Joint Meeting of the Town Board and Plan Commission
September 18, 2003
The Town Board and Plan Commission of the Town of Sun Prairie met on Thursday, September 18, 2003 at 7:30 P.M. at the Town Hall, 5556 Twin Lane Road, Marshall, Wisconsin.
Call to Order The meeting was called to order at 7:30 P.M. by Town Board chairperson Lyle Updike. Plan commission members Alan Meyer, Karen Kaltenberg, Judy Stang, Carl Williamson, Mary Frances Troudt, Town Board supervisor and Plan Commission member Doug Yelk, clerk Claudia Quick, and deputy clerk Joan Rademacher were present. Town Supervisor Vernon Pogue was absent. Plan Commission chairperson Roger Fetterly arrived at 8:20. Also attending the meeting were Vince Maly and John Speropulos.
Statement of Public Notice Chairperson Lyle Updike directed that the minutes show that notice of the joint meeting was posted on the three town bulletin boards on Tuesday, September 16, 2003.
Time for Public Comment Vince Maly asked if the plan commission had addressed an additional 40-acre parcel that he owns. The plan commission responded that the 40 acres in question had been included in the proposed residential on the future land use map.
Discussion – Town Board and Plan Commission review and comment on the proposed Comprehensive Plan. Discuss any proposed revisions. The changes included eliminating the 1 split per 35 acres owned as of September 11, 1982. This eliminates the TDR and PDR options. The Plan Commission felt that the LESA (land evaluation and site assessment) program and limiting the growth of residential parcels to 1.2% annually were sufficient restrictions and guidelines. Conservation easements were discussed as a future tool when allowing land divisions.
Chairperson Updike commented that the plan now has a clear vision of the goal without stating specifics. He also stated the plan addresses issues discussed at the public hearing.
Duties of the plan commission regarding implementation of the plan were discussed at length. The plan commission will hear the rezone petitions; hold the public hearing and forward comments and recommendations to the Town Board. The board in turn would have the recommendation from the plan commission and could take public comments before acting on the petition.
Action as necessary concerning the Plan No action was taken at this meeting. A final draft for adoption will be prepared for the September 29th meeting of the Plan Commission. The Town Board will schedule a meeting for the 29th also. When the plan is adopted it will be subject to review by legal counsel.
Old Business/New Business Chairman of the Plan Commission Roger Fetterly presented definitions for "conservation easement". Discussion followed comparing the two definitions. Consensus of all present was to use the definition from the Wisconsin Statutes.

Set Next Meeting Date/Adjournment The Plan Commission will meet at 7:00 P.M. and the Town Board will hold a Town Board meeting at 7:30 P.M. Moved by Doug Yelk, second by Carl Williamson to adjourn the meeting. Motion carried. Chairman Updike declared the meeting adjourned at 9:30 P.M.
