Call to Order The meeting was
called to order at 7:30 P.M. by chairperson Lyle Updike. Supervisors
Vernon Pogue and Doug Yelk, clerk Claudia Quick, deputy clerk Joan
Rademacher and highway patrolman Dennis Farrell were present. There were
no other attendees.
Statement of Public Notice
The chair directed that the minutes show notice of the Town Board
meeting was published in the January 5, 2006 issue of the Star
and a copy was faxed to the Capital Times. Copies were also
posted on the three town bulletin boards on January 5, 2006.
Pledge of Allegiance Joan
Rademacher led the Pledge of Allegiance.
Approve Minutes of Prior Meetings
Moved by Vernon Pogue, second by Doug Yelk to approve the minutes of the
November 28 and December 12, 2005 Town Board Meetings as presented.

Report on Town Roads

Dennis Farrell reported that the plow hitch on his truck had broken
and that it cost $800 to replace. He also has had trouble with a
sensor light and with the truck using oil. A mechanic came out and
determined that the hand primer was not functioning and the dipstick
needed to be re-calibrated. Dennis will be keeping track of engine
hours versus oil used and if consumption is too great a new engine
will be ordered.

New
signage has been received for the Town. These are highly reflective
large lettered signs and therefore much easier to see and read.

Alliant Energy had to do work in Drovers Woods and needed to burrow
under the road. A temporary patch will get the road through the
winter and will be replaced with a permanent patch in the spring.

The
City of Sun Prairie is going to reconstruct their part of Town Hall
Drive north of State Road 19. They would like to extend the curb
into the Town of Sun Prairie. Dennis has said that would be
acceptable; however, the City needs to contact the landowner as to
the field access.

As
the Town is applying for a signage grant a traffic count was done.
In 1999 a traffic count was done on Bailey Road, west of Bird Street
and the count recorded 2340 vehicles a day. The current count
recorded 4510 vehicles travel that portion of Bailey Road per day.

The
Town purchased 150 tons of salt from Columbia County. Dennis is
hopeful that this should be enough for the winter.

It
was reported that there is a great deal of garbage along the west
side of Bird Street. The Town feels a lot of this could be lost from
vehicles heading towards the City’s recycling center. Dennis will
talk with Larry Herman, City Public Works Director to ask him about
the City taking care of this.

Dennis Farrell has accepted a bid from Seltzner Door Service to have
a door opener installed in the building adjacent to the garage for
the Town pick-up. Their bid of $585 was the lowest.
Consider and Take Action re:
Intergovernmental Agreement with the City of Sun Prairie regarding
portions of Bird Street, Bailey Road and Town Hall Drive Larry
Herman, City of Sun Prairie Director of Public Works dropped off the
Intergovernmental Agreement that was approved by the City of Sun Prairie
Council. There were no changes made to the document. Moved by Vernon
Pogue, second by Doug Yelk to approve the Intergovernmental Agreement
with the City of Sun Prairie and the Town of Sun Prairie regarding
portions of Bird Street, Bailey Road and Town Hall Drive.

Report re: Meeting with City of Sun
Prairie Planning Dept and East End Developers The Board
discussed the City of Sun Prairie’s review of the petition for
preliminary plat approval submitted by Kennan Crothers for the "West End
Addition to the East End". The Board’s consensus was that their comments
were viable and therefore should be considered by the Town’s Plan
Commission.
Discussion re: Future Meeting with
City of Madison and City of Sun Prairie Chairman Updike, Plan
Commission Chairman Fetterly and Clerk Quick, representing the Town of
Sun Prairie will be attending a meeting with the Cities of Madison and
Sun Prairie on Thursday, January 12, 2006 in the City-County Building.
The Board reviewed and discussed the map received from the City of
Madison showing various boundary and ETJ lines. This meeting is for the
purpose of establishing possible long-term boundary agreements.
Audit and Pay Bills
The Board reviewed the invoice payments and
Vernon Pogue made the motion, second by Doug Yelk to approve payment as
presented with the additions listed.

Old Business/New Business

Supervisor Pogue reported that the
EMS was over-budget for 2005 because of having to pay minimum wage
to the EMT’s and fewer runs. He also reported that the billing is
now done in a timely manner.

Clerk Quick reported that she and
Dennis Farrell have completed the Signing Enhancement Grant and
$6500 is the amount applied for.
Correspondence
-
Clerk Quick received 2 food
inspection reports that were shared with the Board.

The property located on Cardinal
Lane, which has an issue with property maintenance, has been sold
and a building permit obtained to start improvements.

Dane County Towns Association meeting
will be held on Wednesday, Jan. 10, 2006 at the Town of Madison.

Moved by Vernon Pogue, second by Doug Yelk to set the next regular Town
Board meeting for Monday, January 23, 2006 and adjourn the meeting.
