Plan Commission Minutes for December 20, 2010

  1. Call to Order.  The regular meeting of the Town of Sun Prairie Plan Commission was called to order at 7:05 p.m.  The following members were present:  Chairman Roger Fetterly, Dot Havens, Kevin Kleckner, John Quimby and Doug Yelk.  Excused: Al Meyer and Judy Stang.  Also present:  Claudia Quick, Town Clerk.
  2. Public Notice.  Notice of the meeting was mailed to Plan Commission members and posted on the three Town bulletin boards on December 14, 2010.
  3. Approval of the minutes of previous meeting:  Hearing no objections the minutes of July 19, 2010 were approved as presented.
  4. Recess for comments by visitors:  None
  5. Public Hearing on Petition #10268 by Peter Austin:  Applicant proposes to rezone 9.944 acres from A-1(Ex) Agricultural to a 1.001 acre R-1A Residential parcel for an existing home and an 8.943 acres A-2(8) Agricultural parcel to sell as a site for a new home at 3083 Bailey Road in Section 19, Town of Sun Prairie.

    There was no one from the public wishing to speak.

  6. Consider and take action on Austin petition.  Motion by Yelk/Quimby recommending approval of petition #10268 by Peter Austin.  Motion carried 5-0-2.
  7. Consider and take action on the Riesop preliminary proposal.  David Riesop requests approval of a preliminary plan to rezone 20.92 acres from A-1(Ex) Agricultural to a 4.32 acre RH-2 Residential parcel for the existing homeowner and the remaining16.6 acres to A-4 Agricultural to be sold and for zoning compliance at 4848 Ridge Road in Section 36, Town of Sun Prairie  Motion by Yelk/Havens to approve.  Motion carried.
  8. Consider and take action on the Grenier preliminary proposal.   Douglas and Shannon Grenier requests approval to rezone 14.998 acres from RH-3 Rural Home to LC-1 Limited Commercial and approval of a Conditional Use Permit for home and business uses to comply with Dane County Code of Ordinances at 5584 CTH N in Section 16, Town of Sun Prairie.  Motion by Yelk/Havens to recommend approval to spot rezone a parcel, size to be determined, to LC-1 Limited Commercial and approval of a Conditional Use Permit for Limited Rural Businesses at 5584 CTH N in Section 16, Town of Sun Prairie.  Motion carried.
  9. Reviewed information sheets on Farmland Preservation Tax Credits, Rezoning Conversion Fees, Agricultural Enterprise Areas and Purchase of Agricultural Conservation Easements.  The Town Clerk agreed to make these information sheets available at the Town Hall to any interested landowners.
  10. Set Next Regular Meeting Date.   The next regular meeting date of the Town of Sun Prairie Plan Commission is scheduled for January 17, 2011 at 7:00 p.m.
  11. Adjournment.  The meeting adjourned at 8:40 p.m.

Plan Commission Minutes for July 19, 2010

  1. Call to Order.  The regular meeting of the Town of Sun Prairie Plan Commission was called to order at 7:00 p.m.  The following members were present:  Chairman Roger Fetterly, Dot Havens, Al Meyer, Judy Stang. John Quimby and Doug Yelk.  (Note:  Kennan Crothers is vacating his position as a Plan Commission member because he is moving from the Town.)  Also present:  Claudia Quick, Town Clerk.
  2. Public Notice.  Notice of the meeting was mailed to Plan Commission members and posted on the three Town bulletin boards on July 13, 2010.
  3. Approval of the minutes of previous meetings:  Hearing no objections the minutes of May 21, and June 21, 2010 were approved as presented.
  4. Recess for comments by visitors:  None
  5. Consider and take action on Austin/Bjorenson petition.  Petitioners Peter Austin and Jean Bjorenson request preliminary approval to rezone 9.8 acres from A‑1(Ex) Agricultural to 1.0 acre R-1A Residential for an existing home and 8.8 acres RH-3 Rural Home as a site for a new home at 3083 Bailey Road in Section 19, Town of Sun Prairie.  Motion by Yelk/Quimby recommending preliminary approval with the addition of a 2.0 acre conservation easement.  Motion carried.
  6. Set Next Regular Meeting Date.   The next regular meeting date of the Town of Sun Prairie Plan Commission is scheduled for August 16, 2010 at 7:00 p.m.
  7. Adjournment.  The meeting adjourned at 8:40 p.m.

Plan Commission Minutes for June 21, 2010

  1. Call to Order.  The regular meeting of the Town of Sun Prairie Plan Commission was called to order at 7:15 p.m.  The following members were present:  Chairman Roger Fetterly, John Quimby and Doug Yelk.  Absent: Kennan Crothers, Dot Havens, Alan Meyer and Judy Stang.  (No quorum present.)
  2. Public Notice.  Notice of the meeting was mailed to Plan Commission members and posted on the three Town bulletin boards on June 15, 2010.
  3. Consider and take action on Austin/Bjorenson petition.  Petitioners Peter Austin and Jean Bjorenson were present for their request to rezone 9.8 acres from A‑1(Ex) Agricultural to 1.0 acre R-1A Residential for an existing home and 8.8 acres RH-3 Rural Home as a site for a new home at 3083 Bailey Road in Section 19, Town of Sun Prairie.

    The petitioners were informed that no action could be taken on their request due to a lack of a quorum and that their request would be placed on the agenda for the next scheduled meeting on July 19th.

  4. Set Next Regular Meeting Date.  The next regular meeting date of the Town of Sun Prairie Plan Commission is scheduled for July 19, 2010 at 7:00 p.m.

