The Town Board held a public information meeting concerning proposed amendments to the Comprehensive Plan. The Plan Commission drafted the amendments over the past year. The Town Board and Plan Commission will hold a Public Hearing on the amendments September 29 at 7 p.m. The Town Board members, Clerk and the Plan Commission chair Roger Fetterly were present. No one else came to the session.

The Town Board of the Town of Sun Prairie met on Monday, August 25, 2008, at 7:30 p.m. at the Town Hall, 5556 Twin Lane Road, Marshall, WI.

Call to Order The meeting was called to order at 7:30 p.m. by chairperson Lyle Updike. Supervisors Vernon Pogue and Doug Yelk and clerk Claudia Quick were present. Roger Fetterly, Plan Commission Chair and Steve Knaus, Sun Prairie Fire Chief were also present.

Statement of Public Notice The chair directed that the minutes show notice of the meeting was published in the August 21, 2008 issue of The Star. Copies were also posted on the three town bulletin boards on August 21, 2008.

Pledge of Allegiance Roger Fetterly led the pledge.

Approve Minutes of Prior Meetings Moved by Vernon Pogue, second by Doug Yelk to approve the minutes of the August 11, 2008 Town Board meeting.

Consider Preliminary Adoption of Fire Prevention Code Ordinance Steve Knaus, Sun Prairie Fire Chief was present to discuss the fire prevention code. The chair asked what the sanctions/citations would be. The chief was not familiar with what the city had for authority and citation. He will return at a later date.

Consider and Take Action re: Petition #9921 for Duane Riley as amended by the Town and the County Moved by Doug Yelk, second by Vernon Pogue to approve Petition 9921 as amended by the Town. The amendment is the following condition "Lot 1 and Lot 2 are each limited to one access to Bailey Road. This requirement shall be shown on the Certified Survey Map".

Notice of Hearing The Town received a Notice of Hearing regarding the arbitration between the Village of Marshall, Town of Sun Prairie, Town of Medina and Town of York. It is the chair’s opinion that the Town of Sun Prairie should not have to be represented at the hearing. The action in court is to get a decision on the Town of Medina’s arbitrator and establish a date for the arbitrators to meet. The chair’s recommendation is to take no action on this and let the hearing go forward.

EMS Arbitration issue The chair explained that the working group comprised of the respective chairs and the village president have been developing a revised draft of the EMS Joint Municipal Agreement. The work group has presented the draft as a recommendation to the village board and the town boards. The chair went through the draft with those present.

Audit and Pay Bills The Board reviewed the list of invoices. Moved by Vernon Pogue, second by Doug Yelk to pay the August bills with the addition of the handwritten items.
