regular Town Board Meeting

Call to Order. Chairperson Lyle Updike called the regular semi-monthly meeting to order at 7:30 p.m. at the Town Hall, 5556 Twin Lane Road.  Supervisors Vernon Pogue and Doug Yelk, Clerk Claudia Quick, Office Assistant JoAnn Ramsfield and Road Patrolman Dennis Farrell were present.   The following were also present: John Blaska, Jerry Bradley and Ken Strand.

Statement of Public Notice. The chair directed that the minutes show notice of the meeting was published in the May 6, 2009 issue of The Star. Copies were posted on the three town bulletin boards on May 6, 2009.

Pledge of Allegiance: Doug Yelk led the pledge.

Approve Minutes of Prior Meetings: Moved by Vernon Pogue second by Doug Yelk, to approve the minutes of the April 27, 2009 Town Board Meeting.

Presentation from the Public:  Jerry Bradley addressed the water issues in NE quarter section of section 17; stating that nothing had been done to end the problem as agreed on April 15, 2009 at the site visit.  The Chair will write a letter with a timetable for the obstruction to be removed by May 26.

Ken and Heather Strand (5337 Stark Rd) also addressed the board about the continuing issue of water runoff from neighbor’s property (5341 Stark Rd).  The town does not have jurisdiction but the Chair agreed to meet with the involved parties to discuss possible solutions to the problem.

Report on Town Roads:  Denny Farrell reported that the four new culverts are installed.  Wolf Paving will pave the replacement section on Nelson Road.  On June 8 sealcoat bids for Bailey Road will be opened.  Farrell is getting estimates for the reconstruction of the town parking lot.  Tennant Road will likely need to be redone (grade and gravel) due to the heavy truck traffic.

Consider and Take Action re: Amend Road Weight Limits:  Moved by Doug Yelk, second by Vernon Pogue, to approve preliminary adoption of an amendment to the Regulation of Weight Limits for Vehicles on Town of Sun Prairie Roads Ordinance.  The amendment would establish a 15 ton weight limit for truck traffic on Twin Lane Road north from the railroad tracks to the Town of Sun Prairie/Town of Bristol boundary line.

Adoption of Regulating the Sale of Alcohol Ordinance:  John Blaska suggested a couple clerical corrections to the ordinance and complimented the board for listening and working with the business owners/managers.  Moved by Doug Yelk, second by Vernon Pogue, to adopt the Ordinance Regulating the Sale of Alcohol Beverages in the Town of Sun Prairie with clerical corrections in Section 4.1

Repeal of Ordinances 56-1; 83-1; 80-2; 72-2; 91-1 relating to Alcohol: Moved by Doug Yelk, second by Vernon Pogue, to repeal Ordinances 56-1; 83-1; 80-2; 72-2; 91-1 relating to Alcohol.

Consider and Take Action re:  EMS Joint Municipal Agreement: The chair reported that the work group will meet May 21to continue work on the agreement.

Consider and Take Action re:  Village of Cottage Grove amendments:  The chair reported he had not met with Village of Cottage Grove new president due to scheduling conflicts.

Consider and Take Action re:  Mutual Aid Box Alarm System Agreement:  The clerk will contact Ms. White regarding the Mutual Aid Box Alarm System Agreement.

Audit and Pay Bills: The Board reviewed the list of invoices for first half of May. Moved by Vernon Pogue, second by Doug Yelk to pay the bills as presented

Old Business/New Business

  • There have been inquiries concerning census workers in our area.  Census Workers will always have identification.
  • Community Court – Town received $100 from parking tickets.