Plan Commission Minutes for May 17, 2010

  1. Call to Order.  The regular meeting of the Town of Sun Prairie Plan Commission was called to order at 7:07 p.m.  The following members were present:  Chairman Roger Fetterly, Dot Havens, Alan Meyer, John Quimby and Doug Yelk.  Absent: Kennan Crothers and Judy Stang.  Also present was Claudia Quick, Town Clerk.
  2. Public Notice.  Notice of the meeting was mailed to Plan Commission members and posted on the three Town bulletin boards on May 11, 2010.
  3. Approval of the Minutes.   Minutes of the April 19, 2010 meeting were mailed to Plan Commission members prior to the meeting.  Hearing no objections the minutes were approved as presented.
  4. Public Comment.  There were no members of the general public wishing to speak.
  5. Public Hearing on Petition #10210 by Don Washecheck:  Applicant proposes to termination the deed restriction on an existing farm parcel, currently zoned A-2(4) and prohibited from residential development, to allow the existing home to be used as a residence at 5136 Pierceville Road in Section 26, Town of Sun Prairie.

    There was no one from the public wishing to speak on the proposal.

  6. Consider and take action on Washecheck petition.  Motion by Quimby/Havens to recommend approval of the petition as proposed.  Motion carried  (5-0-2)
  7. Consider and take action on Loomis request for reconsideration.  Petitioner requests reconsideration of Town Board’s decision approving R-1 Residential zoning as opposed to R-3A zoning on a pending land division at 2311 CTH T in Section 22, Town of Sun Prairie.  Motion by Fetterly to approve R-3A zoning.  Motion failed to get a second.  There was no further action on the request.
  8. Plan Commission recessed at 8:00 p.m. for a Joint meeting with the Town Board.
  9. The Plan Commission reconvened at 9:30 p.m. to continue business on the agenda.
  10. Plan Commission reviewed Dane County Ordinance 45 which establishes a Transfer of Development Rights program in Dane County.  Plan Commission decided not to take further action at this time.
  11. Amendment to Comprehensive Plan.  Plan Commission continued discussion on updating comprehensive plan for anticipated or future land use changes.
  12. Set Next Regular Meeting Date.  The next regular meeting date of the Town of Sun Prairie Plan Commission is scheduled for June 21, 2010 at 7:00 p.m.
  13. Adjournment.  The meeting adjourned at 10:15 p.m.

Plan Commission Minutes for March 15, 2010

  1. Call to Order.  The regular meeting of the Town of Sun Prairie Plan Commission was called to order at 7:05 p.m.  The following members were present:  Chairman Roger Fetterly, Doug Yelk, Dot Havens and John Quimby.  Absent, excused: Kennan Crothers, Alan Meyer and Judy Stang.  Also present was Claudia Quick, Town Clerk.
  2. Public Notice.  Notice of the meeting was mailed to Plan Commission members and posted on the three Town bulletin boards on March 9, 2010.
  3. Approval of the Minutes.  Minutes of the February 15, 2010 meeting were mailed to Plan Commission members prior to the meeting.  Hearing no objections the minutes were approved as presented.
  4. Public Comment.  There were no members of the public wishing to speak.
  5. Public Hearing on Petition #10158 by Joan and Keith Rademacher:  Applicants propose to rezone 3.533 acres of a 54.4 acre farm from A-1 (Ex) Agricultural to RH-1 Rural Homes to separate the farm homestead from the remainder of the farm to make it available for sale at 1696 CTH T in Section 13, Town of Sun Prairie.

    There was no one from the public wishing to speak on the proposal.

  6. Consider and take action on Rademacher petition.  Motion by Yelk/Havens to recommend approval of the petition as proposed.  It was determined that the petition complies with the Town’s Comprehensive Plan.  Motion carried  (4-0-3).
  7. Consider and take action on Loomis preliminary plan.  Janet Loomis submitted a preliminary plan to rezone 1.462 acres of a 99.092 acre farm from A-1 (Ex) Agricultural to R-3A Residential to provide a home site for the family farm owners at 2311 CTH T in Section 22, Town of Sun Prairie. Motion by Quimby/Havens to approve the preliminary plan with an additional requirement to clarify driveway details and also to identify a location for an approximate 3-acre conservation easement.  Motion carried.
  8. Consider and take action on Washecheck preliminary plan.  Don and Judith Washecheck submitted a proposal to terminate the deed restriction on an existing farmhouse, currently zoned A-2(4) and prohibited from residential development, to allow the home to be used as a residence at 5136 Pierceville Road in Section 26, Town of Sun Prairie.  Motion by Havens/Yelk to approve the preliminary plan.  Motion Carried.
  9. Lands Annexed to the Village of Cottage Grove.  The Plan Commission was informed that the Village of Cottage Grove adopted a Village Ordinance annexing lands from the Town of Sun Prairie in Sections 32 and 33 to the Village of Cottage Grove.  The Plan Commission will continue to seek addition information and courses of action available to the Town.  The Town plans to oppose any proposals by the Village to expand the extension of the Urban Services Area into the newly annexed area.
  10. Amendment to Comprehensive Plan.  Plan Commission continued discussion on updating comprehensive plan.
  11. Boundary Agreement Discussion.  Plan Commission continued discussing issues and boundary changes to be considered in negotiating a governmental agreement with the City of Sun Prairie.
  12. Set Next Regular Meeting Date.   The next regular meeting date of the Town of Sun Prairie Plan Commission is scheduled for April 19, 2010 at 7:00 p.m.
  13. Adjournment.  The meeting adjourned at 10:20 p.m.
