Regular Town Board Meeting
Call to Order.
Chairperson L Updike called the regular semi-monthly meeting to
order at 7:00 p.m. at the Town Hall, 5556 Twin Lane Road.
Supervisors V Pogue and D Yelk, Clerk C Quick, Office Assistant J
Ramsfield, Road Patrolman D Farrell, J & C Scott, T Knoeck, J
Deuster-Loesch, A & P Krebs, M Testolin, and L & C Keison were
present.
Statement of Public Notice
The
chair directed that the minutes show notice of the meeting was
published in the August 18, 2010 issue of The Star and posted on the
three town bulletin boards August 19, 2010.
Pledge of Allegiance
C
Quick led the pledge.
Presentation re: WDOT presentation - High Speed Rail Design and
Schedule as it effects the Town of Sun Prairie.
Representatives from WI DOT were present to give the elected
officials information about the high speed rail system
construction. The projected time frame for land bridge construction
and road crossings were discussed. Construction crews should be in
this area in October 2010. L Updike addressed the weight limits on
the town roads, especially given the time of year the construction
is taking place. V Pogue asked if the construction will interfere
with Duffy Grain and how they are addressing this issue. Specific
issues were brought up by residents; the WI DOT reps encouraged the
public to attend the meeting at Sun Prairie City Hall on August 25th.

Presentation T. Knoeck, Waste Management, Recycling Program
T
Knoeck talked to the board about the town participating in a
recycling program that would give the town a commodity rebate for
the recyclables collected. This will require an amendment to the
contract with Waste Management. This will be placed on the agenda
for the September meeting.
Approve Minutes of Prior Meeting.
Moved by V Pogue second by D Yelk, to approve the minutes of the Aug
9, 2010 Town Board Meeting as presented.

Public Comment

Consider and Take Action re: Resolution Requiring a Referendum on
the Levying of a Sales Tax to Fund Commuter Rail.
Moved
by D Yelk, second by V Pogue to adopt a resolution to place a
referendum regarding the levying of a half-cent (0.5%) increase in
the sales tax to fund commuter rail, on the November 2nd
ballot. The referendum question will read specifically as follows:
“Shall commuter rail from Middleton to the Town of Burke be funded
by up to a half-cent (0.5%) increase in the sales tax?”

Audit and Pay Bills.
The
Board reviewed the invoices. Moved by V Pogue, second by D Yelk to
pay bills as presented.

Old Business/New Business
1.
Boundary agreement meeting scheduled for August 25.
2.
V Pogue EMS report – ambulance runs are down.
3.
D Yelk – recent storm took down a number of resident’s
trees. They fell across the road; D Farrell moved the trees
damaging a fence in order to unblock the road. D Yelk agreed that
the town would help fix the fence this time; however he suggested
that the fence may be in the road right of way.

C Quick – new Dane County Ordinance book handed out

C Quick – 2010 Dane County Equalization Report – the town of
Blooming Grove and Sun Prairie are the only towns that showed an
increase in value.

C Quick – Village of Cottage Grove Comprehensive Plan
Amendment
4.
L Updike – Lake & Water Shed commission – high levels of
Phosphorus on farm lands receiving Madison Metro. It may be
possible that some of our area farms may be affected.
