Regular Town Board Meeting
Call to Order.
Chairperson L Updike called the regular semi-monthly meeting to
order at 7:00 p.m. at the Town Hall, 5556 Twin Lane Road.
Supervisors V Pogue and D Yelk, Clerk C Quick, Office Assistant J
Ramsfield, Road Patrolman D Farrell, and Austin Albert were
present.
Statement of Public Notice:
The
chair directed that the minutes show notice of the meeting was
published in the September 9, 2010 issue of The Star and posted on
the three town bulletin boards September 10, 2010.
Pledge of Allegiance:

Ramsfield led the pledge.
Approve Minutes of Prior Meeting:
Moved by V Pogue second by D Yelk, to approve the minutes of the Aug
23, 2010 Town Board Meeting as presented.

Town Road Report:
D
Farrell reported that Wes is mowing road ditches and the 45 mph
speed limit signs on Bailey Road are up. They are working on weight
limit signs. He also stated that the cutting down the Ridge Road
hill to deal with water & ditch issues is not financial feasible.
The improvements should be focused on erosion control; a curb and
gutter is one solution being considered.
Consider and Take Action re: Amendment to Waste Management Contract
to allow for Recycling Rebates.
In the absence of Waste Management representative; C Quick presented
the waste and recycling contract amendment. The amendment allows
the Town of Sun Prairie to participate in the volume-based
Recyclable Material Offset program; the town will share in the
future commodity price of recyclables collected from the Town.
Moved by D Yelk, second by V Pogue to approve amendment to Waste
Management Contract to allow for Recycling Rebates.

Consider Final Adoption of Ordinance to Lower Speed Limit on Certain
Town Roads. Roads include Bailey, Bird and Nelson Road:
Moved by V Pogue second by D Yelk, to approve Ordinance 2010-1 to
Lower Speed Limit to 45 mph on Certain Town Roads. Roads include a
portion of Bailey from County N west to Nelson Rd, Bird and Nelson
Road.

Consider and Take Action re: Amending Chapter 10 of County
Ordinances Regarding Changes to LC-1 Zoning District and
Establishing Conditional Use Permit Application Procedures.
Moved by D Yelk, second by V Pogue to approve amending Chapter 10 of
County Ordinances Regarding Changes to LC-1 Zoning District and
Establishing Conditional Use Permit Application Procedures.

Consider and Take Action re: Preliminary Adoption of Minimum Housing
Standard Ordinance:
The
board members discussed the current issues that have come up in the
town and reviewed a sample Minimum Housing Standard Ordinance. The
discussion was tabled for a later date after more research is done.
The consensus of the board is that a housing standard is necessary.
However, the question is “How extensive it needs to be.” No Action
taken.
Fire Advisory Board Report:

Updike stated that the Fire Department is looking at hiring four
full time employees for the dayshift. There are fewer volunteers
working downtown Sun Prairie, making it difficult to respond in a
timely manner. They are also looking at replacing 1992 tanker.
Develop Budget Work Schedule:
L
Updike addressed the budget meeting schedule in order to allow
enough time to discuss the many issues that need to be included in
the budget. Budget meetings were scheduled for Thursday evenings,
September 23, October 7, 21, and November 4 at 6:30 p.m.
Audit and Pay Bills:
The
Board reviewed the invoices. Moved by V Pogue, second by D Yelk to
pay bills as presented.

Updike: Dane County Emergency Radio System –
there’s some progress on coordinating emergency radios across Dane
County.

Yelk will attend the Sept 15th Hwy N/Interstate
interchange construction meeting.

Quarterly advisory on high speed rail.
Correspondence:
a)
D Yelk: Jan Loomis has asked if a board member would attend
the Sept 20th Dane County Board meeting with her. She is
appealing DC denial for a driveway for her property on County Road
T. All the board members have schedule conflicts for that date. D
Yelk will ask R Fetterly if he is available.

Sun Prairie Volunteer Fire Department, 2011 budget, fire
dept. rep to attend.
