The Town Board of the Town of Sun Prairie met on Monday, June 28, 2004 at 7:30 P.M. at the Town Hall, 5556 Twin Lane Road. Public hearing notice was published June 8, 2004.
FERMENTED MALT BEVERAGES AND LIQUOR LICENSE HEARING
Chairman Updike called the public hearing to order at 7:30 P.M. Lyle Updike read the following list of applicants for renewal of beer and liquor licenses:

Mike Hansen, John Blaska and Christian Delaney appeared at the meeting. No one spoke either in favor or opposition to the licenses. The chair closed the public hearing.
TOWN BOARD MEETING
Call to Order The meeting was called to order at 7:35 P.M. by chairperson Lyle Updike. Supervisors Vernon Pogue and Doug Yelk, clerk Claudia Quick and deputy clerk Joan Rademacher were present. Seven additional people attended the meeting.
Statement of Public Notice The chair directed that the minutes show that notice of the Town Board meeting was published in the June 24, 2004 issue of The Star. The agenda was also faxed to the Capital Times. Copies were posted on the three town bulletin boards on June 25, 2004.
Pledge of Allegiance The Pledge of Allegiance was led by Sheriff Gary Hamblin.
Approve Minutes of Previous Meeting Moved by Vernon Pogue, second by Doug Yelk to approve the minutes of the June 14 meeting. Motion carried.
Presentation from the Public
Guest Sheriff Hamblin Sheriff Gary Hamblin addressed the Board and residents in attendance on the various budget issues for 2005. Rising costs and less money in the budget are concerns. The sheriff’s department is working with other counties on ways to save money and time. He also is promoting greater communication between EMS, Fire and Police departments in all communities in Dane County. Sheriff Hamblin answered questions from the Board and residents.

Moved by Doug Yelk, second by Vernon Pogue to approve class "B" combination liquor and malt beverage licenses for Kerry F. Blaska, Buckshots (Circle B Saloon), 5508 CTH N, Sun Prairie and John G. Blaska, The Oaks Golf Course, 4740 Pierceville Road, Cottage Grove. Motion carried.

Consider and Take Action re: Applications for Operator Licenses Moved by Doug Yelk, second by Vernon Pogue to approve the applications for operator licenses for Accurate Service, Inc. for Crystal L. Clark, Terri L. Komorowski, Mary T. Kopelke and Lori A. Williams. Motion carried.
Moved by Doug Yelk, second by Vernon Pogue to approve the applications for operator licenses for The Oaks Golf Course for Joanna L. Humphrey, Ron Kolman, Sherri Kurt, Beth Bantz, Jason J. Meerdink, Toni Sieg, Katie L. Veith, Megan Rose and Amber Jeglum. Motion carried.
Moved by Doug Yelk, second by Vernon Pogue to approve the applications for operator licenses for Buckshots (Circle B Saloon) for Sherri L. Blaska, Ken L. Custis, Jilliane K. Hughey, Colleen M. Korn and Jennifer L. Miller. Motion carried.
Consider and Take Action re: Tentative Adoption of Conservation Easement Ordinance A joint meeting of the Plan Commission and Town Board was held on June 21 and a conservation easement ordinance was developed. A draft of the ordinance to establish a conservation easement program was distributed and Lyle Updike explained the intent of the ordinance. Moved by Lyle Updike, second by Vernon Pogue to tentatively adopt an ordinance to establish a conservation easement program with a modification to Section 4 (c) where the requirement of setting aside a conservation easement at a ratio of a minimum of 2 acres for one acre of proposed change, this would parallel the language adopted in the Town Land Use Plan where we limit the number of new residential parcels created. This ordinance will become effective on parcels approved by the Town Board on or after January 1, 2005. After lengthy discussion the motion carried.
Consider and Take Action re: Tentative Adoption of Amendment to the Building Code Ordinance concerning Fences After discussion it was the consensus of the Board to defer this issue to the next Town Board meeting.
Audit and Pay Bills Moved by Vernon Pogue, second by Doug Yelk to approve the bills as presented with the additional bill listed. Motion carried.

Set Next Meeting Date/Adjournment The next meeting date was set for Monday, July 12, 2004 at 7:30 P.M. Moved by Vernon Pogue, second by Doug Yelk to adjourn the meeting. Motion carried. The chairman declared the meeting adjourned at 11:05 P.M.
