Regular Town Board Meeting

DRAFT – To be reviewed and approved at the August 9, 2010 meeting

Call to Order. Chairperson L Updike called the regular semi-monthly meeting to order at 7:00 p.m. at the Town Hall, 5556 Twin Lane Road.  Supervisors V Pogue and D Yelk, Clerk C Quick, Treasurer C Yelk, Office Assistant J Ramsfield, Road Patrolman D Farrell, Deputy J Nelson, B Gaffney, D Gau, R Havens, V & B Maly, L & B Nesson, K & P O’Donahue, J Schenke, J& E Speropulos, H Voigt, and D Wiganowsky were present.

Statement of Public Notice. The chair directed that the minutes show notice of the meeting was published in the July 22, 2010 issue of The Star and posted on the three town bulletin boards July 23, 2010.

Pledge of Allegiance.  D Yelk led the pledge.

Approve Minutes of Prior Meetings: Moved by V Pogue second by D Yelk, to approve the minutes of the July 12, 2010 Town Board Meeting as presented.

Public Comment: Deputy J Nelson presented the Calls for Service for the month of June 2010.

Consider and Take Final Action re:  Amendment to add certain roads to Ordinance Regulating Weight Limits on Town Roads.  Moved by V Pogue second by D Yelk, to adopt amendment adding Alvin Rd, Faber Rd, and Sylver Ridge Ln to 2003-1 Ordinance Regulation of Weight Limits for vehicles on Town of Sun Prairie Roads,

Consider and Take Action re: Bailey Road speed limit.  L Updike presented an overview of previous discussions and the Bailey Road Study report for those present; at that point it was opened for comments from the public.  Each person commenting stated their name, address and how they felt about the speed limit issue.  The comments expressed were in favor of lowering the speed limit, school bus traffic / speed, no passing zones, and enforcement.  Board members stated that the town follows state road regulations.  Deputy Nelson informed those present of the area that officers cover and the frequency to patrol the town roads. He encouraged residents observing a violation to make note of the license number, make/model and time of day and then call in and report it. Citations can be issued if a person will go on record as a complainant.  Moved by D Yelk, second by V Pogue, to give preliminary adoption to Ordinance to Lower Speed Limit on Certain Town Roads, Ordinance 2010-1, the ordinance provides for the reduction of the speed limits on certain town roads in the town as follows: Pursuant to s. 349.11, Wis. Stats.,:

  • Bailey Road   CTH N to Nelson Road/ 45mph speed limit
  • Bailey Road   Nelson to Burke Road/ remain at 55mph speed limit
  • Bailey Road   Burke Road to CTH T/ remain at 55mph speed limit

There was discussion about sections of roads connecting to other municipalities; e.g.( Bird Street Town SP/City line to Bailey; Nelson Rd – Town SP/Town Burke line to Bailey; Burke Road – Town SP/Town Burke line to Bailey.)  Question was whether to lower speed limit to be consistent with neighboring communities. This will be added to next agenda for further discussion.

Consider and Take Action re: Resolution Requiring a Referendum on the Levying of a Sales Tax to Fund Commuter Rail.  County Supervisors from District 20 & 21, D Wiganowsky and D Gau asked the board to adopt a resolution to place a referendum regarding the levying of a sales tax to fund commuter rail on the November 2nd ballot.  No action was taken; board members will discuss the matter further at the next meeting.

Consider and Take Action re:  Resolution Endorsing an Alternative Emergency Radio System Proposal.  L Updike drafted a letter to be sent to Kathleen Falk and Steve McDonnell as a result of the Town Board discussion on July 26, 2010.  The board recommends that any change in the radio system include a VHF component. D Gau and D Wiganowsky remained for this discussion; L Updike explained in detail the VHF System; cost and how it would better serve the Emergency Service Units.  No Action was taken on Resolution.  The letter will be sent to Dane County Executive, Kathleen Falk; Dane County Chair, Scott McDonell; Bill Clausius, Duane Gau, Bob Salov, David Wiganowsky, Joe Chase, Gerald Derr, and Kevin Viney.

Audit and Pay Bills.  The Board reviewed the invoices.  Moved by D Yelk, second by V Pogue to pay bills and approve the Landmark LP prepay contract for 2010-2011 for 3000 gallons.
