Call to Order.
The regular meeting of the Town of Sun Prairie Plan Commission was
called to order at 7:05 p.m. The following were present: Chairman
Roger Fetterly, Doug Yelk, Alan Meyer, Dot Havens, Judy Stang and John
Quimby. Absent-excused: Kerman Crothers, Also present was Claudia
Quick, Town Clerk.
Public Notice.
Notice of the meeting was mailed to Plan Commission members and posted
on the three Town bulletin boards on May 12th, 2008.
Approval of the Minutes.
Minutes of the April 21 meeting were mailed to Plan Commission
members prior to the meeting. Item 9 of the minutes was corrected to
read: "Member Havens made a motion to table and member Yelk seconded."
Minutes approved as corrected.
Public Comment.
There were no members of the public wishing to speak.
Public Hearing:
Allow public comment on petition #9886 by Gary and Rose Marie Price to
rezone 0.869 acres of a 16.337 acre parcel from A-2 Agriculture to R-1
Residential to create a separate CSM lot for an existing home at 4952
Thorson Road in Section 31, Town of Sun Prairie.
Consider and take action on Price Petition #9886.
Motion by Fetterly/Havens to approve the Price petition. Concern was
raised that the proposed lot did not meet minimum lot size. Motion by
Stang/Meyer to amend the main motion to require the proposed lot to be
40,000 ft2 and that the eastern boundary of the lot be
expanded to the east. Roll call vote on the amendment: Ayes; Meyer,
Havens, Stang, Yelk, Quimby. Noes; Fetterly. Motion to amend carried.
Roll call vote on the main motion as amended: Ayes; Fetterly, Meyer,
Havens, Stang, Yelk, and Quimby. Motion as amended carried.
Consider and take action on a preliminary plan by Jeff Freitag.
Applicant proposes to rezone 13.8 acres of a 79.6 acre farm from
A-1(Ex) Agricultural to RH-3 Rural Homes to separate the farm
buildings from the remainder of the farm to allow the sale of the
remaining 65.4 acre farm at 3205 Bailey Road in Section 19, Town and
Sun Prairie. Motion by Yelk/Stang to approve as proposed except that
the parcel be rezoned to A-2 Agricultural. Motion carried.
Consider and take action on a preliminary plan by Tony Krebs.
Applicant proposes to rezone approximately 0.1048 acres of a 1.6697
acre parcel (Lot 1) from R-1A Residential to RI-1-1 Rural Homes to be
combined with an adjacent 3.3232 acre RH-1 parcel (Lot 2) to expand
the lot size at 1965 Yelk Road in Section 14, Town of Sun Prairie.
Motion by Quimby/Fetterly to approve as proposed. Motion carried.
Consider and take action on amending the Comprehensive Plan
regarding minimum lot size in Residential and Rural Home Districts.
Motion by Yelk/Meyer to reconsider the action taken to reduce the
minimum lot size to 20,000 ft2 in the March 17, 2008
amendments to the Comprehensive Plan. Motion carried.
Motion by Quimby/Stang to repeal and recreate section c.4.a. of
the Land Use Element of Comprehensive Plan to read:
"Lot size must be a minimum of 40,000 ft2 (approximately 1
acre) exclusive of right-of-way. A variance may only be granted in
cases of a legal hardship due to special conditions unique to the
property, and when the purpose of an applicable ordinance is not
violated." Motion carried.
Consider and take action on amendments to the Implementation Element
of the Town of Sun Prairie Comprehensive Plan.
Each item of the Implementation Element was reviewed and revised,
deleted, or added to reflect the current needs of the Comprehensive
Plan. Motion by Yelk/Stang to approve changes to the Implementation
Element as amended. Motion carried.
Set Next Regular Meeting Date.
The next regular meeting date of the Town of Sun Prairie Plan
Commission is scheduled for June 16, 2008 at 7:00 p.m.
