Town Board Meeting
April 25, 2005
The Town Board of the Town of Sun Prairie met on Monday, April 25, 2005 at 7:30 P.M. at the Town Hall, 5556 Twin Lane Road.
Call to Order Chairman Lyle Updike called the regular meeting to order at 7:30 P.M. Supervisors Vernon Pogue and Doug Yelk and Clerk Claudia Quick were present. Gary Damrow attended the meeting.
Statement of Public Notice The chair directed that the minutes show that notice of the Town Board meeting was published in the April 21, 2005 issue of The Star. A copy was also posted on the three town bulletin boards on April 22, 2005.
Pledge of Allegiance The pledge was led by Vernon Pogue.
Approve Minutes of Previous Meeting Moved by Doug Yelk, second by Vernon Pogue to approve the minutes of the April 11, 2005 Town Board meeting. Motion carried.

Consider and Take Action re: Petition #9209 by Gary Damrow to change the zoning from A-1 Ex Ag to RH-2 Rural Home for approximately 4.7 acres, at 1696 CTH T, section 13, in order to separate the buildings and land from the remainder of the farm. Mr. Damrow explained that he would like to separate the buildings from the farmland in preparation for sale of the farmland. Moved by Doug Yelk, second by Vernon Pogue to approve the zoning change.

Consider and Take Action re: Preliminary CSM for G. Damrow, sec. 13 Mr. Damrow indicated that his certified survey is not ready at this time. He will submit the CSM within the allotted time.
Consider and Take Action re: Petition #9165 (Benesh) as amended with deed restriction by the Town and County. The Town has not received the paperwork from the County Clerk’s Office as of meeting time.
Consider and Take Action re: Operator License Applications Four applications for Operator License were presented to the Board for review and action. Applicants are Anne Dellamater, Michelle M. Hamburg, Susan M. Hasey and Ben Stock. The Board reviewed the applications, history checks and class certificates. All appeared to be in order. Moved by Doug Yelk, second by Vernon Pogue to approve operator licenses.

Consider and Take Action re: Communication about Conservation Easement Program Recently the Town received a letter from the Michael Best & Friedrich LLP. concerning the conservation easement program. The consensus of the Board was to proceed with the program. The Board will be considering final adoption of amendments to the Ordinance concerning Conservation Easements at the next Board meeting on May 9th. No action was taken.
Consider and Take Action re: EMS Joint Municipal Agreement Vernon Pogue indicated that there might be additional amendments to the documents. He suggested that there be no action taken on this item. No action was taken.
Consider and Take Action re: Joint Agreement for Maintaining and Operating the Marshall Area Public Safety Bldg. Vernon Pogue indicated that there might be additional amendments to the documents. He suggested that there be no action taken on this item. No action was taken.
Consider and Take Action re: Resolution "To Adopt the Town of Sun Prairie Attachment to the Dane County Natural Hazard Mitigation Plan" The Dane county Department of Emergency Managements has developed a County Hazard Mitigation Plan with the input of representatives of interested local governments. The Town of Sun Prairie held a listening session to aid in identification of a number of problem areas in order to be able to mitigate the vulnerabilities in the Town. Following identification, the clerk worked with Dave Janda at County Emergency Management to develop pertinent Town of Sun Prairie attachments to the county plan. This resolution proposes to accept and approve the Town of Sun Prairie Attachment to the Dane County Natural Hazard Mitigation Plan. Moved by Doug Yelk, second by Vernon Pogue to approve acceptance of the Town of Sun Prairie attachments.

Audit and Pay Bills
Drovers Woods Association – Park Equipment Invoice
The Drovers Wood Home Owner Association has submitted an invoice for the swing equipment for the park in the Drovers Wood subdivision. This item was discussed extensively during the Town Budget Public Hearing in November 2004. Moved by Doug Yelk, second by Vernon Pogue to pay up to 50% of the $859.83 invoice.

The Board reviewed the remainder of the invoice payments and Vernon Pogue made the motion, second by Doug Yelk to approve payment.
