Town Board Meeting

February 9, 2004

The Town Board of the Town of Sun Prairie met on Monday, February 9, 2004 at 7:30 P.M. at the Town Hall, 5556 Twin Lane Road.

Call to Order The meeting was called to order at 7:35 P.M. by chairperson Lyle Updike. Supervisors Vernon Pogue and Doug Yelk, clerk Claudia Quick, deputy clerk Joan Rademacher and highway patrolman Dennis Farrell were present. Deputy School District Administrator Phil Frei was present.

Pledge of Allegiance

Statement of Public Notice The chair directed that the minutes show that notice of the Town Board meeting was published in the February 5, 2004 issue of The Star. The agenda was also faxed to the Capital Times. Copies were posted on the three town bulletin boards on February 6, 2004.

Presentation by Sun Prairie Area School District Administrator, questions and answer period Deputy District Administrator Phil Frei gave a presentation on the upcoming February 17 school referendum. After a slide presentation those present asked several questions.

Report on Town Roads Highway patrolman, Dennis Farrell reported on the following:

Consider and Take Action re: Amendment to Employee Handbook – Comp Time Policy There was considerable discussion on holiday time, vacation pay, sick leave and comp time used. No action was taken at this time. This will be addressed at a future meeting. Clerk was instructed to address specific examples of payment scenarios.

Final adoption of amendment to Weight Limit Ordinance, adding weight limit to Norton Road, removing Town Hall Drive (north of State Hwy. 19) Moved by Vernon Pogue, second by Doug Yelk to adopt the amendment to the weight limit ordinance adding Norton Road and removing Town Hall Drive (north of State Hwy. 19). Motion carried.

Final adoption of amendment to Building Code Ordinance adding section Moving of Buildings Moved by Doug Yelk, second by Vernon Pogue to adopt the amendment to the building code ordinance adding section moving of buildings which was tentatively adopted on March 24, 2003. Motion carried.

Discuss various proposed ordinances and amendments Lyle Updike stated that we need to address looking at a standard format for the ticket books and getting the citation process established for the ordinances on the books. Clerk Claudia Quick stated she has some of the citation books but needs to contact constable Jerry Hahn to follow through on items such as dog ordinance, winter parking ordinance, etc. Lyle Updike stated if the Town has these ordinances we need to follow through and do our own enforcement through the Northeast Community Court.

Audit and Pay Bills Moved by Vernon Pogue, second by Doug Yelk to approve the bills as presented with the additions listed. Motion carried.

Old Business/New Business

    1. To have a public information meeting with the City of Sun Prairie. This is set up for Thursday, February 19 at 6:00 P.M. at the Sun Prairie City Hall. A copy of this letter will be sent to Town attorney Mark Hazelbaker and the engineer, Brandon Foss, Crispell and Snyder, Inc.
    2. Storm Water Retention be addressed.
    3. Stop at Stage 1 of the Sun Prairie Wastewater Facility Plan

Correspondence Clerk Quick reported that she had a call from Jean Bjornson who is a town resident and is on the Sun Prairie Library Board. Her term expires in May and she would like to have someone who lives in the Town to be on the board. Any volunteers or if you have any recommendations would be appreciated.

Set Next Meeting Date/Adjournment The next meeting date was set for Monday, February 23, 2004 at 7:30 P.M. Moved by Vernon Pogue, second by Doug Yelk to adjourn the meeting. Motion carried. The chairman declared the meeting adjourned at 10:10 p.m.
