Town Board Minutes for September 12, 2011

Call to Order. Chairperson L Updike called the regular meeting to order at 7:00 p.m. at the Town Hall, 5556 Twin Lane Road.  Supervisors V Pogue and D Yelk, Clerk J Ramsfield, Treasurer C Yelk, Patrolmen W Dorshorst and B Dodge were present.  Also in attendance were D Midthun, K & P Dobbel, and K Williams.

Statement of Public Notice. The chair directed that the minutes show notice of the meeting was published in the September 8, 2011 issue of The Star. Copies were posted on the three town bulletin boards on September 9, 2011.

Pledge of Allegiance: C Yelk led the pledge.

Approve Minutes of Prior Meetings: Moved by D Yelk, second by L Updike to approve the minutes of the August 22, 2011 Town Board Meeting as presented.

Voting AYE: Updike Pogue and Yelk

Voting Nay: none

Absent: none

Abstain: V Pogue

Presentation from the Public:  K Williams, resident of subdivision, Schey Acres informed the board of the missing stop sign at the corner of Stark and Betlach Roads.  W Dorshorst made a note of it and it will be replaced.  K Williams also inquired about the over grown bushes on a neighboring property and who’s responsible for maintenance & trimming of the bushes.  The board responded that the bushes are the property owner’s responsibility and the bushes should not overgrow in the road right of way hampering snow removal or ditch mowing in the spring.

Road Report & Introduction of Bernie Dodge, Assistant Road Patrolman:  W Dorshorst introduced B Dodge to everyone attending the meeting.  He then reported the wind damage in the town from the last storm that came through and B Dodge is mowing along town roads.  W Dorshorst, along with D Yelk outlined the progress of finding and repair/replacing drain tile that runs through the Damrow and Savannah Valley properties.  D Midthun, developer of Savannah Valley, K & P Dobbel, resident of Savannah Valley were included in the discussion of the next phase of correcting the drain tile that flows through or along Savannah Valley properties.  The drain tile is overgrown with roots, the roots will be removed by Roto Rooter, possibly a manhole will be installed for ease of future clean outs and a couple culverts will be installed in the walking path to prevent washout and allow water to flow better.  This is projected to be completed in 2011.

Consider/Take Action re: Financial Support for Transportation Planning Board: Moved by D Yelk, second by V Pogue to deny Financial Support for Transportation Planning Board.

Consider/Take Action re: County-Wide VHF-Based Emergency Radio Communication: No action taken

Consider/Take Action re: Grievance Procedure: consensus of the board was to defer discussion; more review is needed; item to be placed on next agenda.  No action taken.

Committee Updates:

  • Fire Advisory Board: meeting was canceled.
  • EMS: V Pogue reported that ambulance runs remain down.
  • Boundary Area Agreement Discussions: L Updike reported that the Village of Cottage Grove President will give blank maps to other village officials at the September meeting and have them draw boundary lines where they think they should be and the discussion will begin at that point.

New Business/Old Business/Correspondence

  • L Updike will attend the County Executive’s listening session Sept 15 in Middleton.
  • C Yelk reported on her discussion with Rural Insurance about the town’s liability directly related to clearance of debris along the Pierceville Road right of way.

Audit and Pay Bills: The Board reviewed the invoices and authorized the clerk to pay bills.  Moved by V Pogue, second by D Yelk to pay the bills with hand written additions.
