The Town Board of the Town of Sun Prairie met on Monday, July 23, 2007,
at 7:30 p.m. at the Town Hall, 5556 Twin Lane Road, Marshall, WI.
Call to Order The meeting was called to order at 7:30 p.m. by
chairperson Lyle Updike. Supervisors Vernon Pogue and Doug Yelk, and
clerk Claudia Quick were present. Stephen Drunasky and Sandra Frei were
also present.
Statement of Public Notice The chair directed that the minutes
show notice of the meeting was published in the July 19, 2007 issue of
The Star; notice was also faxed to the Capital Times. Copies were also
posted on the three town bulletin boards on July 20, 2007.
Pledge of Allegiance Vernon Pogue led the pledge.
Approve Minutes of Prior Meetings Moved by Vernon Pogue, second
by Doug Yelk to approve the minutes of the June 25, 2007 Town Board
Meeting, the Liquor License Hearing, the Postponed Board of Review and
the minutes of the July 9, 2007 Town Board Meeting. Mr. Yelk noted an
error in the date of the June 25 minutes. Correction will be made for
the year to read 2007, not 21007.

Presentation from the Public No one spoke during presentation
from the public.
Report on Town Roads The clerk reported for Dennis Farrell. They
anticipate that Payne & Dolan will be beginning the reconstruction
project in a couple of weeks.
Consider and Take Action re: Charter Public Access Channel Sandra
Frei was present to discuss her frustration with not being able to view
the public access channel (#12) which shows Sun Prairie related local
programming. Vern Pogue had been investigating this several months ago
and was told that people would have to let Charter know if they wanted
to be switched from Madison to Sun Prairie programming. Claudia Quick
was in contract with a Charter staff member last week and was told that
they may be able to come to the meeting. No one has shown up for this
meeting. The clerk will continue to follow-up on this. No formal action
was taken.
Allow Public Comment, Consider and Take Action on Petition #9733
by Sylvia Drunasky (represented by Stephen Drunasky) to rezone 2.3 acres
from RH-1 to R-1A to create two residential lots, one for an existing
home and one for a new single family residence at 5781 Town Hall Drive,
section 16. Doug Yelk reported that the Plan Commission approved this
petition on July 16. The petitioner is seeking to divide an existing
residential parcel into 2 residential lots. Moved by Vernon Pogue,
second by Doug Yelk to approve petition #9733 to create 1 new
residential lot with the condition that the existing driveway will be
required to serve as a joint driveway. (The Town Board Action Report
condition is stated as follows: An access easement is required to enable
the existing driveway to serve as a joint driveway for both lots. A
recorded joint driveway agreement is also required.)

Consider and Take Action re: Wood Chips The past several years
the Town has been able to obtain wood chips from the City of Madison
Transfer Station. There is now a charge for the fuel used to chip and
deliver the mulch. Discussion centered on the service this provides to
the residents. Moved by Doug Yelk, second by Vernon Pogue to acquire no
more than three loads for town residents.

Chairperson appointment of residents to Plan Commission vacancies,
confirmation by Board Chairperson Updike recommended the reappointment
of three members of the plan commission, their terms expire in July of
this year. Moved by Vernon Pogue, second by Doug Yelk to reappoint Judy
Stang, Dot Havens and John Quimby to terms to expire in July 2010.

Audit and Pay Bills The Board reviewed the list of invoices for
July. Moved by Vernon Pogue, second by Doug Yelk to pay the July bills
with the addition of the handwritten items.

Correspondence
Attorney Hazelbaker forwarded a copy of the Reply Brief filed by the
Madison Area Builders Association.
Memo from City of Sun Prairie announcing public hearing concerning
amendments to City Land Division Ordinance.
Dane County Department of Emergency Management correspondence concerning
NIMS workshops IS-700, ICS-100.
Madison Area MPO (Metropolitan Planning Organization) is updating public
participation plan and would like input.
Set Next Meeting Date/Adjournment. The next meeting date was set
for August, 13, 2007, at 7:30 p.m. Moved by Doug Yelk, second by Vernon
Pogue to adjourn the meeting at 9:30 p.m.
