Town Board Minutes for January 13, 2014

Call to Order. Chairman L Updike called the regular meeting to order at 7:00 p.m. at the Town Hall, 5556 Twin Lane Road.  Supervisors V Pogue and D Yelk, Clerk J Ramsfield, and Patrolman W Dorshorst were present. J Blaska, J Grady, & W Statz were also present.

Statement of Public. Notice Chairman L Updike directed that the minutes show notice of the meeting was published in January 9th issue of The Star. Copies were also posted on the three town bulletin boards and website on January 9, 2014.

Pledge of Allegiance:  J Ramsfield led the pledge.

Approve Minutes of Prior Meetings: Moved by V Pogue second by D Yelk to approve the minutes of December 9, 2013 Town Board Meeting as presented.

Presentation from the Public: J Blaska complimented the Town’s public works employees on the good job they’ve done keeping the roads plowed.

Road Report: W Dorshorst reported that during the recent power outage, January 6th, both backup generators started; another 5 semi-loads of salt are ordered…the last snowstorm used 6 semi-loads and the current snowstorm will use 7; and breakdowns have been minor. He also asked the board to approve the purchase of a booster battery pack. The board members agreed that this was a good idea. The Town of Burke’s plow truck has had a major breakdown and has asked if they could rent the Town of Sun Prairie’s backup plow truck if needed.

Consider/Take Action Re: Applications for Operators License: Moved by D Yelk, Second by V Pogue to approve applications for operator licenses for the Crossroads BP.

Consider/take action re: Permit # 00895 – The Oaks – aluminum framed permanent tent – annual inspection by fire department or town building inspector. The tent at the Oaks will be erected in 2014. At the end of golf season the outer covering will be taken down, the framing will remain in place.  The following spring the outer covering will be put back into place. The discussion centered on what type of inspection would be needed. Board consensus: unless the building inspector has specific items for inspection the Fire Department inspector should be sufficient. Moved by D Yelk, Second by V Pogue to approve the annual inspection done by the fire department.

Consider/take action re: Proposed contract with Sun Prairie Volunteer Fire Department. D Yelk reported that the Towns of Sun Prairie & Bristol have a signed 5 year contract for fire protection with Sun Prairie Volunteer Fire Fighters Inc. The Town of Burke is contracting for fire protection through the Towns of Sun Prairie & Bristol.  D Yelk has nominated G Brink from the Town of Burke as a member on the Fire Advisory Board.

Committee Updates

  • Plan Commission – none
  • EMS – V Pogue reported that the EMS from Marshall has 5 DaneCom radios for sale. EMS no longer use the radios because EMS services multiple counties, the radios are not compatible with the other counties. EMS would like $300 for each radio.  The board asked V Pogue is to find out the installation costs involved. He will report his findings at the next meeting.

Audit/Pay Bills. Moved by V Pogue second by D Yelk to approve pay bills except for the bill to the Fire Department. D Yelk will look into clarification; allocation needs to be itemized and the Town of Burke needs to be billed.

New Business – Holiday pay and triple time-looking over the employee handbook there are two statements that conflict one another. Also discussed was the calculation of the hours when holidays fall in that week; item to be placed on next agenda.
