The Town Board of the Town of Sun Prairie met on Monday, August 11, 2003 at 7:30 P.M. at the Town Hall, 5556 Twin Lane Road.

Call to Order The meeting was called to order at 7:30 P.M. by chairperson Lyle Updike. Supervisors Vernon Pogue and Doug Yelk and Clerk Claudia Quick were present. Six other people attended the meeting.

Statement of Public Notice The chair directed that the minutes show that notice of the Town Board meeting was published in the August 7, 2003 issue of The Star. The agenda was also faxed to the Capital Times. Copies were posted on the three town bulletin boards on August 8, 2003.

Approve Minutes of Previous Meeting Moved by Vernon Pogue, second by Doug Yelk to approve minutes of July 29, 2003 board meeting. Motion carried.

Consider Preliminary Plans by Dawn Rednour to rezone from A-1 Ex Ag to A-2 for horse boarding & kennel, section 22 Petitioner was not present. Item delayed until next meeting.

Consider Preliminary Plans by Paul Jensen for conditional use permit for duplex at 4591 CTH TT Petitioner was not present. Item delayed until future meeting.

Consider and Take Action re: access for lot 8, Savannah Valley LaFleurs are seeking to remove the culdesac right of way from the lot they have purchased. The clerk reported that she discussed the issue with the attorney, if LaFleurs want to proceed, Hazelbaker will work with LaFleur to do a petition to vacate the road and associated paperwork. The clerk then had a phone conversation with the highway patrolman. Mr. Farrell indicated that he did not feel a hammerhead was necessary, 42 feet of pavement straight ahead would be acceptable. LaFleurs would be responsible for the necessary attorney and surveyor fees. It will be up to LaFleurs do decide whether or not to proceed with this issue.

Consider and Take Action re: Fireworks Display Permit for Ron. Kreger Mr. Kreger, 5927 S. Bird St., would like to do a small firework display on Saturday. He is asking the chairperson to issue a permit. He has notified the County Sheriff, City of Sun Prairie Police and neighbors. He is licensed to shoot class c fireworks and is taking precautions. Moved by Doug Yelk, second by Vernon Pogue to grant said permit, with the condition that the fireworks be completed prior to 11 p.m. Motion carried.

Discussion – Jeanne Behrend re: Patrick Marsh Conservancy Joint Ownership Jeanne Behrend asked if the Town would consider holding any of the Patrick Marsh Conservancy property. She has been working on a grant and also working with the Natural Heritage Land Trust. There was general discussion regarding holdings of this type, responsibilities, liabilities and management.

Audit and Pay Bills The Board reviewed the invoice listing. Moved by Vernon Pogue, second by Doug Yelk to approve payment of bills. Motion carried.

• Fire Unit – The Fire Chief will be presenting a budget template in September
• Annexation Report – A letter will be sent to property owners and residents involved in the potential annexation.

Correspondence

The clerk reported on various announcements permits and correspondence.

Comprehensive Plan Review There was general discussion concerning several key items in the plan draft.

Set Next Meeting Date/Adjournment The next meeting date was set for Monday, August 25, 2003 at 7:30 P.M. Moved by Vernon Pogue, second by Doug Yelk to adjourn the meeting. Motion carried. The chairman declared the meeting adjourned at approximately 11:00 p.m.
