Town Board Meeting

December 10, 2001





The Town Board of the Town of Sun Prairie met on Monday, December 10, 2001 at 7:30 P.M. at the Town Hall, 5556 Twin Lane Road.





Call to Order The meeting was called to order at 7:30 P.M. by chairperson Lyle Updike. Supervisors Vernon Pogue and Doug Yelk, clerk Claudia Quick, deputy clerk Joan Rademacher and highway patrolman Dennis Farrell were present. Monte Couch attended the meeting.





Statement of Public Notice The chair directed that the minutes show that notice of the Town Board meeting was published in the December 5, 2001 issue of The Star. The agenda was also faxed to the Capital Times. Copies were posted on the three town bulletin boards on December 7, 2001.





Approve Minutes of Previous Meeting Moved by Vernon Pogue, second by Doug Yelk to approve the minutes of the November 26, 2001 meeting.

Report on Town Roads

Salter valve on the town truck needs to be repaired - it is under warranty

Last of the new roads signs are up

Glen Oaks Circle - shoulders not finished on inside of circle and blacktop is breaking up





Public Comment on Burning Leaves in Drovers Woods Mr. Monte Couch asked that the board address the issue of leaf burning in the town. He feels this is a health and safety concern. John and Linda Aumann sent an e-mail stating their concerns. They would like a ban on burning leaves in Drovers Woods. There was a lenghthy discussion.





Consider and Take Action re: Burning Leaves in Drovers Woods Consensus was that the clerk would draft on amendment to our ordinance on leaf burning and would send it to the Sun Prairie Fire Chief for his opinion. The amendment would ban leaf burning in Drovers Woods and other specific areas in the Town.

Consider and Take Action Re: Amendment #19 to County Ordinance #10 regarding classification of certain highways for setback regulation Moved by Vernon Pogue, second by Doug Yelk to approve Amendment #19 to County Ordinance #10. Motion carried.





Consider Resolution on behalf of the Volunteer Fire Department to participate in the WI Length of Service Award Program The board will revisit this issue in 2002.





Audit and Pay Bills The Board reviewed the invoice listing. Moved by Vernon Pogue, second by Lyle Updike to approve payment of bills with the addition of any added bills that would come in December as routine expenditures with the concurrence of the chairman, clerk and treasurer.





Old Business/New Business

Attorney Mark Hazelbaker - the Sullivan's still have time to respond.

Attorney Mark Hazelbaker - concerning the Hartman's dogs - any incident that would occur needs to be reported to the constable.

Marshall Public Safety Building - EMS - to be completed the end of Feb. 2002.

City of Sun Prairie comments on the Hartman rezone.

Comments from the City of Sun Prairie on Savannah Oaks - requests a maximum lot size of 23,000 sq. ft. on any further divisions. Will send a letter to the City Planning Commission stating that our town sub-division ordinance requires 40,000 sq. ft. per lot.

Discussion on Twin Lane Road next to Savannah Oaks -Dennis Farrell, Wesley Dorshorst, Claudia Quick, Dan Birrenkott, surveyor, Dennis Midthun and the engineer of Capitol Investments, Inc. met. The town would pay for the design engineering of Twin Lane Road and also gravel and blacktop it. Capitol Investments, Inc. would pay for all the excavation and hauling of any material from Twin Lane Road. This is an area of approximately 300 feet.





Correspondence Urban Towns Workshop is to be held in January.





Next Meeting Date/Adjournment The next meeting date was set for Monday, January 14, 2001 at 7:30 P.M. Moved by Vernon Pogue, second by Doug Yelk to adjourn the meeting. Motion carried. The chairman declared the meeting adjourned at 10:05 p.m.
