Call to Order: Regular Town Meeting was called to order by Town Chair, L Updike  Present were Supervisors V Pogue & D Yelk, Clerk J Ramsfield, Treasurer C Yelk, Patrolman W Dorshorst, V Maly, Margo Goodwin, S Allain, and M Jacobs.

Statement of Public Notice: The chair directed that the minutes show that notice of this meeting was posted on the website and three Town bulletin boards August 21, 2015.

Pledge of Allegiance: The Pledge was led by W Dorshorst.

Approve Minutes from prior meeting: Moved by V Pogue, second by D Yelk to approve minutes from August 10, 2015.

Consider/Take action re: Bond requirement to move a structure
SEC. 15-1-10 Regulations for Moving Buildings
(E)   Bond. Amended 8/24/2015
(1)  Before a permit is issued to move any building over any public way in the Town, the party applying shall give a bond to the Town of Sun Prairie in a sum to be fixed by the Building Inspector and the Town Hwy Patrolman. The bond shall not be less than Two Thousand Dollars ($2,000.00), said bond to be executed by a corporate surety or two (2) personal sureties to be approved by the Town Board or designated agent conditioned upon, among other things, the indemnifications to the Town for any costs or expenses incurred by it in connection with any claims for damages to any persons or property, and the payment of any judgment together with the costs and expenses incurred by the Town in connection therewith arising out of the removal of the building for which the permit is issued.

The board members discussed the change at length. The cost of repairing road, culverts, bridge rails, etc has increased since the ordinance was written and adding the patrolman verbiage is needed for town roads expertise.  Moved by D Yelk, second by V Pogue to approve amendment to Building Code Ordinance, Bond requirement to move a structure; SEC. 15-1-10 Regulations for Moving Buildings; (E) Bond; (1) Before a permit is issued to move any building over any public way in the Town, the party applying shall give a bond to the Town of Sun Prairie in a sum to be fixed by the Building Inspector and the Town Hwy Patrolman. Discuss Deer Creek Run and Maly property line. V Maly appeared before the board to clarify the placement of the blacktop on Deer Creek Run. During the many discussion over the past several months Maly’s agreed to pay for 1/2 of the engineering cost to have the road go up to the property line and with the provision that they would be able to use the access for an alternative field entrance when necessary.  V Maly was instructed to call the town’s patrolman for a permit before using the access. Typically the Town does not allow farm equipment to go through residential plats and there is seasonal weight restriction. It was also stated that the road could be extended for a building site on the Maly’s property; the developer bearing the cost of construction.  No action taken.

Committee Updates

  • Farm Technology Days: Starts tomorrow.
  • EMS: Directory S Allian told the board about the preliminary staffing numbers and the budget challenges. A long time volunteer EMT will retire in 2015. He filled about 300-400 work hours a month; filling those hours will be a challenge. The neighboring communities are talking about joining forces to better serve the people.
  • Parks: nothing new to report.
  • Fire Unit: nothing new to report.

Meeting reconvened at 8:10 pm 

Discuss terms for special assessment for Deer Creek Run: this item was moved to later in the agenda to accommodate the town engineer’s schedule. The terms for special assessment were rescheduled for the next board meeting. J Belken spoke with the board about the seeding, matting & erosion control for Deer Creek Run. J Belken was instructed by the board to finish what was left undone in order to close out the town’s portion of the erosion control permit.
