Plan Commission Minutes

 

June 18, 2007

 

 

Call to Order. The regular meeting of the Town of Sun Prairie Plan Commission was called to order at 7:00 p.m. by Chairman Roger Fetterly. The following were present: Roger Fetterly, Doug Yelk, Judy Stang, Alan Meyer, Dot Havens and John Quimby. Absent-excused: Kennan Crothers. Also present was Claudia Quick, Town Clerk.

Public Notice. Notice of the meeting was mailed to Plan Commission members and posted on the three Town bulletin boards on June 12th, 2007. Notices were mailed to applicants.

Approval of the Minutes.  Minutes were mailed to Plan Commission members prior to the meeting. Hearing no objections, the minutes of the May 21, 2007 meeting were approved as presented.

Public Comment. There were no members of the public wishing to speak.

Public Hearing on petition #9708. Allow public comment on petition #9708 by Patrick and Barbara Bergstrom to rezone 1.0 acre of a 3.34 acre lot from RH-1 Rural Homes to an R-1A Residential lot to create a saleable parcel at 5701 Run-Around Road in Section 17, Town of Sun Prairie. There was no testimony from the public.

Consider and take action on Bergstrom petition. A concern was raised about an adequate turn­around for emergency vehicles at the north end of Run-Around Road. Motion by Yelk/Stang to recommend approval of the Bergstrom petition with the additional requirement that a suitable turn-around be provided for emergency vehicles to turn around at the north end of Run-Around Road. Motion carried.

Public Hearing on a petition by Elmer and Karen Haefner. Allow public comment on petition by Elmer and Karen Haefner to rezone 10 acres of a 40.09 acre farm parcel currently zoned A-1 (Ex) Agricultural to RH-3 Rural Home to split the house and buildings from the farmland at 1786 STH 19 in Section 12, Town of Sun Prairie. There was no testimony from the public.

Consider and take action on the Haefner petition.  It was noted that the remaining 30.09 acres would remain zoned A-1 (Ex) because it will be purchased by a farmer who owns adjacent farmland zoned A-1 (Ex). Motion by Fetterly/Yelk to recommend approval of the Haefner petition with the additional requirement the parcel be deed restricted for no further development and that it be recorded on the deed that the parcel lies in a mineral extraction/protection district. Motion carried.

Consider and take action on a preliminary proposal by Jim Lowrey (Representing the Benesh family). Applicant proposes to rezone 10 acres from A-1 (Ex) Agricultural to RH-1 Rural Homes to create 2-3 new home sites northeast of 4925 Pierceville Rd, Section 35, Town of Sun Prairie. This property is in the ETJ of the Village of Cottage Grove and has a deed restriction imposed by the Village prohibiting further development. There was a concern that the proposed development with 2-3 residential sites on 10 acres of wooded land would not be an efficient and desirable use of the land. The proposal would increase the density of residential driveways along a town road where there are already numerous driveways over a short distance. No action was taken pending a suggestion that Jim Lowrey review the proposal with the village of Cottage Grove to determine if the Village would consider removing the deed restriction.

Consider and take action on a preliminary plan by Jose Balderas. Applicant proposes to rezone 1.255 acres from A-1 (Ex) Agricultural to C-2 Commercial to combine with an adjacent 1.258 acre C-2 parcel to create a single C-2 parcel and approval for a conditional use permit for the existing residence for a caretaker at 4406 CTH TT, Section 32, Town of Sun Prairie. This property is adjacent to Larue industrial park. Rezoning to commercial would complement the existing commercial district. Motion by Fetterly/Stang to recommend preliminary approval of the proposal with the stipulation that the Plan Commission have site and design review prior to any development on the property. Motion carried.

Discussion continued on boundary issues with adjoining municipalities. The boundary agreement between the City of Sun Prairie and the Town of Bristol was analyzed and discussed for potential pros and cons of entering into boundary agreements with neighboring cities and villages.

Set Next Regular Meeting Date. The next regular meeting date of the Town of Sun Prairie Plan Commission was scheduled for July 16, 2007 at 7:00 p.m.

Adjournment. The meeting adjourned at 9:30 p.m.
