Plan Commission Minutes 5/16/2016

  1. Call to Order.  The regular meeting of the Town of Sun Prairie Plan Commission was called to order at 7:05 p.m.  The following members were present:  Chairman Roger Fetterly, Dot Havens, John Quimby and Paul Stang .  Absent, excused:  Jane Fiala, Alan Meyer and Doug Yelk.  Also present:  Joe Kaltenberg, Jerry Bradley and Creek Haven Rd neighbors.
  2. Public Notice.  Notice of the meeting was mailed to Plan Commission members and posted on the three Town bulletin boards on May 9, 2016.
  3. Approve the minutes of previous meeting.  Hearing no objections, the April 18, 2016 minutes were approved as submitted.
  4. Recess for comments by visitors:  No one appeared.
  5. Public Hearing on Kaltenberg petition.  Allow public comment on petition #10988 by Joe Kaltenberg to separate and rezone 10.3 acres of farm buildings from an existing farm from A-1(Ex) Agricultural to A-2(8) Agricultural, and approval of Conditional Use Permit #02341 for a maximum of 200 animals, limited to beef and dairy cattle only, at 4989 Highway TT in Section 34, Town of Sun Prairie.
    Five neighbors from Creekhaven Road appeared seeking clarification about the types and number of cattle that would be authorized under the CUP.  After questions were answered, none expressed opposition to the petition.
  6. Consider and take action on Kaltenberg petition.  Motion by Stang/Quimby to approve Kaltenberg petition #10988 and CUP #02341 for a maximum of 200 animals, limited to beef and dairy cattle only.  Motion carried.
  7. Public Hearing on Bradley petition.  Consider and take action on petition #11001 by Jerry Bradley to separate and rezone 2.31 acres of farm buildings from an existing farm from A-1(Ex) Agricultural to A-2(2) Agricultural  to make the farm buildings parcel available for sale at 5142 Highway N in Section 28, Town of Sun Prairie.
  8. Consider and take action on Bradley petition.  Motion by Quimby/Havens to approve the Bradley petition.  Motion carried.
  9. Set Next Regular Meeting Date.   The next regular meeting date of the Town of Sun Prairie Plan Commission is scheduled for June 20, 2016 at 7:00 p.m.
  10.  Adjournment.  The meeting adjourned at 8:00 p.m.

Plan Commission Minutes for April 18, 2016

  1. Call to Order.  The regular meeting of the Town of Sun Prairie Plan Commission was called to order at 7:00 p.m.  The following members were present:  Chairman Roger Fetterly, Jane Fiala, Dot Havens, John Quimby, Paul Stang and Doug Yelk.  Absent: Alan Meyer.  Also present:  Joe Kaltenberg, Jerry Bradley, Kristopher and Kimberly Sturman.
  2. Public Notice.  Notice of the meeting was mailed to Plan Commission members and posted on the three Town bulletin boards on April 12, 2016.
  3. Approve the minutes of previous meeting.  Hearing no objections, the March 21, 2016 minutes were approved as submitted.
  4. Recess for comments by visitors:  No one appeared.
  5. Public Hearing on Sturman petition.  Allow public comment on petition 2016-10981 by Kristopher and Kimberly Sturman to rezone a 0.67 acre lot from A-1(Ex) Agricultural to R-3 Residential to bring the lot into compliance with setback regulations to accommodate a proposed  addition to the existing home at 4786 Cardinal Ln in Section 32, Town of Sun Prairie.
    No one appeared in support or opposition to the petition.
  6. Consider and take action on Sturman petition.  Motion by Yelk/Quimby to approve the Sturman petition.  Motion carried.
  7. Consider and take action on a preliminary plan by Joe Kaltenberg to separate and rezone 10.3 acres of farm buildings from an existing farm from A-1(Ex) Agricultural to A-2(8) Agricultural, and approval of a Conditional Use Permit for unlimited livestock at 4989 Highway TT in Section 34, Town of Sun Prairie.
    Motion by Quimby/Havens to approve rezoning 10.3 acres from A-1(Ex) Agricultural to A-2(8) Agricultural and a conditional use permit for a maximum of 200 animal units at 4989 Highway TT in section 34, Town of Sun Prairie.
  8. Consider and take action on a preliminary plan by Jerry Bradley to separate and rezone 2.3 acres of farm buildings from an existing farm from A-1(Ex) Agricultural to A-2(2) Agricultural  to make the farm buildings parcel available for sale at 5142 Highway N in Section 28, Town of Sun Prairie.
    Motion by Havens/Quimby to approve the Bradley request.  Motion carried.
  9. Set Next Regular Meeting Date.   The next regular meeting date of the Town of Sun Prairie Plan Commission is scheduled for May 16, 2016 at 7:00 p.m.
  10. Adjournment.  The meeting adjourned at 8:30 p.m.

