Call to Order. The regular meeting of the Town of Sun Prairie
Plan Commission
was called to order at 7:00 p.m. The following were present:
Chairman Roger
Fetterly, Doug Yelk, Dot Havens, Judy Stang, Alan Meyers, John
Quimby and
Kennan Crothers. Also present was Claudia Quick, Town Clerk.
Public Notice. Notice of the meeting was mailed to Plan
Commission members and posted on the three Town bulletin boards on October 14th,
2009.
Approval of the Minutes. The minutes from the September 21st
meetings were
approved as submitted.
Recess for Comments from the Public. There were no comments
from the
public.
Public Hearing for Homburg Equipment, Inc. on Petition #10107.
There was Neighbor/Town members
Jacobsen and Stricker that spoke against the petition
indicating that they believed
that increased noise pollution and increased trucking
traffic would become problematic.
Town member Vikken spoke in favor of the
petition stating that the
Homburgs had a long standing and proven record of good
business practices in the area.
Consider and Take Action on the Homburg Petition. Chairman
Fetterly stated that the petition would qualify for the application
of the Town's conservation
easement. The Homburgs indicated no conflict with the easement.
Member
Crothers made a motion to approve the motion as stated with
restricting the usage
in the C2 zoning to be: a,b,q,s,t and u and C1 to be: c,d,ej,k,l,o,p
and r with no
new signage and existing signage hours and hours of operation to be
6a — 9p.
Member Havens seconded. Motion carried.
Consider and Take Action on a Preliminary Plan by Dennis Midthun
(Petition
#10119). Applicant represented by Birrenkott Surveying.
Applicant proposing
to rezone 6.642 acres from A-1 (Ex) Agriculture to C-2 Commercial to
allow
construction of a combined warehouse, small contractors' offices and
sales/repair shops for small
businesses and 7.0 acres from A-1(Ex) Agriculture to A-4
Agriculture to comply with zoning
on the remaining lands @ 4100 CTH TT.
Member Yelk made a motion to
approve, restricting the usage to C2 a,b and f and
C1 c,j,k and o with hours of
operation to be 6a — 9p and no lit signage. Member
Quimby seconded. Motion carried.
Consider and Take Action on a Preliminary Plan by Thomas Vikken.
Applicant
proposing to rezone approximately 20 acres from A-1(Ex) Agriculture
to RH-4
Rural Homes for residential use within the next 2 years, north of
4991 Pierceville Rd. Chairman
Fetterly pointed out that the proposal is configured in the shape of
a flag lot, isn't
consistent with the Town's Comprehensive Plan, would consume
prime farmland and doesn't meet the required LESA score to be
considered for approval. Member
Stang made a motion to approve and there was no second.
Motion failed.
Set Next Regular Meeting Date. The next regular meeting date for the Town of
Sun Prairie Plan Commission is scheduled for November 16th,
2009.
Adjournment. The meeting adjourned at 10:00 pm.
