Regular Town Board Meeting

Call to Order. Chairperson Lyle Updike called the regular semi-monthly meeting to order at 7:30 p.m. at the Town Hall, 5556 Twin Lane Road.  Supervisors Vernon Pogue and Doug Yelk, Clerk Claudia Quick, Treasurer Cindy Yelk and Office Assistant Jo Ann Ramsfield were present.  Others present included George DeVries, representing Veolia Environmental Services. Mark and Chrissy Bursaw, Randy Lund, Rex Martin and Duane Riley

Statement of Public Notice. The chair directed that the minutes show notice of the meeting was published in the Sept 10, 2009 issue of The Star. Copies were posted on the three town bulletin boards on Sept 11, 2009.

Pledge of Allegiance: Vern Pogue led the pledge.

Approve Minutes of Prior Meetings: Moved by Vernon Pogue second by Doug Yelk, to approve the minutes of the August 24, 2009 Town Board Meeting as written.

Presentation from the Public: none

Open and Potentially Award Contract for Curbside Collection Program for Town.  Bids were submitted by Waste Management and Veolia Environmental Services (VES).  The bids will require further comparison review.  The clerk will prepare a comparison work sheet for the next board meeting.  George DeVries represented VES.  No representative was present for Waste Management.  No action taken.

Discussion re:  Lighting on Towers in Town.  Supervisor Yelk spoke with a Wisconsin Telephone representative about the tower located at the southwest corner of Yelk and Twin Lane.  It is unclear who currently owns the tower; more research will be needed.  However, the bright white strobe lights have changed to red lights and the town office has not had any further complaints to date.

Discussion, Consider and Take Action re:  Reduction of Bailey Road Speed Limit.  The chair contacted the town legal counsel.  Legal counsel disagreed with WTA assistant legal counsel stating that the first portion of the statute, subsec. (1)(a), requires that there be an engineering and traffic study before speed limits are lowered.  The Town does need a traffic study.  Following lengthy discussion; the Chair agreed to bring it up at the DCTA meeting September 16, 2009 to investigate how other towns are reducing their speed limits.  The town chair will report his findings at the next meeting, September 28.

Town Road Report.  W. Dorshorst is mowing ditches and roadsides along with roadside shoulder repair.  The flooded area on Twin Lane Road is finally dried up; cleanup of debris in the area will be addressed in the near future.

Consider and take Action re: County Ordinance Amendments 13, 16 & 17 to Dane County Chapter 14, 10 and 11 concerning preservation of topography near property lines.  Moved by Vernon Pogue second by Doug Yelk, to adopt County Ordinance Amendments 13, 16 & 17 to Dane County Chapter 14, 10 and 11 concerning preservation of topography near property lines.

Consider and Take Action re:  Village of Cottage Grove amendments – Nothing new to report, meeting dates are being discussed.

Discuss Budget Work Sessions Schedules.  Dates of October 5, 21, and 28 were set for Budget Work Sessions.

Audit and Pay Bills. The Board reviewed the invoices for the first half of September.  Moved by Vern Pogue, second by Doug Yelk to pay the bills.

Old Business/New Business.

  • EMS Report – Pogue gave a brief EMS Report, budget mtg 9/15 at 7 p.m.
  • Fire Dept Report – Updike gave a brief Fire Report, no substantial budget changes.  A grant will cover the new radios except for $47,000.

Correspondence.

  • Final draft – Joint Municipal EMS Agreement between Village of Marshall, Town of Medina, Town of Sun Prairie and Town of York.
  • Letter from State Department of Natural Resources regarding notification to property owners when new well is located near an existing or former landfill.
  • Alcohol Compliance report from DC Sheriff Department.  The three establishments passed the most recent compliance check.

Set Next Meeting Date/Business/Adjournment. The next meeting dates were set for September 28, October 5 and 26, 2009, at 7:30 p.m.  Moved by Doug Yelk, second by Vernon Pogue to adjourn the meeting at 9:55 p.m.
