Regular Town Board Meeting

Call to Order. Chairperson Lyle Updike called the regular semi-monthly meeting to order at 7:30 p.m. at the Town Hall, 5556 Twin Lane Road.  Supervisors Vernon Pogue and Doug Yelk, and Office Assistant JoAnn Ramsfield were present.  The following were also present: Richard Statz, Edward Monahan, Barbara & Craig Stricker, Elaine, Kenneth G, & Cris Nelson, Clay & Cammie Templeton, and Bill Jacobson.

Statement of Public Notice. The chair directed that the minutes show notice of the meeting was published in the June 18, 2009 issue of The Star. Copies were posted on the three town bulletin boards on June 19, 2009.

Pledge of Allegiance: Jo Ann Ramsfield led the pledge.

Approve Minutes of Prior Meetings: Moved by Vernon Pogue second by Doug Yelk, to approve the minutes of the June 8, 2009 Town Board Meeting as written.

Presentation from the Public:  Neighbors of 4253 County Hwy TT expressed concerns that the owner of said property had petitioned for gravel pit. They commented on the all day, seven days a week noise on the same property.  The board members stated there has not been a petition for a gravel pit.  Zoning inspector, Russ Bartlett was notified and will make a site inspection.  Russ will notify the clerk of his findings.  The neighbors were instructed to check back with the clerk in a week.

Allow Public Comment – Consider and Take Action re:  Petition #10052 by Troy Statz to separate existing residence from farmland, 2045 Yelk Road, sec 14.  Richard Statz represented the owners.   Moved by Doug Yelk, second by Vernon Pogue to approve Petition #10052 to rezone a 5.025 acre parcel with residence, from A-1 (EX) Agriculture to RH-2 Rural Homes with the condition that the driveway be brought into compliance with the town driveway ordinance.

Consider and Take Action re:  CSM for 2045 Yelk Road.  Moved by Doug Yelk, second by Vernon Pogue to approve the CSM, creating a 5 acre parcel at 2045 Yelk Rd with the addition of the neighboring use language.

Consider and Take Action re: Request for Speed Limit change on Bailey Rd:  The board members discussed the issue of enforcement; additional discussion was postponed until Road Patrolman Denny Farrell and Deputy John Nelson can be present.  The chair asked that JoAnn Ramsfield contact Officer Nelson and request that he attend the meeting.  No action taken.

Consider and Take Action re:  Applications for Operator Licenses.  The Board reviewed the applications.  Moved by Doug Yelk, second by Vernon Pogue to grant regular operator licenses to the applicants: The Oaks Golf Course – Amy LeFevour & Alexandra Offerdahl and Cottage Grove Citgo & TT Liquor – Manjesh Agrawal

Consider and Take Action re:  Village of Cottage Grove amendments:  Lyle and Roger Fetterly will meet with Village of Cottage Grove July 6, 2009 to discuss Town/Village boundaries and proposed commercial sites.

Audit and Pay Bills: The Board reviewed the list of invoices for the second half of June. Moved by Vernon Pogue, second by Doug Yelk to pay the bills as presented

Old Business/New Business

  • EMS Report – Vern Pogue reported that there are now 41 EMT’s, emergency runs are down 33%, the Safety Fair raised $982.
  • Weight Limit Meeting – Lyle Updike attended the Weight Limit meeting June 17th at the Town of Middleton.  There is a county effort to establish a county-wide uniform weight limits ordinance.  A committee will be appointed to work on the model.
  • Town Hall Drive, south of CTH T – Doug Yelk reported that with the last 3 inch rain, water ran over Town Hall Drive near the current concrete culvert.  He talked with Denny, who recommended going 50 feet south and add an overflow culvert to accommodate the extra water so it does not run over the road.  This was a problem area in 2008 and continues in 2009.

Set Next Meeting Date/Adjournment.  The next meeting date was set for July 13, 2009, at 7:30 p.m.  Moved by Vernon Pogue, second by Doug Yelk to adjourn the meeting at 9:25 p.m.
