Public Hearing for Amendment to
Weight Limit Ordinance
Call to Order
Chairperson Lyle Updike called the regular semi-monthly meeting to
order at 7:30 p.m. at the Town Hall, 5556 Twin Lane Road. Supervisors
Vernon Pogue and Doug Yelk, Clerk Claudia Quick,
Office Assistant JoAnn Ramsfield and Road Patrolman Dennis
Farrell were present. The following were also present: John Blaska,
Deputy John Nelson, Bob Bruha, and Tyler Olson.
Statement of Public Notice The chair directed that the minutes show
notice of the meeting was published in the June 4, 2009 issue of The
Star. Copies were posted on the three town bulletin boards on June 5,
2009.
Pledge of Allegiance: Vernon Pogue led the pledge.
Open, Review and Award Sealcoat
Bids: Sealcoat bid packets
went out to contractors in May for the sealcoating of Bailey Road from
County Road T to Bird Street. Only one bid was returned, that being
from Scott’s Construction. Moved by Doug Yelk second by Vernon Pogue,
to approve the sealcoat bid of $1.135 per square foot for a total of
$42, 562.50

Presentation from the Public: Deputy John Nelson gave the May Calls for Service Report.
Dennis Farrell stated that there had been sign damage over the past
weekend from rifle and buckshot. Other announcements given by Deputy
Nelson were:

Weight Limit meeting has been rescheduled for June 17th at 7:00pm at
the Town of Middleton Town Hall 7555 Old Sauk Rd. Questions contact
Deputy Longley at 833-9560.

National Night Out will be held Aug 4 in Deerfield and Aug 6 in the
City of Sun Prairie
·
Safety
Saturday – Health and safety organizations will offer interactive
safety and injury prevention displays and demonstrations for people of
all ages – Saturday, 13 June, 2009 – 08:00 AM - 01:00 PM – Cost: Free
– Location: Capitol Square, Madison, WI
Report on Town Roads: Denny Farrell stated he had received
the Kittleson concrete bid to fix the threshold to the old garage,
side walk on south side of Town Hall building and the concrete slab
under the bulletin board by the Town Hall front door. These repairs
need to be completed before we can continue with the resurfacing of
the parking lot. Moved by Doug Yelk second by Vernon Pogue, to
approve the Kittleson Concrete Bid

There was discussion about the Krebs culvert on Town Hall Dr and what
needed to be done to remedy the issue. The property owner is
responsible for the installation and cost of culverts. Without a
culvert the access would be denied.
Consider and Take Action re:
Request for contract for Parking Lot resurfacing:
Wolf Paving has submitted a proposal to mill the existing blacktop
pave with asphalt hot mix. The cost would less than $25,000. Thus a
class 1 notice of the intent to enter in a contract under $25,000 will
be published on June 18, in The Star newspaper. Moved by Doug Yelk
second by Vernon Pogue, to proceed with the parking lot project.

Lyle Updike opened the Public Hearing on Alcohol License Applications;
no one spoke either in favor or opposition to the licenses. The chair
closed the public hearing.

Applications for Class A and Class B Fermented Malt Beverages and
Liquor License: Moved by
Doug Yelk second by Vernon Pogue, to approve “Class B” Combination
Liquor and Malt Beverage License for Kerry Blaska (Buckshot’s) and
John Blaska (The Oaks Golf Course).

Applications for Operator Licenses. The Board reviewed the applications
and class certificates or existing licenses. Moved by Doug Yelk,
second by Vernon Pogue to grant regular operator licenses to the
applicants listed on the master list: The Oaks Golf Course – 18 and
Buckshots – 7; Licenses for Cottage Grove Citgo & TT Liquor – 6, will
be granted after they have met their financial obligations to their
suppliers.

Consider Appeal of Denial of
Operator License – Tyler Olson: Tyler spoke in his behalf addressing
the issues that led to his denial. Moved by Doug Yelk, second by
Vernon Pogue, to approve the Operator License for Tyler Olson for the
period June 8, 2009 through June 30, 2009 and from July 1, 2009
through June 30, 2010.
Public Hearing re: Amendment to
Weight Limit Ordinance:
Chairperson Lyle Updike opened the Public Hearing for the Amendment to
Weight Limit Ordinance; no one spoke either in favor or opposition.
John Blaska reflected on the past agreement with Duffy Grain and Twin
Lane Road improvements. The chair closed the public hearing.
Consider and Take Action regarding
final adoption of Weight Limit Ordinance Amendment:
Moved by Doug Yelk, second by Vernon
Pogue, to approve adoption of an amendment to the Regulation of
Weight Limits for Vehicles on Town of Sun Prairie Roads Ordinance.
The amendment establishes a 15 ton weight limit for truck traffic on
Twin Lane Road north from the railroad tracks to the Town of Sun
Prairie/Town of Bristol boundary line.

a map from V-CG but it did not reflect what was discussed previously.
They will meet again to work on the map.

County Ordinance Amendment to chapter 10 regarding permitted signage:
The amendment explanation
is “conditional uses in residential districts are prohibited from
having signs. This includes lands used such as churches, retirement
centers and schools. The amendment would allow for one ground sign
between 36 to 96 square feet, depending on the speed limit of the
adjacent street. The sign may be illuminated but electronic signs
would be prohibited.” Moved by Vernon Pogue, second by Doug

Vern
and Claudia attended the City of Madison’s expansion planning meeting,
June 2nd, held at the Burke Town Hall.

Angie
(Sun Prairie Fire Department) sent an email inquiry as to the interest
of the Town of Sun Prairie in the Uniform Burning Permit. The Town of
Bristol has the uniform burning permit. The uniform burning permit
requires town residents to go to the fire department in Sun Prairie to
request a permit in writing.
