TOWN BOARD MEETING
June 13, 2005
The Town Board of the Town of Sun Prairie met on Monday, June 13, 2005 at 7:30 P.M. at the Town Hall, 5556 Twin Lane Road, Marshall, Wisconsin.
Call to Order The meeting was called to order at 7:30 P.M. by chairperson Lyle Updike. Supervisor Vernon Pogue and Doug Yelk, clerk Claudia Quick, deputy clerk Joan Rademacher and highway patrolman Dennis Farrell were present. Seven additional people attended the meeting.
Statement of Public Notice The chair directed that the minutes show notice of the Town Board meeting was published in the June 9, 2005 issue of the Star and a copy was faxed to the Capital Times. Copies were also posted on the three town bulletin boards on June 9, 2005.
Pledge of Allegiance Joan Rademacher led the Pledge of Allegiance.
Approve Minutes of Prior Meeting Moved by Vernon Pogue, second by Doug Yelk to approve the minutes as presented from the May 23, 2005 meeting.
Voting AYE: Updike, Pogue and Yelk
Voting NAY: None

Report on Town Roads Dennis Farrell reported on the following:
Consider and Take Action re: Property Maintenance Complaint Several neighbors located near the property owned by L. Willadsen at 3156 Breeze Drive complained that the weeds and grass on the property are not mowed and that the property, which is a vacant lot, is an eyesore. This property has had several complaints over the past few years.
At the May 24, 2004 Town Board meeting L. Willadsen was told, "that the soil be restored to natural grade and seeded to stabilize the soil for erosion control purposes" and "site is to be kept noxious weed free". Chairman Updike suggested talking with a nursery about low maintenance vegetation. The re-bar still on the property also needs to be removed. Mr. Willadsen says he will comply.
Presentation by J. Behrend re: Natural History & Cultural Landscape Survey of Patrick Marsh Area J. Behrend was unable to attend this meeting. The presentation is re-scheduled for the July 11, 2005 Town Board meeting.
Consider and Take Action re: Request for Charter DSL Line Anthony Buchino submitted a letter asking Charter Communications to extend the line to his home. The clerk on behalf of the Board will send a letter supporting his request for an extension of the DSL service. No formal action was taken.
Consider and Take Action re: Conservation Easement dedication by Y. Yang & G. Vang, Section 33 Yer Yang and Ge Vang had several questions regarding the conservation easement required by them to be able to rezone their property to have an additional residential lot. Chairman Updike explained that they would still own the land, and have control of the land for agricultural purposes. However it is limited in perpetuity and no house could be built on that land. In other words they would not be able to develop this land without permission of the Town. Supervisor Yelk and clerk Quick will meet with Y. Yang and G. Vang to go through the conservation easement document in detail.
Review Draft of Amendment to Ordinance re: Weight Limits on Town Roads The clerk presented a draft of the Weight Limit Ordinance. The Board discussed Section 4 in great detail. The various permits are:
The Board made several changes to these permits. The clerk will revise and present at a future Town Board meeting.
Audit and Pay Bills The Board reviewed the invoice payments and Vernon Pogue made the motion, second by Doug Yelk to approve payment.

June 27, 2005 meeting.
Correspondence Clerk Quick reported on a phone call with Mayor Chase from the City of Sun Prairie. He had some questions on the Dohm home located on CTH N on land that had been annexed by the City. Also, discussed historic structures located in the Town.
Set Next Meeting Date/Adjournment The next Town Board meeting was set for Monday, June 27, 2005 at 7:30 P.M. Moved by Vernon Pogue, second by Doug Yelk to adjourn the meeting. The chairman declared the meeting adjourned at 10:35 P.M.
