Call to Order.
The regular meeting of the Town of Sun Prairie Plan Commission was
called to order at 7:00 p.m. by Chairman Roger Fetterly. Members
present other than Chairman Fetterly were: Doug Yelk, Judy Stang, Alan
Meyer, Dot Havens, John Quimby and Kennan Crothers. Also present was
Claudia Quick, Town Clerk
Public Notice.
Notice of the meeting was posted on the three Town bulletin boards on
March 11th and sent out to applicants the same day.
Approval of the Minutes.
Member Meyers made the correction that he was listed as being present
for the last meeting and was not in attendance. With that correction,
the minutes were approved.
Public Comment.
There was no comment from the public.
Public Hearing on Petition #9848 by Sylvia Drunasky.
Applicant proposing to rezone 2.3 acres from RH-I to R-1A. to create 2
residential lots, one for an existing home and one for a new single
family residence at 5781 Town Bali Road. There was no comment from the
public.
Consider and Take Action on the Drunasky Petition.
Chairman Fetterly made a motion to approve and Member Stang seconded.
Motion carried.
Public Hearing on Petition #9857 by Gerald Bradley.
Applicant proposing to rezone parts of three parcels consisting of 69
acres of A-1 (EX) farmland to 5.18 acres A-2(4) Agricultural, 0.95
acres R-3 Residential and 0.46 acres R-1 Residential to separate
existing farm buildings from the farm and create one residential lot
and reconfigure and existing Iot at 5209 CTH N. There was no comment
from the public.
Consider and Take Action on the Bradley Petition.
Member Yelk made a motion to approve with a Deed Restriction of no
residential development on the A-2 parcel and recommended a variance
on lot size for the R-3 and R.1 parcels. Quimby seconded the motion.
Motion carried.
Consider and Take Action on a Preliminary Plan by Blair Moldenhauer.
Applicant proposing to rezone 36.9451 acres from RII-4 Rural Homes to
a35.0477 acre RE-1 Recreational parcel for a golf driving range and
clubhouse and a 1.8975 acre R-1 Residential lot for a residence for
the owner/caretaker on the north side of Deer Creek Run. Chairman
Fetterly made a motion to approve and Member Yelk seconded. Motion
carried.
Consider and Take Action on a Preliminary Plan by Gary and Rose Marie
Price.
Applicant proposing to rezone 0.869 acres of a 16.337 acre parcel from
A-2 Agriculture to R-1 Residential to create a separate CSM lot for an
existing home and allow the owner to build a new home on the remaining
parcel adjacent to 4952 Thorson Road. Chairman Fetterly made a motion
to approve and Member Stang seconded. Motion carried.
Consider and Take Action on Final Revisions to the Town of Sun Prairie
Comprehensive Plan.
Member Yelk made a motion on C 1 0 to title Conservation Easements as
Land Preservation. Member Quimby seconded. Motion carried. Member Yelk
made a motion to reduce minimum lot size from 40,000 to 20,000 square
feet. Member Crothers seconded. Motion carried.
Consider and Take Action on Proposed Design Standard Ordinance.
Corrections proposed are as follows: E (2) add ‘resurfacing’ to the
end of the second sentence. 15-1-75 ... Violations ... add 'see fee
schedule with appropriate forfeiture' at end of sentence.
Set Next Regular Meeting Date.
The next regular meeting date for the Town of Sun Prairie Plan
Commission was set for April 21fft, 2008 at 7:00 p.m.
