Town Board Meeting and Public Hearing

January 13, 2003

 

The Town Board of the Town of Sun Prairie met on Monday, January 13, 2003 at 7:30 P.M. at the Town Hall, 5556 Twin Lane Road.

Call to Order The meeting was called to order at 7:30 P.M. by chairperson Lyle Updike. Supervisors Vernon Pogue and Doug Yelk, clerk Claudia Quick, and deputy clerk Joan Rademacher were present. Ten additional people attended the meeting.

Statement of Public Notice The chair directed that the minutes show that notice of the Town Board meeting was published in the January 9, 2003 issue of The Star. The agenda was also faxed to the Capital Times. Copies were posted on the two town bulletin boards and temporarily at Buckshot’s Hwy. N on January 10, 2003.

Approve Minutes of Previous Meeting Moved by Vernon Pogue, second by Doug Yelk to approve the minutes of the December 9, 2002 meeting. Motion carried.

Presentation from the Public John Blaska commented on the savings the Town was realizing due to the lack of snow.

Report on Town Roads None.

*Public Hearing – Consider Conditional Use Permit #1808 by Koua Vang for Community Living Arrangement for nine or more persons for property located at 2910 Vang Road, section 31. The Chairman opened the public hearing. Koua Vang reported on his proposal for the CBRF (Community Based Residential Facility) for 9 or more. He has 6,000 sq. ft of living space. He stated that due to the cost of installing a sprinkler system and other handicap accessible upgrades he needs to have more residents. He met with the clerk, Claudia Quick and highway patrolman Dennis Farrell to discuss the parking requirements. He passed out a map showing the off-road parking spaces needed to fulfill the requirements of Dane County Zoning. Residents inquired as to the location of the facility and if the septic system would be adequate. Chairman Updike replied that the licensing agency would check for compliance and the Public Health Dept. would also be involved. The Chairman closed the public hearing.

Moved by Doug Yelk, second by Vernon Pogue to approve C.U.P #1808 with the addition of the parking spaces as shown on the submitted map. Motion carried.

Consider and Take Action re: Zoning Petition #8575 as amended by the Town Board. After a lengthy discussion it was moved by Vernon Pogue, second by Doug Yelk to approve Petition #8575 as amended by the Town.

Consider and Take Action re: City denial of approval of Drunasky CSM The Town Board, Town Attorney Mark Hazelbaker, Plan Commission Chairman Roger Fetterly, Stephen and Maureen Drunasky, and Clerk Claudia Quick discussed the City’s denial of the Drunasky CSM. Following discussion it was moved by Lyle Updike, second by Vernon Pogue to have the Town Attorney file claim against the City of Sun Prairie regarding their action against the Drunasky petition. Motion carried.

Consider and Take Action re: Amendment to County Chapter 10 Zoning Ordinance to include amendment #16 pertaining to recycling of concrete and asphalt as part of mineral extraction operations. The Board will defer action until the response from Dane County Towns Association is received.

Audit and Pay Bills The Board reviewed the invoice listing. Moved by Vernon Pogue, second by Doug Yelk to approve payment of bills with the additional bills listed. Motion carried.

Set Next Meetng Date/Adjournment The next meeting date was set for Monday, January 27, 2003 at 7:30 P.M. Moved by Doug Yelk, second by Lyle Updike to adjourn the meeting. Motion carried. The chairman declared the meeting adjourned at 10:30 p.m.
