Plan Commission Minutes for December 16, 2013

  1. Call to Order.  The regular meeting of the Town of Sun Prairie Plan Commission was called to order at 7:10 p.m.  The following members were present:  Chairman Roger Fetterly, Jane Fiala  Al Meyer, John Quimby and Doug Yelk.  Excused:  Dot havens, Paul Stang.
  2. Public Notice.  Notice of the meeting was mailed to Plan Commission members and posted on the three Town bulletin boards on December 10, 2013 and amended on December 14.
  3. Approval of the minutes of previous meeting.  Hearing no objections, minutes of the October 21, 2013 Plan Commission meeting were approved as submitted.
  4. Recess for comments by visitors:  No public comments were presented.
  5. Public Hearing on petition by Wesley Statz.  Petitioner requests approval for conditional use permit DCPCUP 2013-02259 to construct a primary residence for the farm owner on a 31.33 acre family-owned farm parcel zoned A-1(Ex) Agricultural southeast of the intersection of CTH VV and Yelk Road in Section 14, Town of Sun Prairie.

    Justin Marsh residing at 5768 CTH VV ask clarifying questions and reviewed maps of the proposed CUP.  He raised no objections to the proposal.

  6. Consider and take action on Statz Petition.   Motion by Yelk/Quimby to approve the Statz CUP as proposed.  Motion carried, 5-0-2.
  7. Consider and take action on Blaska petition.  John Blaska representing Cottage Grove Golf Development Co. LLC requests approval of a proposed design review for the Oaks Event Tent at the Oaks Golf Course at 4740 Pierceville Road in Section 34, Town of Sun Prairie.

    Motion by Quimby/Fiala that the proposed design review is found to be in compliance with the Town’s design review standards.  Motion carried 5-0-2.

  8. Set Next Regular Meeting Date.   The next regular meeting date of the Town of Sun Prairie Plan Commission is scheduled for January 20, 2014 at 7:00 p.m.
  9. Adjournment.  The meeting adjourned at 8:00 p.m.

Plan Commission Minutes for October 21, 2013

  1. Call to Order.  The regular meeting of the Town of Sun Prairie Plan Commission was called to order at 7:00 p.m.  The following members were present:  Chairman Roger Fetterly, Jane Fiala, Dot Havens, Paul Stang, John Quimby and Doug Yelk.  Excused:  Alan Meyer.
  2. Public Notice.  Notice of the meeting was mailed to Plan Commission members and posted on the three Town bulletin boards on October 15, 2013.
  3. Approval of the minutes of previous meeting.  Hearing no objections, minutes of the September 16, 2013 Plan Commission meeting were approved as submitted.
  4. Recess for comments by visitors:  No public comments were presented.
  5. Consider and take action on Huston petition.  Dale and Dwight Huston requests a determination of compliance with the design review standards of a proposed pre-engineered metal building to meet the lines, levels and dimensions for HD Waterworks operations at lots 5 and 6, LaRue Fields Lane, in Section 32, Town of Sun Prairie.  Motion by Yelk/Havens that the design is determined to be in compliance with the Town’s design review standards.  Motion carried, 6-0-1.
  6. Consider and take action on Statz petition.  Petitioner Wesley Statz requests preliminary approval for a conditional use permit to construct a primary residence for a farm owner on a 31.334 acre family-owned farm parcel zoned A-1(Ex) Agricultural southeast of the intersection of CTH VV and Yelk Road in Section 14, Town of Sun Prairie.  Motion by Stang/Quimby for preliminary approval of a conditional use permit and the need to further address minimum driveway standards, minimize disturbance of steep slopes and erosion control.  Motion carried, 6-0-1.
  7. Set Next Regular Meeting Date.   The next regular meeting date of the Town of Sun Prairie Plan Commission is scheduled for November 18, 2013 at 7:00 p.m.
  8. Adjournment.  The meeting adjourned at 8:05 p.m.

Plan Commission Minutes for September 16, 2013

  1. Call to Order.  The regular meeting of the Town of Sun Prairie Plan Commission was called to order at 7:00 p.m.  The following members    were present:  Chairman Roger Fetterly, Dot Havens, Alan Meyer, Paul Stang, John Quimby and Doug Yelk.  Excused:  Jane Fiala.
  2. Public Notice.  Notice of the meeting was mailed to Plan Commission members and posted on the three Town bulletin boards on September 9, 2013.
  3. Approval of the minutes of previous meeting.  Hearing no objections, minutes of the August 19, 2013 Plan Commission meeting were approved as submitted.
  4. Recess for comments by visitors:  No public comments were presented.
  5. Public Hearing on petition by David Kohlwey.  Petitioner requests approval to rezone 1.66 acres from R-1A Residential to R-3A Residential to bring the 2-family, 2-story residence into zoning compliance with existing structural and residential use requirements at 5146 CTH TT, Section 26, Town of Sun Prairie.

