Call to Order. Chairperson L Updike called the regular meeting to order at 7:00 p.m. at the Town Hall, 5556 Twin Lane Road. Supervisors V Pogue and D Yelk, Clerk J Ramsfield, Treasurer C Yelk, and R Fetterly were present.

Statement of Public Notice. The chair directed that the minutes show notice of the meeting was published in the March 21st issue of The Star and copies were posted on the three town bulletin boards and website.

Pledge of Allegiance: D Yelk led the pledge.

Approve Minutes of Prior Meetings: Moved by V Pogue second by D Yelk to approve the minutes of the March 11, 2013 Town Board Meeting as presented.

Presentation from the Public: R Fetterly remarked that he had concerns about item 8 on the agenda because he had not seen a notice of public hearing. After some discussion by the board it was decided to postpone the approval of the Comprehensive Plan. The clerk was instructed to clarify the public hearing post. The board will address it at the next meeting, April 8, 2013.

Consider/Take Action re: Dane County Zoning Ordinance Amendment # 42 – siting of wind energy systems.  The board discussed the pros and cons of the amendment. Moved by D Yelk second by V Pogue to approve Dane County Zoning Ordinance Amendment # 42 – siting of wind energy systems.

Consider/Take Action re: Town of Sun Prairie Comprehensive Plan Amendment, Appendix H; prepared pursuant to and consistent with Section 66.1001, WI Stats., and includes the following: Recommend a Building Code Ordinance change relating to design review, limits on rezoning for multifamily residential dwellings, requirements for adequate residential parking, and changes to maps #1 Existing Land Use, map #2 Future Land Use, map #3 Zoning, and map #9 Extraterritorial Jurisdiction. No action taken.

Audit of 2012 Financial Books of the Clerk and Treasurer: The board members conducted an internal audit of the books by randomly choosing check numbers and then locating the associated invoices. Moved by V Pogue second by D Yelk to approve the 2012 Financial Books for the Town of Sun Prairie.

  • Town of Sun Prairie/Village of Cottage Grove Boundary Agreement Committee: none
  • Plan Commission: none
  • EMS: V Pogue – Runs are 12 to 14 ahead of this time in 2012.
  • Fire Advisory: will meet April 25
  • Park Advisory Committee: D Yelk asked for an outline from the board to what they would like to see from Park Advisory Committee. L Updike replies with: 1. Mission Statement, 2. Number of members on the committee, 3. How often they should meet, 4. Per diem or volunteer, 5. Vote for chair, 6. Have a financial budget to the board by September with plan of action.
  • Lake  & Water Shed committee: L Updike summarized the salt study in regard to runoff and water quality.

Old Business/New Business/Correspondence

  • C Yelk went over the upcoming Weather Spotter (April 3, 4) and Fire Extinguisher Training (April 22).
  • J Ramsfield announced that Open Book (April 25) & Board of Review (May 16) dates had been set.
