Town Board Minutes for April 28, 2014

Call to Order – Regular Town Meeting was called to order by Town Chair, L Updike on Tuesday, April 28, 2014 at 7 p.m.  Those present were Supervisors V Pogue and D Yelk, Clerk J Ramsfield, Treasurer C Yelk, Patrolman W Dorshorst, C Kodl, M & W Ayers, and E & J Yelk.

Pledge of Allegiance.  The Pledge of Allegiance was led by J Ramsfield.

Statement of Public Notice – The chair directed that the minutes show that notice of this meeting was published in The Star and posted on the three Town bulletin boards April 20th.

Approve Minutes of Prior Meetings – Moved by V Pogue, second by D Yelk to approve minutes from the March 24th and April 15th, 2014 board meetings.

Public Comment – None

Road Report – W Dorshorst reported that the heating system issue is corrected, they are currently patching potholes, the salt shed is full for next season, and the shed door has been repaired. C Yelk & W Dorshorst will be working on sealcoat proposals in the next couple weeks. W Dorshorst also recommended that Bailey Road from Hwy N to Nelson Road to be seal coated this year ahead of schedule; this last winter season has taken a toll roads.

Consider/take action: Amend 2014 town budget – The board took a road tour April 22, due to the extreme winter it is possible that the road budget may need to be adjusted in order to make repairs.. W Dorshorst reworked his budget and reported to the board that he wants to put the request to amend the 2014 budget on hold until the repair bids come in. No Action taken.

Consider/take action: Parcel 058/0811-283-9920-9, Certified Survey Maps #477 & #4248, W Ayres, 2583 Breezy Lane, Town of Sun Prairie. – The discussion of the property is a result of complaints of the barns deteriorated condition. W & M Ayres explained to the town board that the barn and garage removal is underway but the weather has hindered the progress. Date for completion is August 1, 2014 and has been mutually agreed upon by the Ayres and the Board.  Board consensus: they are satisfied with their explanation. No action taken.

Consider/take action: DCPREZ-2014-10659, 4688 Pierceville Road, D Bauer, change of zoning district – continued from April 14th meeting – D Bauer was referred back to the Plan Commission meeting for April 21st to discuss more zoning options; at the April 28th board meeting D Bauer returned to inform the town board that he had research the weight of his motor home  and discovered the weight was less than initially thought; D Bauer informed the board that he was delaying the rezone and new building construction. No action taken.

Consider/take action: Curt Kodl – Dane County Farmland Preservation Plan and Farmland Preservation Zoning Ordinance, blanket rezones, all parcels that are not within a designated Farmland Preservation Area be zoned out of the A-1[ex] (Exclusive Agriculture) zoning district. – Dane County Planning & Development represented by C Kodl presented an overview of the blanket rezone planned for the Town of Sun Prairie. There are 31 existing parcels that are affected (see attached map and list); they are currently zoned A-1 (EX) Agricultural. All of the parcels fall in the Urban Service Areas of the City of Sun Prairie or the Village of Cottage Grove making them non-compliant with the State of Wisconsin Farmland Preservation law. C Kodl recommended a deed notice be attached for each of the parcels. The deed notice is intended to make sure that the “blanket” zoning change allows existing uses to continue and provides for Town review of any use change or development proposal.  This will keep everything “as-is” but make the changes required by DATCP.  – Moved by D Yelk second by V Pogue to approve the Dane County proposed blanket rezone for 31 existing parcels, currently zoned A-1 (EX) Agriculture, within the Urban Service Area of the City of Sun Prairie and the Village of Cottage Grove to A-2 with deed notice.

Consider/take action: Request by D Midthun for approval of a new sign easement to replace a sign easement which is to be vacated at the southeast corner of the intersection of Twin Lane Road and Oaken Vale Road, to bring the sign location into compliance with the Dane County sign Ordinance, in Section 12, Town of Sun Prairie. – A public hearing was held March 17, 2014 by the Plan Commission. D Midthun requested a revision of the Savannah Valley Plat Signage easement to bring the sign location into compliance with the Dane County sign Ordinance, in Section 12, Town of Sun Prairie. The town’s patrolmen sited the vision corner in question, no issues were found. The previous easement will be vacated at the southeast corner of the intersection of Twin Lane Road and Oaken Vale Road. – Moved by D Yelk second by V Pogue to approve the Savannah Valley Plat Signage easement.
