The Town
Board of the Town of Sun Prairie met on Monday, November 27, at 7:00
P.M. at the Town Hall, 5556 Twin Lane Road, Marshall, Wisconsin.
Call to
Order The chairman, Lyle Updike called the Public Hearing on the
2007 Budget to order at 7:00 P.M. Supervisors Vernon Pogue and Doug
Yelk, clerk Claudia Quick, deputy clerk Joan Rademacher and highway
patrolman Dennis Farrell were present. Monte Couch also attended the
meeting.
Statement of Public Notice The chair directed that the minutes show
that notices of the Public Hearing on the 2007 proposed budget of the
Town of Sun Prairie and Special Town Meeting were posted on the three
town bulletin boards on November 8, 2006. The same notice was published
in the November 23, 2006 issues of The Star and copies were faxed
to the Capital Times.
Public
Hearing on Proposed 2007 Budget All in attendance received a summary
copy of the 2007 budget. Chairman Updike opened the public hearing for
comment asking if anyone would like a detailed description of the
budget. As no questions were asked the Chairman proceeded to state that
the principal challenge this year within the levy limits was the
dramatic increase in the cost of highway rebuilding. The cost of asphalt
rose from $28.00 to approximately $50.00 a ton. To stay within the 2006
budget there were five subdivision roads completed with new asphalt of
the seven planned. He also stated that there was considerable discussion
during the budget process regarding a five-year roadwork plan. The
chairman closed the public hearing.
This public
hearing was adjourned at 7:10 P.M.
SPECIAL
TOWN MEETING OF THE ELECTORS OF THE TOWN OF SUN PRAIRIE, DANE COUNTY
Notice is
hereby given of a Special Town Meeting of the Electors of the Town of
Sun
Prairie on
Monday, November 27, 2006. This Special Town Meeting will follow the
completion of the Public Hearing on the Proposed 2007 Town Budget, which
begins at 7:00 P.M. at the Sun Prairie Town Hall, 5556 Twin Lane Road.
The Town Board calls this Special Town Meeting of the Electors pursuant
to Section 60.12 (1)(b) of Wisconsin Statutes for the following
purposes:
To
approve the total 2007 Highway Expenditures pursuant to Section 81.01
(3) of Wisconsin Statutes Moved by Dennis Farrell, second by Vernon
Pogue to approve the 2007 Highway Expenditures of $396,297 which is
consistent with the budget summary pursuant to Section 81.01 (3) of
Wisconsin Statutes. Motion carried.
Authorize Town Borrowing pursuant to Section 60.10 (1)(a) of Wisconsin
Statutes Moved by Joan Rademacher, second by Dennis Farrell to
allow the Town Board to borrow up to $30,000 over the total budget
amount without authorization of the electorate. (A larger amount would
require the approval of the electors of the Town at a Town Meeting.)

To set
compensation of elected town officials for the term of office beginning
April, 2007 for two years pursuant to Section 60.32 of Wisconsin
Statutes Moved by Dennis Farrell, second by Doug Yelk to set the
compensation of Town officials as follows:

salary with a $40 per diem for April 2007 – April 2009 |

Supervisors - $2250 annual
salary with $40 per diem for April 2007 – April 2009 |

Clerk - $41,987.00 salary
for April 2007 – April 2008 |

To
Authorize the Town Board to hire a town officer(s) as an employee and
set an hourly wage pursuant to Section 60.10 (1)(g) and Section 60.10
(2)(L) of Wisconsin Statutes Moved by Vernon Pogue, second by Doug
Yelk to authorize the Town Board to hire a town officer(s) as an
employee and to set the hourly wage at $12.00 not to exceed $5000
pursuant to Section 60.10 (1)(g) and Section 60.10 (2)(L) of Wisconsin
Statutes. Motion carried.
Any
other items as allowed by the electors at a Special Town Meeting,
pursuant to Section 60.10 (1) and (2) Chairman Updike asked electors
if there were any other items to be addressed at this meeting.
Supervisor Pogue stated that he had been approached by the City of Sun
Prairie Council President asking if the Town of Sun Prairie would donate
to the Sun Prairie Area Veterans Memorial. After discussion it was moved
by Vernon Pogue, second by Lyle Updike to contribute $1,000 from the
2007 budget towards the Sun Prairie Area Veterans Memorial. There was
discussion on whether the Town should donate public money to this
memorial. Doug Yelk commented that the public sent people over to fight;
therefore the public could donate to this Veterans Memorial. Motion
carried.
To adopt
the 2006 Town Tax Levy to be paid in 2007 pursuant to Section 60.10
(1)(a) of Wisconsin Statutes Moved by Vernon Pogue, second by Doug
Yelk to adopt the 2006 Tax Levy of $587,627. This sets the mill rate for
the Town of Sun Prairie at 3.5415 Motion carried.
Adjournment There being no other business for the Special Town
Meeting of Electors the meeting adjourned at 7:30 P.M.

2006 issue of The Star. The agenda was also faxed to the
Capital Times. Copies were posted on the three town bulletin boards
located at the Town Hall, the intersection of CTH TT and CTH N and the
intersection of Lonely Lane and CTH N on November 21, 2006.

Presentation from the Public Dennis Farrell reported that the Town’s
storage building and the concrete walls of the salt shed had been paint
balled. Board consensus was to report this senseless destruction to the
Dane County Sheriff’s office.
Consider
request to make financial contribution to Sun Prairie Area Veterans
Memorial As the electors during the Special Town Meeting of Electors
moved to make a $1,000 contribution to the Sun Prairie Area Veterans
Memorial it is necessary to amend the 2007 budget. Lyle Updike, second
by Vernon Pogue moved to amend budget to increase expenditures by $1,000
for a contribution to the Sun Prairie Area Veterans Memorial, and
increase revenue $1,000 by increasing a transfer from the capital
reserve fund.

Supervisor Pogue presented the Board with copies of the EMS Director’s
Report. He noted that there is a meeting scheduled for Dec. 7, 2006.

Supervisor Yelk stated that a salesperson from Brooks Tractor, Inc.
talked to him about not getting the new loader from them. Consensus of
the Board was that if he would like to address the Board he is welcome
to attend a public meeting and discuss this issue under "Presentation
from the Public".

Chairman
Updike reported that he along with Plan Commission Chair Roger Fetterly
and Clerk Quick met with City of Sun Prairie Mayor, City Planner and
City Administrator on November 16 to discuss a boundary agreement.
Supervisor
Pogue reported on a Drainage Board Meeting he attended.
Correspondence
* Clerk Quick received from Dane County
Dept. of Emergency Management a list of training opportunities that are
available. Copies were distributed to the Board members.
* City of Sun Prairie Plan Commission
meeting will be held on November 28, 2006.
* Dane County Towns Association President
Gerald Derr sent a memo regarding the Resolution on Zoning
Administration asking that Towns hold off on taking action. The status
of the zoning dept. will be discussed at the Feb 28, 2007 meeting.
* Clerk Quick reported that the notice for
Spring Election was put in the paper this week. Also noted that
nomination papers for Town offices will be available Dec. 1, 2006.

Meeting Date The next Town Board meeting was set for Monday,
December 11, 2006 at 7:30 P.M.
