The Plan Commission reviewed a report
on the site visit to the property which identified the characteristics
of the property, including the boundaries, roads, driveway, ponds,

of hauled in fill. The inspection verified the following: a. There

culverts, one on the east side of the property and one on the west,
allow drainage of runoff water from the north side of the road to the
south. c. A drainage pump station on the north side of the road
intended to drain into the western culvert is not operating and debris
is partially blocking the culvert. d. The elevation on the north side
of the road is significantly higher than the land on the south side of
the road and the natural flow of water is from north to south. e. The
parcel on the south side of the road is relatively flat and has 2
abandoned baseball fields. f. A drainage pump station on the west
side of the south parcel is intended to pump drainage from the area of
the ball field into headwaters of Door Creek. The pump has not been
operating recently. g. A large mound (approximately 15,000 square
feet and 8 feet high) of hauled in fill occupies a part of one of the
ball diamonds. h. A berm around the southeast side of the mound
contains run-off water from the mound.
