Plan Commission Minutes for May 20, 2013

  1. Call to Order.  The regular meeting of the Town of Sun Prairie Plan Commission was called to order at 7:00 p.m.  The following members were present:  Chairman Roger Fetterly, Jane Fiala, Dot Havens, Alan Meyer, Paul Stang and John Quimby.  Excused: Doug Yelk.
  2. Public Notice.  Notice of the meeting was mailed to Plan Commission members and posted on the three Town bulletin boards on May 15, 2013.
  3. Approval of the minutes of previous meeting.  Hearing no objections, minutes of the April 15, 2013 Plan Commission meeting were approved as submitted.
  4. Recess for comments by visitors:  No public comments were presented.
  5. Public Hearing on Petition #2013-10553 and #2013-02238 by Jeffery and Jan Wolf.  Petitioners request to rezone 3.88 acres from RH-1 Rural Homes to A-2(2) Agriculture and request a conditional use permit to allow a dog training and pet supply business at 2896 CTH T in Section 29, Town of Sun Prairie.

    Four neighbors were present for the hearing.  One neighbor spoke in favor of the petition.   One neighbor asked for detailed information on the dog training activities, which were answered satisfactorily by the petitioner.  There was no testimony in opposition to the petitions.

  6. Consider and take action on Wolf petition.  Motion by Havens/Fiala recommending approval of the petition with the following limits on the Conditional Use Permit:
    1. Training of dogs, but no boarding of dogs
    2. Hours of operation, 9 a.m. to 8 p.m. daily
    3. No more than 10 dogs at any one time
    4. No lighted outdoor signage
    5. Conditional Use Permit expires when property is transferred to another owner

      Motion carried 6-0-1

  7. Consider and take action on a preliminary plan by Alan Rademacher and Jay Freitag.  Petitioners Alan Rademacher and Jay Freitag request to rezone 2.0 acres from A-1(Ex) Agriculture to A-4 Agriculture, 10.51 acres from A-2(8) Agriculture to A-4 Agriculture and 3.13 acres from A-2(8) Agriculture to A-2(2) Agriculture to separate existing buildings from agricultural land at 3205 Bailey Road in Section 19, Town of Sun Prairie.

    Motion by Quimby/Stang recommending approval.  Motion carried.

  8. Consider and take action on a preliminary plan by David Grob and Kathleen Harry.  Petitioners request to rezone 2.61 acres from R-1 Residential and A-2(1) Agriculture to adjust adjoining lot lines to create a 1.02 acre parcel and a 1.59 acre parcel, each zoned R-1A Residential, to accommodate the current owners at 4909 and 4925 Pierceville Road in Section 35, Town of Sun Prairie.

    Motion by Havens/Quimby recommending approval.  Motion carried.

  9. Met jointly with the Town Board to consider boundary issues for discussion with the Village of Cottage Grove.
  10. Set Next Regular Meeting Date.   The next regular meeting date of the Town of Sun Prairie Plan Commission is scheduled for June 17, 2013 at 7:00 p.m.
  11. Adjournment.  The meeting adjourned at 9:25 p.m.

Plan Commission Minutes for April 15, 2013

  1. Call to Order.  The regular meeting of the Town of Sun Prairie Plan Commission was called to order at 7:00 p.m.  The following members were present:  Chairman Roger Fetterly, Jane Fiala, Dot Havens, Alan Meyer, Paul Stang, Doug Yelk and John Quimby.
  2. Public Notice.  Notice of the meeting was mailed to Plan Commission members and posted on the three Town bulletin boards on February 12, 2013.  A revised notice was e-mailed to members and posted on April 11, 2013.
  3. Approval of the minutes of previous meeting.  Hearing no objections, minutes of the February 18, 2013 Plan Commission meeting were approved as submitted.
  4. Recess for comments by visitors:  No public comments were presented.
  5. Consider and take action on Wolf preliminary plan.  Petitioners Jeff and Jan Wolf request preliminary approval to rezone 3.88 acres from RH-1 Rural Homes to A-2(2) Agriculture and request a conditional use permit to allow a dog training and pet supply business at 2896 CTH T in Section 29, Town of Sun Prairie.

    Motion by Havens/Fiala to recommend preliminary approval of the rezoning request and a conditional use permit limited to the following conditions:
    a.       Training of dogs at a dog kennel, excluding boarding of dogs
    b.      Hours of operation, 9 a.m. to 8 p.m. daily
    c.       No more than 10 dogs at any one time
    d.      No lighted outdoor signage
    Motion carried 7-0.

  6. Reviewed Town’s position on boundary agreement issues with the Village of Cottage Grove. No action taken.
  7. Discussed non-conforming quarry sites and non-metallic extraction areas in the Town.  Will seek further information regarding such operations for next meeting.
  8. Set Next Regular Meeting Date.   The next regular meeting date of the Town of Sun Prairie Plan Commission is scheduled for May 20, 2013 at 7:00 p.m.
  9. Adjournment.  The meeting adjourned at 8:00 p.m.

