Call to Order. The
regular meeting of the Town of Sun Prairie Plan Commission was called
to order at 7:15 p.m. The following were present: Chairman Roger
Fetterly, Doug Yelk, Alan Meyer, Dot Havens and John Quimby.
Absent-excused: Keenan Crothers, Judy Stang. Also present was Claudia
Quick, Town Clerk.
Public Notice.
Notice of the meeting was mailed to Plan Commission members and posted
on the three Town bulletin boards on January 15, 2008.
Approval of the Minutes.
Minutes were mailed to Plan Commission members prior to the meeting.
The following corrections were made: Agenda Item 5, line 2, corrected
typo to read RH2; Items 9 and 10, corrected spelling of Stang; Item
15, next meeting date corrected to January 21. Minutes approved as
corrected.
Public Comment.
There were no members of the public wishing to speak.
Conservation Easement Appeal.
Discussed Mark Hazelbaker's memo regarding his recommendation to
appeal the decision of the circuit court. The appeal will allow the
Town to enforce conservation easements while the appeal is pending.
The Plan Commission will work toward completing revisions to our plan
in 5-6 months, hopefully before the court renders a decision, and
include specific language on conservation easements that will gain the
approval of the Dane County Board.
Mineral Resources.
Reviewed Chapters 5 and 8 of the recently adopted Dane County
Comprehensive Plan relating to mineral resources and policies, goals
and proposed amendments to the Dane County Ordinance on mineral
extraction sites. Identified mineral extraction areas in the Town of
Sun Prairie on the Dane County mineral resources map.
Reviewed an updated list of changes to our Comprehensive
Plan that were proposed at previous meetings. Discussed additional
changes to the land use element that will define conservation
easements in more detail.
Discussed the pros and cons of reducing the minimum lot size
from 40,000 ft2 to 20,000 ft2 to provide and
option for higher density residential development.
Reviewed an executive summary
of the newly adopted amendment to the Dane County Zoning Ordinance
establishing standards for transfer of Development Rights. Towns would
have to opt in by passing an authorizing resolution. The consensus was
that TDR's would not be of much use in our town because TDR's cannot
be created in ETJ's of our neighboring municipalities without an
intergovernmental agreement between cities and villages and our Town.
Set Next Regular Meeting Date.
The next regular meeting date of the Town of Sun Prairie Plan
Commission is scheduled for February 18, 2008 at 7:00 p.m.
