The Town Board of the Town of Sun Prairie met on Monday, August 13,
2007, at 7:30 p.m. at the Town Hall, 5556 Twin Lane Road, Marshall, WI.
Call to Order The meeting was called to order at 7:30 p.m. by
chairperson Lyle Updike. Supervisors Vernon Pogue and Doug Yelk, and
clerk Claudia Quick were present. John Steele and Jitin Agarwal were
also present for portions of the meeting.
Statement of Public Notice The chair directed that the minutes
show notice of the meeting was published in the August 9, 2007 issue of
The Star; notice was also faxed to the Capital Times. Copies were also
posted on the three town bulletin boards on August 10, 2007.
Pledge of Allegiance Claudia Quick led the pledge.
Approve Minutes of Prior Meetings Moved by Vernon Pogue, second
by Doug Yelk to approve the minutes of the July 23, 2007 Town Board
Meeting.

Presentation from the Public Jitin Agarwal arrived later but
spoke to the Board under public comment. He was referred to Dane County
Zoning.
Report on Town Roads The clerk reported for Dennis Farrell. The
pulverizing is progressing slower than planned. They anticipate that
they will be hauling gravel the end of this week. The paving should
occur prior to Labor Day.
Consider and Take Action re: Request by J. Steele to operator a
Motor Vehicle Recycler Business Type 4 at 2421 State Hwy 19. This is the
third appearance for Mr. Steele to address zoning, DNR and DOT
compliance in order to operate his business. The chair explained that
current zoning would allow Mr. John Steele to operate a motor vehicle
recycling business as long as everything is done inside a building.
County Zoning Ordinance C-2 10.14(1)(r) allows storage or processing of
scrap or waste materials, conducted entirely within a building.
Additionally 10.14(1)(b) allows major repairs to motor vehicles. The
zoning ordinance also allows parking or storing of motor vehicles
outside, these vehicles must be operable and licensed. If they are not
they fall under the chapter 10 definition of junk and cannot be stored
outside in a C-2 district. Mr. Steele indicated that he will make
application to the DOT for a Type 2 motor vehicle dealer or recycler 2
year license. He will also work with the DNR, as they need to address
his storm water permit and his registration with a refrigerant recovery
program. He will need to return to the Town Board for their review and
signature. No action was taken.
Discussion and Review of Proposed Amendments to City of Sun Prairie
Subdivision Ordinance. The City of Sun Prairie is holding a public
hearing on amendments to their subdivision ordinance. There was
discussion concerning the amendments. No action was taken.
Report on Advisory Agreement with SP Fire Department The group
will meet on August 23,
2007.
Consider and Take Action on Applications for Operator Licenses
The Board reviewed two applications and history checks for The Oaks:
Jessica Blaska and Erin Schmidt. They also reviewed four applications
and history checks for the Sun Prairie Citgo: Manjesh Agarwal, Trilok
Singh, Jitin Agarwal and Jatindeer Singh. Moved by Vernon Pogue, second
by Doug Yelk to grant regular operator licenses to the applicants

Audit and Pay Bills The Board reviewed the list of invoices for
August. Moved by Vernon Pogue, second by Doug Yelk to pay the August
bills with the addition of the handwritten items.

Set Next Meeting Date/Adjournment. The next meeting date was set
for August 27, 2007, at 7:30 p.m. Moved by Vernon Pogue, second by Doug
Yelk to adjourn the meeting.
