Town Board Meeting

June 14, 2004

The Town Board of the Town of Sun Prairie met on Monday, June 14, 2004 at 7:30 P.M. at the Town Hall, 5556 Twin Lane Road.

Call to Order The meeting was called to order at 7:30 P.M. by chairperson Lyle Updike. Supervisors Vernon Pogue and Doug Yelk, clerk Claudia Quick, deputy clerk Joan Rademacher and highway patrolman Dennis Farrell were present. Steve Drunasky also attended the meeting.

Pledge of Allegiance The Pledge of Allegiance was led by Dennis Farrell.

Statement of Public Notice The chair directed that the minutes show that notice of the Town Board meeting was published in the June 10, 2004 issue of The Star. The agenda was also faxed to the Capital Times. Copies were posted on the three town bulletin boards on June 11, 2004.

Approve Minutes of Previous Meetings Moved by Vernon Pogue, second by Doug Yelk to approve the minutes from the May 24, 2004 meeting as presented. Motion carried.

Report on Town Roads Dennis Farrell reported on the following:

If not removed Dennis Farrell will contact Officer Jennifer Niebuhr (community deputy) to be present when he removes the driveway.

 

Consider request by S. Drunasky for Temporary Holding Tank Permit Steve Drunasky explained that it is to wet to put in his septic system, specifically the drain field.

He would like to use the tank as a temporary holding tank. Moved by Doug Yelk, second by Vernon Pogue to approve a permit for a temporary holding tank with an expiration date of December 14, 2004. Motion carried.

Consider and Take Action re: Application for Operator License Moved by Vernon Pogue, second by Doug Yelk to approve an operator license for Ken Custis. Motion carried.

Consider and Tentatively Adopt Ordinance related to Controlling Undesirable Activities in the Vicinity of Licensed Taverns Moved by Doug Yelk, second by Vernon Pogue to tentatively adopt, with a name change from Town of Bristol to Town of Sun Prairie, an ordinance related to controlling undesirable activities in the vicinity of licensed taverns. Motion carried. A public hearing and action will be taken at the July 12, 2004 board meeting.

Consider and Tentatively Adopt Ordinance related to Adult Entertainment Taverns

Moved by Vernon Pogue, second by Lyle Updike to tentatively adopt, with a name change from Town of Bristol to Town of Sun Prairie, an ordinance related to adult entertainment taverns. Motion carried. A public hearing and action will be taken at the July 12, 2004 board meeting.

Consider and Take Action re: Petition #8951, ARG Matey as amended by Dane County Moved by Doug Yelk, second by Vernon Pogue to approve petition #8951 by ARG Matey as amended by Dane County. Motion carried.

Consider and Comment on Natural Hazard Mitigation Plan Moved by Doug Yelk, second by Vernon Pogue to adopt the Natural Hazard Mitigation Plan as presented with an amendment to include the number of communication towers. Motion carried.

Audit and Pay Bills Moved by Vernon Pogue, second by Doug Yelk to approve the payment of bills as submitted with the additions listed. Motion carried.

Old Business/New Business

  1. Report on Meetings with Municipal Neighbors
  2. Committee met with the City of Sun Prairie on June 8, 2004. Various issues were discussed; however, did not come to a consensus. Pat Cannon, city planner is contacting a professor with the University of Wisconsin to suggest a project for students to review the Town of Sun Prairie Comprehensive Plan and the City of Sun Prairie Plan to study the 0 to 5 year growth area and develop solutions for growth that both municipalities could agree upon.

    June 16, 2004 there is a meeting scheduled with the Village of Cottage Grove.

  3. EMS Report Vernon Pogue reported that a 5-year contract has been signed with director John Erdmann.
  4. Fire Unit Report Doug will be meeting with the Fire Unit Advisory Committee on July 7, 2004.

Correspondence A resident sent an e-mail concerning the fence ordinance. The fence ordinance will be on the agenda of the next Town Board meeting on June 28, 2004.

Set Next Meeting Date/Adjournment The next meeting date was set for Monday, June 28, 2004 at 7:30 P.M. Moved by Vernon Pogue, second by Doug Yelk to adjourn the meeting. Motion carried. The chairman declared the meeting adjourned at 9:50 p.m.
