Call to Order The meeting was
called to order at 7:30 P.M. by chairperson Lyle Updike. Supervisors
Vernon Pogue and Doug Yelk, clerk Claudia Quick and deputy clerk Joan
Rademacher were present. Matt Schlender was also in attendance.
Statement of Public Notice
The chair directed that the minutes show that notice of the Town Board
meeting was published in the February 9 issue of the Star. Copies
were also posted on the three town bulletin boards on February 11, 2004.
Pledge of Allegiance The
Pledge of Allegiance was led by Vernon Pogue.
Approve Minutes of Prior Meeting
Moved by Doug Yelk, second by Vernon Pogue to approve the minutes as
presented from the January 24, 2005 meeting.

Report on Town Roads Dennis
Farrell did not attend the meeting. He wanted to inform the Board that
the new pick-up truck will be built on March 7 in Indiana.
Public Hearing on Ordinance Related
to Parking Restrictions on Town Roads The chair opened the
public hearing. As there were no questions the chair closed the public
hearing.
Consider adoption of Ordinance
Related to Parking Restrictions on Town Roads Moved by Vernon
Pogue, second by Doug Yelk to adopt Ordinance 2005-1, an ordinance
related to parking restrictions on Town roads, with the following
change. The sentence in Section 1, "This is necessary to facilitate the
maintenance of the town roads" to be exchanged with the sentence in
Section 2, "This provision is designed to facilitate snow removal."

Discuss, Consider and Take Action re:
Resolution Absentee Voting Clerk Quick stated that various
municipalities are adopting resolutions supporting an amendment to the
Absentee Voting Law. The original intent of the absentee voting process
was to enable people who were going to be absent from the municipality
on Election Day an alternate means to cast their ballot. In 1999 the law
was changed to allow voters to request an absentee ballot to be mailed
to their home or to absentee vote in the Town Clerk’s office. A high
number of people have chosen this route. Now the concern of some
municipalities is the cost of the mailings, the extra office staff time
and the processing of the ballots on Election Day. A resolution would
ask the State Legislature to reinstate the law. Following discussion the
consensus of the board was to take no action.
Review and Take Action re: Regulation
of Weight Limits for Vehicles on Town of Sun Prairie Roads Doug
Yelk and Vernon Pogue shared information received at the Wisconsin Towns
Association district meeting regarding using weight limits to protect
local roads. During discussion issues discussed were: blanket
exemptions, exemptions for deliveries, Class B roads, daytime limits,
special use permits and seasonal weight limits for town roads. Matt
Schlender a manure waste hauler also contributed to the discussion in
regards to agriculture exemptions. Consensus of the Board was that the
ordinance be re-drafted. This item will be on a future meeting agenda
and all who have gotten permits will receive a notice of the meeting.