Plan Commission Minutes for March 21, 2016

  1. Call to Order.  The regular meeting of the Town of Sun Prairie Plan Commission was called to order at 7:00 p.m.  The following members were present:  Chairman Roger Fetterly, Jane Fiala, Dot Havens, Alan Meyer, John Quimby and Doug Yelk.  Absent: Paul Stang.  Also present:  Dean Strohmenger, Attorney Lan Waddell, Rex Martin and David Baehr.
  2. Public Notice.  Notice of the meeting was mailed to Plan Commission members and posted on the three Town bulletin boards on March 15, 2016.
  3. Approve the minutes of previous meeting.  Hearing no objections, the February 15, 2016 minutes were approved as submitted.
  4. Recess for comments by visitors:  No one appeared.
  5. Public Hearing on Strohmenger petition.  Allow public comment on a petition by Dean Strohmenger to separate and rezone 14.652 acres of farm buildings and a residence of an existing farm from A-1(Ex) Agricultural to A-2(8) Agricultural to allow sale of the remaining farmland at 1785 Strohmenger Ln, in Section 1, Town of Sun Prairie.
    No one appeared in support or opposition to the petition.
  6. Consider and take action on Strohmenger petition.  Motion by Fetterly/Quimby to approve the Strohmenger petition, except that in addition the owner is required to complete the turnaround at the end of Strohmenger Ln by July 1, 2017.  Motion carried.
  7. Public Hearing on Birrenkott Surveying Petition.  Allow public comment on a petition by Birrenkott Surveying, Inc. to rezone a 3.29 acre lot from A-1(Ex) Agricultural to A-2(2) Agricultural (Lot #1)  and rezone a 5.39 acre lot from A-1(Ex) Agricultural to RH-2 Rural Homes (Lot #2) to settle the Martin Living Trust estate at 3427 Bailey Rd in Section 30, Town of Sun Prairie.
    Realtor David Baehr, representing the Martin Living Trust, spoke in favor of the petition.
  8. Consider and take action on Birrenkott Surveying Petition.  The request was divided into 2 separate items:  Lot #1.  Motion by Quimby/Havens to approve rezoning 3.29 acre lot #1 from A-1(Ex) Agricultural to A-2(2) Agricultural.  Motion Carried.
    Lot #2.  In accordance with Chapter 8 of the Town of Sun Prairie Comprehensive Plan: (1) a second lot is not permitted in a farm consolidation; (2) the LESA analysis scored 95.6 which is above a score of 73 where development is not permitted, and (3) the NRCS Soils Survey shows 96% of the land is prime farmland.  Motion by Fetterly/Fiala to deny rezoning 5.39 acre lot #2 from A-1(Ex) Agricultural to RH-2 Rural Homes.  Motion carried.
  9. Plan commission reviewed briefing material on 2015 Wisconsin Act 178, also known as “Opting Out of County Zoning.”  The Plan Commission and Town Board will host a meeting of Dane County officials and Dane County Towns Association on the same subject on April 18 at 7 p.m.
  10. Set Next Regular Meeting Date.   The next regular meeting date of the Town of Sun Prairie Plan Commission is scheduled for April 18, 2016 at 7:00 p.m.

Plan Commission Minutes for February 15, 2016

  1. Call to Order.  The regular meeting of the Town of Sun Prairie Plan Commission was called to order at 7:00 p.m.  The following members were present:  Chairman Roger Fetterly, Jane Fiala, Dot Havens, Alan Meyer, Paul Stang, John Quimby and Doug Yelk. Also present:  Dean Strohmenger, Mark Strohmenger, Attorney Lan Waddell, Jon Jaeck and David Baehr.
  2. Public Notice.  Notice of the meeting was mailed to Plan Commission members and posted on the three Town bulletin boards on February 10, 2016.
    Approve the minutes of previous meeting.  Hearing no objections, the January 18, 2016 minutes were approved as submitted.
  3. Recess for comments by visitors:  No one appeared.
    Consider and take action on a preliminary plan by Dean Strohmenger to separate and rezone 16.15 acres of farm buildings and a residence of an existing farm from A-1(Ex) Agricultural to A-2(8) Agricultural to allow sale of the remaining farmland at 1785 Strohmenger Ln, in Section 1, Town of Sun Prairie.
    Motion by Havens/Stang to approve the Strohmenger preliminary plan as proposed except that Strohmenger Ln as a dedicated public right-of -way be vacated.  Motion carried.
  4. Consider and take action on a preliminary plan by Jon Jaeck for a Conditional Use Permit (CUP) for a limited family business to rent facilities for weddings, anniversaries, birthdays, graduations, etc., on a 17 acre parcel zoned A-2 Agricultural, north of 5817 Bird St. in Section 7, Town of Sun Prairie.
    Motion by Yelk/Quimby to approve contingent upon applicant providing more information and details on building code compliance, building design(s) including materials, lighting, site map for buildings, parking lot, septic system, driveway access and acquiring a liquor license.  Motion carried.
  5. Consider and take action on a preliminary plan by Birrenkott Surveying, Inc. (Realtor David Baehr appeared representing the Martin Living Trust) to rezone a 3.29 acre lot from A-1(Ex) Agricultural to A-2(2) Agricultural (Lot #1)  and rezone a 5.39 acre lot from A-1(Ex) Agricultural to RH-2 Rural Homes (Lot #2) to settle the Martin Living Trust estate at 3427 Bailey Rd in Section 30, Town of Sun Prairie.
    The Plan commission divided the request into 2 separate items:

Plan Commission Minutes for January 18, 2016

  3. Approve the minutes of previous meeting.  Hearing no objections, December 21, 2015 minutes were approved as submitted.

  5. Public Hearing on Kleckner CSM Application.  Allow public comment on CSM application #9828 by Kevin and Stephanie Kleckner to merge Savannah Valley residential lots 12 and 13 into a 1.017 acre lot for a single family detached residence at Grassland Terrace, Section 12, Town of Sun Prairie.
    Jim Hamilton, 1807 Yelk Rd, Savanna Valley, representing the Savanna Valley Homeowners Assoc. spoke in support of the CSM.
  6. Consider and take action on Kleckner application.  Motion by Yelk/Quimby to approve Kleckner’s CSM application #9828 to merge lots 12 and 13 on Grassland Terrace into one new single family residential lot. Motion carried.
  7. Set Next Regular Meeting Date.   The next regular meeting date of the Town of Sun Prairie Plan Commission is scheduled for February 15, 2016 at 7:00 p.m.
