The Town Board of the Town of Sun Prairie met on Monday, June 11, 2007,
at 7:30 p.m. at the Town Hall, 5556 Twin Lane Road, Marshall, WI.
Call to Order The meeting was called to order at 7:30 p.m. by
chairperson Lyle Updike. Supervisors Vernon Pogue and Doug Yelk,
treasurer Cindy Yelk and clerk Claudia Quick were present. Road
Patrolman Dennis Farrell was present. Those present included Julie Gau,
secretary for DCTA, Randy Koch and Dwight Huston.
Statement of Public Notice The chair directed that the minutes
show notice of the meeting was published in the June 7, 2007 issue of
The Star; notice was also faxed to the Capital Times. Copies were also
posted on the three town bulletin boards on June 9, 2007.
Pledge of Allegiance Doug Yelk led the pledge.
Approve Minutes of Prior Meeting Moved by Vernon Pogue, second by
Doug Yelk to approve the minutes of the May 14, 2007 meeting.

Presentation from the Public No one spoke during presentation
from the public.
Report on Town Roads Denny reported that the dig out of the poor
areas on Twin Lane is completed. Everything is good and solid now. Dust
is a problem, he is working on solution. Crack filling has finished
their work, seal coating will finish Tuesday.
Consider and Take Action re: Advisory Report on Town Review and
Comment on Farm Plan submitted by R. Koch. Doug Yelk, town board
supervisor, a member of the Town’s Plan Commission reported that the
Plan Commission reviewed the Koch Farm Plan. The plan commission report
indicated that they reviewed the farm plan for consistency with the
Town’s Land Use Plan for residential development. The plan commission
recommends to the Town Board that said plan is inconsistent with the
Town’s Land Use Plan for the following reasons. 1) The proposed area is
in the Town’s Mineral Protection/Extraction Area that is not approved
for residential development. 2) The Plan Commission believes it is the
intent of the applicant to build a home on farmland and not to run a
viable farm operation. Moved by Doug Yelk that the Town Board make
recommendation to the County that the Town is opposed to the application
based on the two recommendations (above) of the Plan Commission. Second
by Vernon Pogue

Guest Julie Gau, Dane County Towns Association Ms. Gau brought
the Board up to date on the Association news.
Discuss and Take Action re: Engineer’s findings regarding LaRue
Fields Lane Dwight Huston indicated that they intend to finish the
LaRue Fields Project as originally outlined in the plat and the
developer’s agreement. In order to change any of the road connection
between LaRue Lane and LaRue Fields Lane, the plan would need to be
amended. An item will be added to the next agenda. Huston was told to
proceed with correcting the findings detailed in the engineer report. He
should then proceed with the final layer of asphalt. Huston indicated
that he would have his engineer look into the feasibility of bringing
his road out to CTH TT.
Consider exercising the Letter of Credit for LaRue Fields Land and
Developer’s Agreement
No comment or action.
Consider adoption of Amendments to Treasurer’s Ordinance Public
notice will schedule this item for a later Town Board meeting.
Audit and Pay Bills The Board reviewed the list of invoices for
June. Moved by Vernon Pogue, second by Doug Yelk to pay the June bills
with the addition of the handwritten items.

Correspondence
The clerk inquired about schedules for Board of Review. She will be
working with the assessor to establish the dates for open book and board
of review.
Set Next Meeting Date/Adjournment. The next meeting date was set
for June 25, 2007, at 7:30 p.m.. Moved by Doug Yelk, second by Vernon
Pogue to adjourn the meeting at 9:30 p.m.
