PUBLIC HEARING ON 2004 BUDGET, TOWN ELECTORS MEETING AND TOWN BOARD MEETING
November 22, 2004
The Town Board of the Town of Sun Prairie met on Monday, November 22, at 7:00 P.M. at the Town Hall, 5556 Twin Lane Road, Marshall, Wisconsin.
Call to Order The chairman, Lyle Updike called the Public Hearing on the 2005 Budget to order at 7:00 P.M. Supervisors Vernon Pogue and Doug Yelk, clerk Claudia Quick, deputy clerk Joan Rademacher and highway patrolman Dennis Farrell were present. Fifteen additional people attended the meeting.
Statement of Public Notice The chair directed that the minutes show that notice of the public hearing and budget summary were posted on the three town bulletin boards on November 5, 2003. The same notice was published in the November 18, 2004 issue of The Star. The agenda was also faxed to the Capital Times.
Pledge of Allegiance The Pledge of Allegiance was led by Claudia Quick.
Public Hearing on Proposed 2005 Budget Chairman Updike had invited volunteers from the Sun Prairie Fire Department to attend the meeting. Joe Seltzner and Arnie Kleven presented a report on the new tanker/pumper that the Towns of Bristol, Burke and Sun Prairie will be purchasing. This tanker/pumper is self-supporting and would have foam availability included. Seltzner explained that adding foam to 2000 gallons of water would stretch the water 3 times. The cost of this tanker/pumper is $243,000, the Town of Sun Prairie is responsible for 25% of this cost. The Town is budgeting for this in 2005 and 2006 with payment to be made in 2006. After discussion the chairman continued the public hearing on the proposed 2005 budget. Chairman Updike highlighted areas of change in the budget summary inviting anyone with questions to speak. One area of discussion was the line item Parks/Nature Preserve that included $750.00 for Drovers Woods Park. The qualifications for this amount would be further discussed and action taken at a Town Board Meeting after January 1, 2005. The chairman closed the public hearing after reviewing the revenue and expenditures. There were no more questions.
SPECIAL TOWN MEETING OF THE ELECTORS OF THE TOWN OF SUN PRAIRIE, DANE COUNTY
Notice is hereby given of a special town meeting of the electors of the Town of Sun
Prairie on Monday, November 22, 2004. This special town meeting will follow the completion of the Public Hearing on the proposed 2005 town budget, which begins at 7:00 P.M. at the Sun Prairie Town Hall, 5556 Twin Lane Road, Marshall, Wisconsin. The Town Board calls this special town meeting of the electors pursuant to State Statutes Section 60.12 (1)(c) for the following purposes:
To set compensation of Elected Town Officials for the term of office beginning
April 11, 2005, pursuant to Section 60.10 (1)(b) of Wisconsin Statutes Moved by Dan Henderson, second by Tracy Henderson to approve the compensation of elected town officials for the term of office beginning April 11, 2005 pursuant to Section 60.10 (1)(b) of Wisconsin Statutes. Motion Carried.
To Authorize the Town Board to hire a town officer(s) as an employee and set an hourly wage pursuant to Section 60.10 (1)(g) and Section 60.10 (2)(L) of Wisconsin Statutes Moved by Vernon Pogue, second by Tracy Henderson to authorize the Town Board to hire a town officer(s) as an employee and to set the hourly wage at $12.00 not to exceed $5000 pursuant to Section 60.10 (1)(g) and Section 60.10 (2)(L) of Wisconsin Statutes. Motion carried.
To approve the total 2005 Highway Expenditures pursuant to Section 81.01 (3) of Wisconsin Statutes Moved by Doug Yelk, second by Dan Henderson to approve the 2005 Highway Expenditures of $342,648 which is consistent with the budget summary pursuant to Section 81.01 (3) of Wisconsin Statutes. Motion carried.
Any other items as allowed by the electors at a Special Town Meeting, pursuant to Section 60.10 (1) and (2) Chairman Updike asked is there were any other issues by the electors. Hearing none the chairman continued with the agenda.
To adopt the 2004 Town Tax Levy to be paid in 2005 pursuant to Section 60.10 (1)(a) of Wisconsin Statutes Moved by Rick Thorstad, second by Terrie Thorstad to adopt the 2004 Tax Levy of $553,534. This sets the mill rate for the Town of Sun Prairie at 3.49477 which is one digit less than the 2003 Tax Levy. Motion carried.
Authorize Town Borrowing pursuant to Section 60.10 (1)(a) of Wisconsin Statutes
Moved by Joan Rademacher, second by Dan Henderson to allow the Town Board to borrow up to $30,000 over the total budget amount without authorization of the electorate. (A larger amount would require the approval of the electors of the Town at a Town Meeting.) Motion carried.
Authorize the Town Board through a Continuing Resolution to Dispose of Town Property pursuant to Section 60.10 (2)(g) Moved by Vernon Pogue, second by Claudia Quick to approve Resolution 11-22-2004a authorizing the Town Board through a continuing resolution to dispose of Town property pursuant to Section 60.10 (2)(g). Motion carried.
Review and solicit opinion on Welcome to Town of Sun Prairie signs All present reviewed the various options for welcome signs in the Town. Consensus of the residents present, after a long discussion, was to include "Birthplace of Georgia O’Keeffe" on the sign.
Adjournment There being no other business for the Special Town Meeting of electors it was moved by Vernon Pogue, second by Doug Yelk to adjourn the meeting of the electors. Motion carried. The chairman declared the meeting adjourned at 8:45 P.M.
TOWN BOARD MEETING
Call to Order The chairman called the regular meeting to order at 9:00 P.M.
Statement of Public Notice The chair directed that the minutes show that notice of the Town Board meeting was published in the November 18, 2004 issue of The Star. The agenda was also faxed to the Capital Times. Copies were posted on the three town bulletin boards located at the Town Hall, the intersection of CTH TT and CTH N and the intersection of Lonely Lane and CTH N on November 19, 2004.
Approve Minutes of Previous Meeting Moved by Vernon Pogue, second by Doug Yelk to approve the minutes of the November 8, 2004 meeting. Motion carried.

Consider any Amendments to the Proposed 2005 Budget None.
Consider and Adopt 2005 Town Budget Moved by Vernon Pogue, second by Doug Yelk to adopt the 2005 Town Budget Summary as presented to the electors and as published. Motion carried.

a. Consider and Take Action re: Welcome Signs Discussion centered on whether to have "Birthplace of Georgia O’Keeffe" on the sign. Moved by Doug Yelk, second by Vernon Pogue to approve welcome signs for the Town of Sun Prairie, with logo to be Welcome to Town of Sun Prairie, with landscape graphic to be on the bottom with a blue background. Motion carried.
Consider and Take Action re: Operator License Moved by Vernon Pogue, second by Doug Yelk to approve operator license for Jay M. Beranek. Motion carried.
Old Business/New Business Dennis Farrell, highway patrolman, asked for authorization to order the pick-up truck from Frank Porth Chevrolet and the truck equipment from Monroe Truck. Moved by Lyle Updike, second by Doug Yelk to accept bid from Frank Porth Chevrolet for the truck and Monroe Truck for the truck equipment. Motion Carried.
Correspondence Received a memo from Tom Harnisch, WTA Education Director, regarding 6 education seminars to be held in the area.
Set Next Meeting Date/Adjournment The next Town Board meeting was set for Monday, December 13, 2004 at 7:30 P.M. Moved by Doug Yelk, second by Vernon Pogue to adjourn this meeting. Motion carried. The chairman declared the meeting adjourned at 9:35 P.M.
