Town Board Meeting

April 14, 2003

The Town Board of the Town of Sun Prairie met on Monday, April 14, 2003 at 7:30 P.M. at the Town Hall, 5556 Twin Lane Road.

Call to Order The meeting was called to order at 7:30 P.M. by chairperson Lyle Updike. Supervisors Vernon Pogue and Doug Yelk, clerk Claudia Quick, deputy clerk Joan Rademacher and Dennis Farrell highway patrolman were present. Seven additional people attended the meeting.

Statement of Public Notice The chair directed that the minutes show that notice of the April 14, 2003 Town Board meeting was published in the April 10, 2003 issue of The Star. The agenda was also faxed to the Capital Times. Copies were posted on the two town bulletin boards and temporarily at Buckshot’s Hwy. N on April 11, 2003.

Approve Minutes of Previous Meeting Moved by Vernon Pogue, second by Doug Yelk to approve the minutes of the March 24, 2003 meeting. Motion carried.

Report on Town Roads Dennis Farrell reported that he and the Board met for a road tour on April 10, 2003. They checked roads of concern and have decided to add Norton Road to the weight limit ordinance. Met with Gladys Bultman concerning her driveway on Bailey Road. Will attempt to widen out the radius of her southern most driveway. A new bulletin board site is being considered at Skala Road.

Consider and Take Action re: CSM for Deneen, section 36 Moved by Doug Yelk, second by Vernon Pogue to approve the CSM for Deneen with the addition of the neighboring use language. Motion carried.

Consider Preliminary Plans by T. Viken to correct zoning on parcels, section 33 Tom Viken stated he would like to have the 3 parcels that are adjacent to his other land have the same zoning of C-1. He had a map showing the current zoning in the area. Consensus of the Board was that he could move forward.

Consider request by J. Klotzbach for Driveway Jeff Klotzbach presented a proposed plan for a driveway he would like to construct off of Bomkamp Circle. The Board had viewed this area on the road tour and thought it to be reasonable. Moved by Doug Yelk, second by Vernon Pogue to approve plans for driveway as presented. Motion carried.

Consider and tentatively adopt Ordinance concerning Constable Duties Moved by Vernon Pogue, second by Doug Yelk to tentatively adopt the ordinance concerning jurisdiction and constable duties. Motion carried.

Consider and tentatively adopt Ordinance regarding Weight Limits on certain Town Roads Residents were in attendance on this issue. There was discussion on the ordinance and the problems that may occur. Moved by Vernon Pogue, second by Doug Yelk to tentatively adopt ordinance regarding weight limits on the following roads:

Motion carried.

Consider and adopt resolution re: Highway 19 as Georgia O’Keeffe Memorial Highway Moved by Doug Yelk, second by Vernon Pogue to approve the resolution. Motion carried.

Review EMS Policies The board reviewed the Policy regarding Maintenance of Public Safety Building and the Policy Outlining and Specifying Certain Duties and Organization of the EMS Commission. Moved by Vernon Pogue, second by Doug Yelk to approve the policies. Motion carried.

Audit and Pay Bills The Board reviewed the invoice listing. Moved by Doug Yelk, second by Vernon Pogue to approve payment of bills as listed including the additions. Motion carried.

Correspondence

    1. Received from Charter Communication a system map and 2002 summary of revenues subject to the franchise fee.
    2. Urban Towns Meeting on April 26, 2003 in Fond du Lac.
    3. Received from John Norwell of the Dane County Highway and Transportation Dept. a copy of Dane County’s Capital Improvement Plan and Operating Budget for the CTH N and I94 road project.

 

Set Next Meeting Date/Adjournment The next meeting date was set for Monday, April 28, 2003 at 7:30 P.M. Moved by Vernon Pogue, second by Doug Yelk to adjourn the meeting. Motion carried. The chairman declared the meeting adjourned at 10:10 P.M.
