The Town Board of the Town of Sun Prairie met on Monday, November 23, at
7:00 P.M. at the Town Hall, 5556 Twin Lane Road, Marshall, Wisconsin.
Call to Order The chairman, Lyle Updike called the Public
Hearing on the 2010 Budget to order at 7:00 P.M. Supervisors Vernon
Pogue and Doug Yelk, clerk Claudia Quick, treasurer Cindy Yelk, office
assistant Jo Ann Ramsfield, and highway patrolman Dennis Farrell were
present. Also present were residents Robert Smith, Roger Haeterich, and
John Quimby.
Statement of Public Notice The chair directed that the minutes
show that notices of the Public Hearing, Budget Summary and Special Town
Meeting were posted on the three town bulletin boards on November 6,
2009. The same notices were published in the November 12, 2009 issues
of The Star.
Public Hearing on Proposed 2010 Budget Those present received a
copy of the proposed 2010 budget and the budget summary. Chairman
Updike opened the public hearing for comment. He responded to general
questions.
SPECIAL TOWN MEETING OF THE ELECTORS
Notice is hereby given of a Special Town Meeting of the Electors of the
Town of Sun Prairie on Monday, November 23, 2009. This Special Town
Meeting will follow the completion of the Public Hearing on the Proposed
Town Budget, which begins at 7:00 P.M. The Town Board calls this
Special Town Meeting of the Electors pursuant to Section 60.12 (1)(b) of
Wisconsin Statutes for the following purposes:
To Authorize the Town Board to hire a town officer(s) as an employee
and set an hourly wage pursuant to Section 60.10 (1)(g) and Section
60.10 (2)(L) of Wisconsin Statutes Moved by Dennis Farrell, second
by John Quimby to authorize the Town Board to hire a town officer(s) as
an employee and to set the hourly wage at $18.00 not to exceed $5000
pursuant to Section 60.10 (1)(g) and Section 60.10 (2)(L) of Wisconsin
Statutes. Doug Yelk abstained from voting.

To approve the total 2010 Highway Expenditures pursuant to Section
81.01 (3) of Wisconsin Statutes Moved by Cindy Yelk, second by
Dennis Farrell to approve the 2010 Highway Expenditures of $303,770
which is consistent with the proposed budget pursuant to Section 81.01
(3) of Wisconsin Statutes.

Authorize Town Borrowing pursuant to Section 60.10 (1)(a) of
Wisconsin Statutes
Moved by Jo Ann Ramsfield, second by John Quimby to allow the Town Board
to borrow up to $30,000 over the total budget amount without
authorization of the electorate. (A larger amount would require the
approval of the electors of the Town at a Town Meeting.)

To adopt the 2009 Town
Tax Levy
to be paid in 2010 pursuant to Section 60.10 (1)(a) of Wisconsin
Statutes Moved by Doug Yelk, second by Claudia Quick to adopt the
2009 Tax Levy of $623,848. This sets the mill rate for the Town of Sun
Prairie at 2.40101. Motion carried.
Voting AYE: Updike, Pogue Yelk, Smith, Haeterich, Quimby, Quick,
Ramsfield, Farrell and C. Yelk

Any other items as allowed by the electors at a Special Town Meeting,
pursuant to Section 60.10 (1) and (2) No new items were brought to
the chair for consideration.

19 issue of The Star. Copies were posted on the three town
bulletin boards located at the Town Hall, the intersection of CTH TT and
CTH N and the intersection of Lonely Lane and CTH N on November 20,
2009.
Approve Minutes of Previous Meeting Moved by Vernon Pogue,
second by Doug Yelk to approve the minutes of the November 9, 2009
meeting as presented.
