Town Board Meeting

May 24, 2004

The Town Board of the Town of Sun Prairie met on Monday, May 24, 2004 at 7:25 P.M. at the Town Hall, 5556 Twin Lane Road for the purpose of calling the Board of Review into session during the thirty day period beginning on the 2nd Monday of May, pursuant to Sec. 70.47(1) of Wisconsin Statutes. As the assessment roll is not completed at this time it was moved by Vernon Pogue, second by Doug Yelk to adjourn this meeting to June 15, 2004 at 5:00 P.M. Motion carried. Moved by Doug Yelk, second by Vernon Pogue to adjourn Board of Review. Motion carried.

The Town Board of the Town of Sun Prairie met on Monday, May 24, 2004 at 7:30 P.M. at the Town Hall, 5556 Twin Lane Road.

Call to Order The meeting was called to order at 7:30 P.M. by chairperson Lyle Updike. Supervisors Vernon Pogue and Doug Yelk, clerk Claudia Quick, deputy clerk Joan Rademacher and highway patrolman Dennis Farrell were present. Twenty additional people attended the meeting.

Pledge of Allegiance The Pledge of Allegiance was led by Monte Couch.

Statement of Public Notice The chair directed that the minutes show that notice of the Town Board meeting was published in the May 20, 2004 issue of The Star. The agenda was also faxed to the Capital Times. Copies were posted on the three town bulletin boards on May 19, 2004.

Open Bids for 2004 Highway Projects Chairman, Lyle Updike stated he would like to introduce an issue for the board’s consideration prior to opening bids. Before tonight’s meeting he met with representatives from Payne & Dolan. The principal portion of Asphalt Bid was a repair of the surface of Bailey Road. Payne & Dolan has offered to repair that essentially as a warranty project on Bailey Road to Town specifications at no charge to the Town. Moved by Lyle Updike, second by Vernon Pogue that we not accept any bids for the asphalt projects at tonight’s meeting and accept Payne & Dolan’s offer to repair Bailey Road as a warranty project at no charge to the Town. Motion carried

Award Bid Contracts for 2004 Highway Projects Moved by Doug Yelk, second by Vernon Pogue to accept bid from Fahrner Asphalt of .51 per sq. yd. or $62,607.60. Motion carried.

 

Open and Award Bids for Construction of Salt Storage Facility There was one bid received from Wieser Concrete of $18,774.00. Moved by Doug Yelk, second by Vernon Pogue to approve bid of $18,774.00 for a salt storage facility. Motion carried.

Approve Minutes of Previous Meetings Moved by Vernon Pogue, second by Doug Yelk to approve the minutes from the May 10, 2004 meeting as presented. Motion carried.

Report on Town Roads Dennis Farrell reported on the following:

Consider and Take Action on Petition #8951 by ARG Matey Development, LLC re: Petition to rezone approximately 37 acres to A-2, section 4 John Brigham, representing ARG Matey Development stated that they would like to rezone a 37 acre parcel from A-1 Ex Ag to A-2. Approximately 15 acres will be annexed to the City of Sun Prairie and 22 acres will remain in the Town and Natural Heritage Land Trust will be purchasing. Moved by Doug Yelk, second by Vernon Pogue to approve the rezone and deed restrict lots 1 and 2 to prohibit residential development. Motion carried.

Discuss and Consider Action re: Building Permit status of L. Willadsen, 3156 Breeze Drive Lee Willadsen stated he cannot meet the June 1 deadline to present a proposal to the board as the cost estimate is over budget and he cannot finance the project. The residents in attendance were invited to speak.

Comments were that the hole is a hazard, and there are no safety caps on re-bar. This is an unsightly area with weeds growing up everywhere on the lot.

Moved by Lyle Updike, second by Doug Yelk that the building permit at 3156 Breeze Drive be terminated. Motion carried.

Moved by Lyle Updike, second by Doug Yelk that the soil be restored to natural grade and seeded to stabilize the soil for erosion control purposes by June 21, 2004. If this is not done a daily fine of $50.00 will be imposed. The site is also to be kept noxious weed free. Motion carried.

Consider and Take Action re: Petition #8879 J. Veith ET AL as amended by the Town Board Moved by Doug Yelk, second by Vernon Pogue to approve petition #8879 as amended by the Town and County Boards. Motion carried.

Consider and Take Action re: Petition #8933 H. Buss as amended by the Town Board Moved by Doug Yelk, second by Vernon Pogue to approve petition #8933 as amended by the Town and County Boards. Motion carried.

Audit and Pay Bills Moved by Vernon Pogue, second by Doug Yelk to pay the bills as presented with the additions listed. Motion carried.

Old Business/New Business

Set Next Meeting Date/Adjournment The next meeting date was set for Monday, June 14, 2004 at 7:30 P.M. Moved by Doug Yelk, second by Vernon Pogue to adjourn the meeting. Motion carried. The chairman declared the meeting adjourned at 9:10 P.M.
