Town Board Minutes for June 23rd, 2014

Call to Order – Regular Town Meeting was called to order by Town Chair, L Updike at 7 p.m.  Those present were Supervisors V Pogue and D Yelk, Clerk J Ramsfield, Treasurer C Yelk, J Geiger, P Petrie, N Hanley, and T Hanley.  J Blaska also attended the latter part of the meeting.

Statement of Public Notice – The chair directed that the minutes show that notice of this meeting was posted on the website and three Town bulletin boards June 19, 2014.

Pledge of Allegiance – The Pledge of Allegiance was led by D Yelk.

Approve Minutes of Prior Meeting – Moved by V Pogue, second by D Yelk to approve minutes from the June 9, 2014 board meeting as written.

Public Comment – none

Consider/Take Action re: Rezone petition DCPREZ-2014-10703 request by Jason Geiger to rezone 2.365 acres from A-2 Agricultural to C-2 Commercial to create a self-storage business on lot 2 of CSM 9189 at the northeast corner of the intersection of Town Hall Drive and Hwy 19 in Section 3, Town of Sun Prairie. – The board Chair asked J Geiger to summarize his request for the board members.  J Geiger outlined the plan for mini warehouses; the plan is to build 160 storage units the first year and adding new buildings each year. There were town residents present that also summarized their objections to the project. The board members reviewed the Plan Commission Action Report. Each board member addressed the request stating positive and negative impacts on the town. Consensus of the board was that the parcel is well suited for commercial use, however, the intersection of Hwy 19 & Townhall Dr is already a high accident area and the increase of traffic would heighten the risk for more accidents. The urban service area was addressed along with the water runoff.  Moved by D Yelk, second by V Pogue to deny petition 10703 request by Jason Geiger to rezone 2.365 acres from A-2 Agricultural to C-2 Commercial to create a self-storage business on lot 2 of CSM 9189 at the northeast corner of the intersection of Town Hall Drive and Hwy 19 in Section 3, Town of Sun Prairie.

Public Hearing – Alcohol License Applications: L Updike open the public hearing at 7:45 p.m. stating that there was no person present to testify, do I have a motion to close the hearing.  Moved by D Yelk, second by V Pogue to close the public hearing.

C Yelk reported that there is only one change; BP has a new manager. She also informed the board that the Dane County Sheriff’s department conducted a compliance check recently; the establishments in our town all passed. Moved by D Yelk, second by V Pogue to approve applications for Class A & Class B Fermented Malt Beverages and Liquor License from July 1, 2014 – June 30, 2015.

Committee Updates

  • Fire – D Yelk: working on 5 year contract. C Yelk has received all but one fire truck title. The owners name on the titles have been changed to reflect the name of the new fire unit; Northeast Dane County Fire Unit.
  • EMS – V Pogue: the City of Sun Prairie has asked to barrow EMS District #14 second ambulance while the cities is being repaired.
  • PC – D Yelk: June 16th Plan Commission meeting –  J Geiger’s request approved, L Gomez request denied, and the Savannah Valley representative was instructed that the drain tile would need to be moved before any further expansion can take place.
  • Parks – parking space is graveled.
  • Farm Tech Days – nothing new to report

Old Business/New Business/Correspondence – none

Audit/Pay Bills. L Updike asked the clerk to include a wage report reflecting wages paid July 9th with the usual vendor report. Moved by V Pogue second by D Yelk to approve payment of bills as presented.
