1. Call to Order. The regular meeting of the Town of Sun Prairie Plan Commission was called to order at 7:05 p.m. The following members were present: Chairman Roger Fetterly, Dot Havens, Kevin Kleckner, John Quimby and Doug Yelk. Excused: Al Meyer and Judy Stang. Also present: Claudia Quick, Town Clerk.
  2. Public Notice. Notice of the meeting was mailed to Plan Commission members and posted on the three Town bulletin boards on January 11, 2011.
  3. Approval of the minutes of previous meeting: Hearing no objections the minutes of December 20, 2010 were approved as presented.
  4. Recess for comments by visitors: None
  5. Review Action on Petition #10268 by Peter Austin: Reviewed action by the Town Board which approved a change to previous action taken by the Plan Commission. To minimize the amount of conversion fees due on the rezoning from agricultural, the Town Board approved rezoning two 1 acre parcel from agricultural to residential. The remaining 7.9 acres rezoned by the Town Board to A-4 Agricultural would not require payment of the $1,003 per acre conversion fee.
  6. Public Hearing – Petition #10279 by David Riesop. Applicant proposes to rezone 20.92 acres from A-1(Ex) Agricultural to an approximately 4.5 acres RH-2 Residential parcel for the existing homeowner and the remaining16.4 acres to A-4 Agricultural to be sold and for zoning compliance at 4848 Ridge Road in Section 36, Town of Sun Prairie.

    There was no one from the public wishing to address the Plan Commission.

  7. Consider and take action on Riesop petition. Motion by Yelk/Quimby recommending approval of petition #10268 by David Riesop.  Motion carried 5-0-2.
  8. Review of Village of Cottage Grove proposed boundary agreement maps.  Preliminary review of maps of a proposal by the Village of Cottage Grove for a boundary agreement between the Village and the Town of Sun Prairie. The proposed maps identify a potential village growth zone and an additional planning area beyond the growth zone subject to terms of a boundary agreement. The Village of Cottage Grove has requested a joint meeting of the Cottage Grove Plan Commission and the Town Plan Commission on February 21, 2011 at the Sun Prairie Town Hall to present their proposal for a boundary agreement.
  9. Set Next Regular Meeting Date. The next regular meeting date of the Town of Sun Prairie Plan Commission is scheduled for February 21, 2011 at 7:00 p.m.
  10. Adjournment. The meeting adjourned at 9:05 p.m.