Plan Commission Minutes for February 18, 2013

  1. Call to Order.  The regular meeting of the Town of Sun Prairie Plan Commission was called to order at 7:00 p.m.  The following members were present:  Chairman Roger Fetterly, Jane Fiala, Dot Havens, Alan Meyer, Paul Stang, Doug Yelk and John Quimby.
  2. Public Notice.  Notice of the meeting was mailed to Plan Commission members and posted on the three Town bulletin boards on February 12, 2013.
  3. Approval of the minutes of previous meeting.  Hearing no objections, minutes of the January 21, 2013 Plan Commission meeting were approved as submitted.
  4. Recess for comments by visitors:  No public comments were presented.
  5. Public Hearing on Petition # 2013-10538 by Margaret and John Fiumefraddo.  Petitioners request approval to divide and rezone an existing RH-2 Rural Homes 5.129 acre parcel into a 3.129 acre RH-2 parcel and a 2.0 acre RH-2 parcel to make the smaller parcel available for sale to a prospective buyer to build a new residence at 5386 Town Hall Drive in Section 22, Town of Sun Prairie.

    No one appeared to testify on the petition.

  6. Consider and take action on Fiumefreddo petition.  Motion by Quimby/Stang recommending approval of petition.  Motion carried.
  7. Public Hearing on Petition # 2013-10539 by John Wood.  Petitioner requests approval to amend the deed restrictions for compliance purposes on a C-2 Commercial parcel at 2523 CTH T in Section 21, Town of Sun Prairie.

    No one appeared to testify on the petition.

  8. Consider and take action on Wood petition.  Motion by Yelk/Havens recommending approval with deed restrictions limited to the following permitted uses:
    a.      Major repair to motor vehicles
    b.      Sales of new and used motor vehicles
    c.       Truck and bus terminal
    d.      Parking or storing no more than 10 motor vehicles and only on the southern half of the parcel.
    And a conditional use permit for a residence for the watchman or caretaker.

    Motion carried.

  9. Consider and take action on designation of a town park.  Joe Powelka, representing Friends of Generations Park, made a presentation proposing to designate a portion of town property north of the Town hall as a town park.  The theme of the park would be to restore and nourish native plants and develop and maintain limited recreational facilities for town residents.

    Motion by Quimby/Havens to recommend that the Town Board designate a part of the town property north of the Town Hall as a Town park named “Generations Park” for the purposes proposed in the Friends of Generations Park proposal.  Motion carried.

    Motion by Fiala/Stang recommending that the Town Board create a 5 to 7 member Parks Committee, seek applicants and make appointments to the committee which would make recommendations to the Town Board and oversee the development of Generations Park.  Motion carried.

  10. Set Next Regular Meeting Date.   The next regular meeting date of the Town of Sun Prairie Plan Commission is scheduled for March 18, 2013 at 7:00 p.m.
  11. Adjournment.  The meeting adjourned at 7:55 p.m. for a joint meeting with the Town Board on boundary discussions with the Village of Cottage Grove.

Plan Commission Minutes for January 21, 2013

  1. Call to Order.  The regular meeting of the Town of Sun Prairie Plan Commission was called to order at 7:05 p.m.  The following members were present:  Chairman Roger Fetterly, Jane Fiala, Dot Havens, Doug Yelk and John Quimby.  Absent: Alan Meyer and Paul Stang.
  2. Public Notice.  Notice of the meeting was mailed to Plan Commission members and posted on the three Town bulletin boards on January 15, 2013.
  3. Approval of the minutes of previous meeting.  Hearing no objections, minutes of the December 17, 2012 Plan Commission meeting were approved as submitted.
  4. Recess for comments by visitors:  No public comments were presented.
  5. Consider and take action on a preliminary plan by Margaret and John Fieumefreddo. Plan Commission Minutes for December 19, 2011

  1. Call to Order.  The regular meeting of the Town of Sun Prairie Plan Commission was called to order at 7:00 p.m.  The following members were present:  Chairman Roger Fetterly, Dot Havens, Al Meyer, Judy Stang, John Quimby and Doug Yelk.  Excused:  Jane Fiala.
  2. Public Notice.  Notice of the meeting was mailed to Plan Commission members and posted on the three Town bulletin boards on December 13, 2011.
  3. Approval of the minutes of previous meeting:  Hearing no objections, minutes of the November 14, 2011 Plan Commission meeting were approved as submitted.
  4. Recess for comments by visitors:  No one appeared.
  5. Consider and take action on Egan preliminary plan.  Petitioners Paul and Erin Egan request preliminary approval to rezone an existing 2.05 acre RH-1 Rural Homes parcel and rezone and purchase an adjacent 5.19 acre A-1(Ex) Agricultural parcel to form a 7.24 acre A-2 Agricultural parcel to operate a small scale agricultural enterprise with conditional use permits for unlimited livestock and sale of agricultural and incidental products at 5453 Pierceville Road in Section 23, Town of Sun Prairie.
    Motion by Quimby/Havens recommending approval.  Motion carried 5-0.  One abstention (Yelk).
  6. Consider and take action on Town Board request to review proposed Dane Co. Ord. A-B (Agriculture Business).
    1. There was a general concern that extending Farmland Preservation Zoning and certification to agricultural-related uses, such as equipment dealerships, would be inconsistent with conservation and protection of agricultural lands. The Plan Commission views the purpose of certification and the tax benefits of Farmland Preservation as an incentive for farmland property owners and operators to keep farmland in direct agricultural production.
    2. The Plan Commission has a general objection to the conditional uses listed as: governmental, institutional, religious, or nonprofit community uses in the A-B Zoning District.
    3. There was a concern that there was no acreage limits or way to control the size of the agricultural-related uses in the A-B District.  The objection is that large prime farmland areas could be taken out of direct agricultural production for agriculture-related uses.
  7. Set Next Regular Meeting Date. The next regular meeting date of the Town of Sun Prairie Plan Commission is scheduled for January 16, 2012 at 7:00 p.m.
  8. Adjournment.  The meeting adjourned at 8:45 p.m.