    No one appeared to make public comments on the proposed rezoning.

  6. Consider and take action on Kohlwey petition. Motion by Quimby/Havens to recommend approval of the request with the additional requirement that the petitioner provide a minimum of 6 parking spaces to adequately serve the occupants of the duplex residence.  Motion carried 6-0-1.
  7. Consider and take action on a preliminary plan by Mark and Chrissy Bursaw.  Petitioners request approval of a preliminary plan to rezone 3.119 acres from RH-1 Rural Homes to LC-1 Limited Commercial and approval of a Conditional Use Permit to operate a small landscaping business at 5386 Town Hall Drive in Section 22, Town of Sun Prairie.

    Motion by Quimby/Havens to recommend approval of the preliminary plan limited to the following permitted uses listed under 10.141(1) of the Dane County Code of Ordinances:
    (a)  Landscaping business.
    (b)  Storage of no more than 12 items of construction equipment on the lot.
    (e)  Authorizes outside storage of material or supplies used in the business.
    (g)  Authorizes a single family residence for the owner of the business or caretaker.

    Motion carried.

  8. Set Next Regular Meeting Date.   The next regular meeting date of the Town of Sun Prairie Plan Commission is scheduled for October 21, 2013 at 7:00 p.m.
  9. Adjournment.  The meeting adjourned at 7:55 p.m.

Plan Commission Minutes for August 19, 2013

  1. Call to Order.  The regular meeting of the Town of Sun Prairie Plan Commission was called to order at 7:00 p.m.  The following members were present:  Chairman Roger Fetterly, Jane Fiala, Dot Havens, Paul Stang, John Quimby.  Excused:  Alan Meyer, Doug Yelk.
  2. Public Notice.  Notice of the meeting was mailed to Plan Commission members and posted on the three Town bulletin boards on August 13, 2013.
  3. Approval of the minutes of previous meeting.  Hearing no objections, minutes of the June 17, 2013 Plan Commission meeting were approved as submitted.
  4. Recess for comments by visitors:  No public comments were presented.
  5. Consider and take action on Blaska petition.  John Blaska requests a determination of compliance with the design review standards for a proposed 2-story, 1640 ft2 golf instructional, storage and office facility at the Cottage Grove Golf Development Co., LLC, at 4740 Pierceville Road, Section 34, Town of Sun Prairie.  Motion by Quimby/Havens that the design is determined to be in compliance with the Town’s design review standards.  Motion carried 5-0-2.
  6. Plan Commission Minutes for June 17, 2013

  1. Call to Order.  The regular meeting of the Town of Sun Prairie Plan Commission was called to order at 7:00 p.m.  The following members were present:  Chairman Roger Fetterly, Dot Havens, Alan Meyer, Paul Stang, John Quimby and Doug Yelk.  Absent:  Jane Fiala.
  2. Public Notice.  Notice of the meeting was mailed to Plan Commission members and posted on the three Town bulletin boards on June 11, 2013.
  3. Approval of the minutes of previous meeting.  Hearing no objections, minutes of the May 20, 2013 Plan Commission meeting were approved as submitted.
  4. Recess for comments by visitors:  No public comments were presented.
  5. Public Hearing on Petition DCPREZ-2013-10558 by Alan Rademacher and Jay Freitag: Petitioners request approval to rezone 2.0 acres from A-1(Ex) Agriculture to A-4 Agriculture, 10.51 acres from A-2(8) Agriculture to A-4 Agriculture and 3.13 acres from A-2(8) Agriculture to A-2(2) Agriculture to separate existing buildings from other farmland at 3205 Bailey Road in Section 19, Town of Sun Prairie.
  6. Consider and take action on Rademacher/Freitag petition.   Motion by Yelk/Quimby recommending approval of the petition.  Motion carried 6-0-1
  7. Public Hearing on a petition by David Grob and Kathleen Harry.  Petitioners request approval to rezone 2.61 acres from R-1 Residential and A-2(1) Agriculture to adjust adjoining lot lines to create a 1.02 acre parcel and a 1.59 acre parcel, each zoned R-1A Residential, to accommodate the current owners at 4909 and 4925 Pierceville Road in Section 35, Town of Sun Prairie.
  8. Consider and take action on Grob/Harry petition. Motion by Havens/Quimby recommending approval of the petition.  Motion carried 6-0-1.
  9. Updated Plan Commission on Dane County Zoning and Land Regulation action on the Town’s Comprehensive Plan.  ZLR recommends approval of our Plan but would amend DC Ordinance to prevent development at 4100 CTH TT because of its location in a Mapped Resource Protection Corridor.
  10. Set Next Regular Meeting Date.   The next regular meeting date of the Town of Sun Prairie Plan Commission is scheduled for July 15, 2013 at 7:00 p.m.
  11. Adjournment.  The meeting adjourned at 8:00 p.m.
