Town Board Minutes for February 14, 2011

Call to Order. Chairperson L Updike called the regular meeting to order at 7:00 p.m. at the Town Hall, 5556 Twin Lane Road. Supervisors V Pogue and D Yelk, Clerk C Quick, Road Patrolman Dennis Farrell and Office Assistant J Ramsfield were present. K Dahl and J Powelka were also in attendance.

Statement of Public Notice. The chair directed that the minutes show notice of the meeting was published in the February 10, 2011 issue of The Star. Copies were posted on the three town bulletin boards on February 11, 2011.

Pledge of Allegiance: D Yelk led the pledge.

Approve Minutes of Prior Meetings: Moved by ­­­­­­­­­­­­­­V Pogue, second by D Yelk to approve the minutes of the January 24, 2011 Town Board Meeting as presented.

Presentation from the Public: none

Town Road Report: D Farrell reported that the there were a number of equipment break downs from the latest large snow storm and extreme cold weather; the town will receive another shipment of salt in the next week.

Presentation J. Powelka Park Project 2000: The president elect, of the Wisconsin Garden Club Federation contacted D Powelka to see if the Sun Prairie Garden Club would be interested in a joint venture to further develop the Native Plant Park located just north of the town hall on Twin Lane Road. It is D Powelka’s opinion that funds would be available for this project with the possibility for more fundraising. The question posed to the town board was; “what level of commitment the town would give?”

Consider and Potential Action re: Park Project 2000: The area involved still has water issues from the flooding of 2008 that need to be resolved first. D Yelk stated he would like to see the Nature Park continue. The board is looking into resolutions for the water issue but cannot make any promises. No action taken. Item will be on the next agenda.

Consider and Take Action re: Certified Survey Map for R Dorshorst/Riesop, sec 36

Moved by ­­­­­ D Yelk, second by V Pogue to approve Certified Survey Map for R Dorshorst/Riesop, sec 36 with the additional neighboring use language added.

Consider and Take Action re: Communication from Village of Cottage Grove concerning USA amendment. Discussed items: a) Urban Service Agreement application, b) environmental corridor along I-94, c) water runoff from impermeable surfaces associated with commercial development. No action taken.

Consider and Take Action re: Wind Turbine Ordinance: Consensus of the board is to wait until the State of WI enacts changes to 2009 Senate Bill 185 for Wind Turbines. No action taken.

Consider and Take Action re: Petition #10268 as amended by the Town & County. Moved by ­­­­­ D Yelk, second by V Pogue to approve Petition #10268 as amended by the Town & County. Voting AYE: Updike, Pogue, and Yelk

Consider and Take Action re: clarification of policy for temporary worker OT pay. Consensus is that the town policy for temporary workers OT will remain at: Overtime is paid after 40 hours accumulated in a week. It is not paid for any hours worked over 8 in a 24 hour period.

Audit and Pay Bills. The Board reviewed the invoices. Moved by V Pogue, second by D Yelk to pay the bills.

A regular Plan Commission Meeting will be held February 21, 2011 at 7 p.m. and a Town of Sun Prairie/Village of Cottage Grove Joint Plan Commission Meeting will follow at 8 p.m. The next board meeting was set for February 28, 2011, at 7:00 p.m. Moved by V Pogue, second by D Yelk to adjourn the meeting at 8:45 p.m.
