Town Board Minutes for March 10, 2014

Call to Order. Chairman L Updike called the regular meeting to order at 7:00 p.m. at the Town Hall, 5556 Twin Lane Road.  Supervisor D Yelk, Clerk J Ramsfield, and Patrolman W Dorshorst were present. Supervisor V Pogue was absent.

Statement of Public Notice. Chairman L Updike directed that the minutes show notice of the meeting was posted on the three town bulletin boards and website on March 8, 2014.

Pledge of Allegiance:  C Yelk led the pledge.

Approve Minutes of Prior Meetings: Approval of minutes delayed until next meeting due to V Pogue’s absence.

Presentation from the Public: none.

Consider/take action re: Dane County Ord. Amendment 26, 2013-14, regarding abandoned nonconforming mineral extraction sites; time sensitive, deadline March 27, 2014. Moved by D Yelk, Second by L Updike to approve Dane County Ord. Amendment 26, 2013-14, regarding abandoned nonconforming mineral extraction sites

Consider/take action re: Employee Handbook – Holiday Policies, compensation for holidays worked and overtime hours. Moved by D Yelk, Second by L Updike to approve the following language in the Employee Handbook.

Holiday Policies (amended 2/24/14)

If a holiday does not fall on a regular workday, another workday will be designated as a paid holiday.  If a holiday falls on a Saturday, the preceding Friday would be observed.  When a holiday falls on a Sunday, the following Monday would be observed. If a holiday occurs during a scheduled vacation, the employee is permitted to take an extra day of vacation.

Paid time off for holidays will be counted as hours worked for the purposes of determining whether overtime/comp time is earned. This is accomplished by adjusting the work week hours; regular hours worked (40) minus (8, 16, etc. ) the number of holiday hours for the week. Example: work week (40) – holiday (8) = 32 hour work week – hours worked (45) = 13 hours of overtime for the week or 19.5 hours comptime.

Compensation when required to Work on a Holiday (amended 2/24/14)

If a regular Town of Sun Prairie holiday is worked, the employee will be credited at the ratio of 3 to 1 time for the holiday hours worked.  If the holiday hours worked bring the total hours worked in that workweek to more than 40 hours, all hours worked in excess of 40 will be compensated at the overtime rate.

Hourly employees who work on a designated holiday listed above will earn comp time at the ratio of 3 to 1.

An employee may take a religious holiday without pay, with advance notice and approval of their supervisor.

Committee Updates

  • Plan Commission: none
  • EMS: none
  • Fire Unit: the 1st Fire Advisory Board meeting is scheduled for March 11, 2014. D Yelk will ask J Derr about the signing of the Intergovernmental Agreement.
  • Farm Technology Days: D Yelk gave an overview of the meeting held at the town hall February 25 for L Updike & W Dorshorst.  There was discussion about the public safety and parking on town roads during this event.  The board will look at the possibilities of a broader no parking ordinance within the town.

Old Business/New Business/Correspondence

  • L Updike reported that the “Friends of McCarthy Park” have asked to be on the agenda. They will be heard April 15th meeting.

Audit/Pay Bills. Moved by D Yelk, second by L Updike to approve payment of bills.
